There's a common rule among people who bill their time out hourly that you can only hope for about 6 billable hours per day. People who work in offices are often astonished by this. "My boss would go berserk if I only worked 6 hours a day!" They never stop to realize how much time they spend not doing productive work. If you condense it, I wouldn't be surprised to find that most office employees don't work more than about 4 hours. As to billing out time, it depends on a lot of factors. One of the toughest places for this is being a first-year associate at a large law firm, where you can expect about half of your time at the office to be billable, on a good day, and are generally required to bill out on the order of 2200-2400 hours per year. That comes out to 6 to 6-1/2 hours per day if you work 365 days of the year. In other words, you're in the office 12-13 hours a day, 7 days a week, until you can manage to make better use of your time (which may not be possible when you are new and learning the ropes).
Other fields certainly have similarly bad hazing periods, but that's just the canonical example. But my favorite thought on working not enough hours is from Christopher Walken's 'Census' skit from SNL [zippyvideos.com], where he considers 40 hours to be working "only part of the time" because "there are huge chunks of time at night where [he's] just asleep.

Then again, I worked for a law firm in the 80's that would routinely bill multiple clients for the same work.
Some of the partners would sit in on City Council meetings and such and bill the same hour of time to eight or nine different clients.
It was common for some of the lawyers in the firm to bill 20 or more hours in an 8 hour day.
