Microsoft On US Immigration: It's Our Way Or the Canadian Highway 365

theodp writes Even as it cuts about 14% of its workforce, Microsoft is complaining that the company might be denied some of the "roughly" 1,000 H-1B visas for foreign workers it intends to seek, and made it clear that the company could shift some work to Canada or overseas if it can't get talent on its terms. "If I need to move 400 people to Canada or Northern Ireland or Hyderabad or Shanghai, we can do that," said William Kamela, a senior federal policy lead at Microsoft, who later explained that about 60% of Microsoft's workforce is in the U.S., yet it makes 68% of its profits overseas (where it also stashes its cash out of IRS reach). Kamela made the statements on a panel at a two-day conference on high-skilled immigration policy, where he sat next to Felicia Escobar, special assistant to President Barack Obama on immigration. The day before the conference, Mark Zuckerberg's FWD.us PAC — which counts Bill Gates as a Founder and Steve Ballmer and Microsoft General Counsel Brad Smith as Major Contributors — posted its "MythBusters" video on H-1B visas.

The Sydney Morning Herald reports: "Spy agency ASIO will be given the power to monitor the entire Australian internet and journalists' ability to write about national security will be curtailed when new legislation – expected to pass in the Senate as early as Wednesday – becomes law, academics, media organisations, lawyers, the Greens party and rights groups fear."

Water Discovered In Exoplanet Atmosphere 50

Astronomers have detected water vapor in the atmosphere of a planet that orbits a star far beyond our solar system. Observations of the Neptune-sized planet, which lies 120 light years from Earth in the constellation of Cygnus, revealed that its atmosphere was mostly hydrogen with around 25% made up from water va-pour. Until now, researchers have been frustrated in their efforts to study the atmospheres of planets much smaller than Jupiter because their skies were thick with clouds. The problem was so persistent that astronomers had begun to think that all warm, small planets formed with substantial cloud cover. But writing in the journal Nature, scientists in the U.S. describe how they found a Neptune-sized planet with cloud-free skies, enabling them to make detailed measurements of a small planet's atmosphere for the first time.

IBM Solar Concentrator Can Produce12kW/day, Clean Water, and AC 268

Lucas123 writes IBM Research and Switzerland-based Airlight Energy today announced a parabolic dish that increases the sun's radiation by 2,000 times while also producing fresh water and air conditioning. The new Concentrator PhotoVoltaics (CPV) system uses a dense array of water-cooled solar chips that can convert 80% of the sun's radiation into useful energy. The CPV, which looks like a 33-foot-high sunflower, can generate 12 kilowatts of electrical power and 20 kilowatts of heat on a sunny day — enough to power several average homes, according to Bruno Michel, the project's lead scientists at IBM Research in Switzerland.

Irish Girls Win Google Science Fair With Astonishing Crop Yield Breakthrough 308

An anonymous reader writes Irish teenagers Ciara Judge, Émer Hickey and Sophie Healy-Thow, all 16, have won the Google Science Fair 2014. Their project, Combating the Global Food Crisis, aims to provide a solution to low crop yields by pairing a nitrogen-fixing bacteria that naturally occurs in the soil with cereal crops it does not normally associate with, such as barley and oats. The results were incredible: the girls found their test crops germinated in half the time and had a drymass yield up to 74 percent greater than usual.

The country also made history as it achieved it in a budget lesser than the un-scientific Hollywood block buster Gravity; India spent only $71 million on the mission. What excited us the most was to see Red Hat Enterprise Linux being used in the mission. You can clearly see RHEL in the webcast of Isro where they talk about the mission.

South Australia Hits 33% Renewal Energy Target 6 Years Early 169

ferrisoxide.com writes: South Australia has hit its target of 33% renewable energy by 2020, 6 years earlier than expected, delivering clean power to the state through investment in wind, solar and geothermal energy — mothballing one coal-fired power station in the process. Not content to rest on their laurels, the SA government has now announced a new "stretch" target of 50% by 2025. South Australian Premier Jay Weatherill declared that despite initial upfront costs to renewable energy generators such as wind farms, the 50 per cent target will not add one extra dollar to energy prices.

India thus joins the U.S., the European Space Agency and the former Soviet Union in having successfully completed a Mars mission. It is, however, the only one to have done so on the first attempt. Headed by the Indian space agency ISRO, Mangalyaan was made in 15 months at a cost of just around 74 million USD — the cheapest inter-planetary mission ever to be undertaken.

Fukushima Radiation Still Poisoning Insects 119

sciencehabit writes: Eating food contaminated with radioactive particles may be more perilous than previously thought — at least for insects. Butterfly larvae fed even slightly tainted leaves collected near the Fukushima Daiichi Nuclear Power Station were more likely to suffer physical abnormalities and low survival rates than those fed uncontaminated foliage, a new study finds. The research suggests that the environment in the Fukushima region, particularly in areas off-limits to humans because of safety concerns, will remain dangerous for wildlife for some time. In other lingering radiation news, reader Rambo Tribble writes: Forest detritus, contaminated in the aftermath of the 1986 Chernobyl disaster (abstract), is decaying at a much slower rate than normal, building up and creating a significant fire risk. This, in turn, is creating a real potential for the residual radioactive material to be distributed, through smoke, over a broad area of Europe and Russia. Looking at different possible fire intensities, researchers speculate, "20 to 240 people would likely develop cancer, of which 10 to 170 cases may be fatal." These figures are similar to those hypothesized for Fukushima.
