In some States, membership determines which, if any, Party primary you can vote in. That's it. It doesn't impact what jobs you can get, it doesn't change how your vote is counted, it doesn't give you more or less say in public policy, it doesn't change how you participate in life generally, but it will impact how much politically oriented mail you receive. It clearly doesn't matter much in Germany, where party affiliation is only 3.3%. In China, it matters greatly.

Flat taxes are regressive because the poor spend more of their money on necessities, unless you then issue corrections in which case there's no benefit to doing a flat tax because it doesn't save you any effort.
