Walking down the street of any big city makes it very clear that there are many, many people who are on the streets but incapable of looking after themselves there.

We owe it to them to get them somewhere they can be looked after, and to them and ourselves not to make them into committers of crime, being "looked after" in jail.

You can help people who cannot help themselves when you put them somewhere they can be helped, like it or not.

That will cost much more than UBI, but it will make our society better and safer for everyone.

I would prefer people to be on UBI and living in houses than living in tents, stealing my stuff, attacking me on the street,, etc etc.

We should give people UBI, but then we have the right to lock up people who cannot manage their own lives and to get them off drugs, the hard way if necessary.
It will often save their lives and more often give them a chance to live a decent. productive, happy life.
And save the rest of us from the consequences of them not being able to manage their lives by themselves.

How hard is it to just create jobs for the sake of jobs ?

I mean manual jobs, but not necessarily hard physical labour - secretarial, light manufacturing, litter collecting, painting, whatever.
It doesn't have to add to the bottom line overall, but just benefit society a bit.

Why can't cities make work like this for people who are not working, and pay them substantially more for doing that work than for doing nothing ?
And give unemployed people back some pride, and sense of participation in normal society.
