Since when have protective tariffs been "efficient"?
If we required accounting of emissions, and not simply of currency units, then there would be no need for tariffs to address the issue of the hidden environmental costs. They can eventually be translated into economic costs, but they also affect quality of life — you can assign economic costs to that as well, but you'll hardly tell the whole story.
When you buy goods made somewhere with inadequate pollution controls, many others have to pay part of your bill. My only problem with the whole idea is that any tariffs should be used specifically for bioremediation, and my prediction is that they largely won't be.
My favorite thing about free to pay games is that so many games (FtP or otherwise) are only really fun during the buildup phase, and then they get a bit samey. You can go through all that without actually spending any money. You lose the time either way. Then you move on to the next game. Along the way, if you're feeling generous, you might file some bug reports. That is an awful lot like actual work, however.
What is your criterion for restricting the variations? Why are "Anonymous Coward" and "Anonymous Poster" possible, but not "XFFSF Poster" and GWB as an active Slashdot user?
Except in the one where you posted saying it wasn't, but were mistaken because it actually was. That might not be too far from the one where I'm GWB, a frequent Slashdot poster. It's interesting to ponder the concept of what "infinity" really means when you consider all the possibilities on some mundane thing like that.

That is why stuff like this has to be prevented.
This is why Bell Labs back in the day got Nobel Prizes. This wasn't corporate philanthropy - at the time they could consider that R&D expenditure part of providing phone service and charge higher rates to recoup it, plus a profit on top. When the rules were changed, Bell Labs died (at least, in the sense of what it used to be).
Agree. This isn't an SEO issue so much as stewardship issue. Utilities shouldn't be advertising, unless it is part of some kind of public service goal (like informing poor people of benefits programs or something like that).
Utilities are generally monopolies. If I want electricity for my home, there is exactly one place to get it. If I don't want it, that should be fine. There should be no expenditure of what amounts to a form of tax dollars to advertise services that aren't in competition with anything else.
Ditto for utilities sponsoring the Olympics and such. If funding the Olympics is a valid political goal then it should just get a spending bill in the legislature like anything else.

Back in the days of MFM drives (and the previous decades), is was needed. But that was because there was space on the media that wasn't actively used for bits, and so would leave traces. Such waste was eliminated long ago in the quest for ever-larger drives.
