Kate Brown signed a bill Monday withholding state business from internet providers who throttle traffic, making the state the second to finalize a proposal aimed at thwarting moves by federal regulators to relax net neutrality requirements. The bill stops short of actually putting new requirements on internet service providers in the state, but blocks the state from doing business with providers that offer preferential treatment to some internet content or apps, starting in 2019. The move follows a December vote by the Federal Communications Commission repealing Obama-era rules that prohibited such preferential treatment, referred to generally as throttling, by providers like AT&T, Comcast, and Verizon. Brown's signature makes the state the second to enact such legislation, according to the National Conference of State Legislatures. It also stakes out the state's claim to a moderate approach, compared to others: Five weeks to the day before Brown, Washington State Gov. Jay Inslee signed a bill in his state to directly regulate providers there. The prohibition, which restricts with whom the state may contract for internet services, applies to cities and counties, but exempts areas with only a single provider.

An anonymous reader writes: In what could only be a joke, a new ransomware has been discovered called "PUBG Ransomware" that will decrypt your files if you play the game called PlayerUnknown's Battlegrounds. When the PUBG Ransomware is launched it will encrypt a user's files and folders on the user's desktop and append the .PUBG extension to them. When it has finished encrypting the files, it will display a screen giving you two methods that you can use to decrypt the encrypted files. Users can unlock it either by playing PUBG, or by entering a secret unlock code of "s2acxx56a2sae5fjh5k2gb5s2e".

The ransomware checks to see if you played PlayerUnknown's Battlegrounds by monitoring the running processes for one named "TslGame". Once a user plays the game and the process is detected, the ransomware will automatically decrypt the victim's files. This ransomware is not too advanced as it only looks for the process name and does not check for other information to confirm that the game is actually being played. That means you can simply run any executable called TslGame.exe and it will decrypt the files.

Submission + - Unpatched Exploit Lets You Clone Key Fobs and Open Subaru Cars (bleepingcomputer.com)

An anonymous reader writes: Tom Wimmenhove, a Dutch electronics designer, has discovered a flaw in the key fob system used by several Subaru models, a vulnerability the vendor has not patched and could be abused to hijack cars. The issue is that key fobs for some Subaru cars use sequential codes for locking and unlocking the vehicle, and other operations. These codes — called rolling codes or hopping code — should be random, in order to avoid situations when an attacker discovers their sequence and uses the flaw to hijack cars. This is exactly what Wimmenhove did. He created a device that sniffs the code, computes the next rolling code and uses it to unlock cars. The entire device costs between $15 and $30.

The researcher said he reached out to Subaru about his findings. "I did [reach out]. I told them about the vulnerability and shared my code with them," Wimmenhove told Bleeping. "They referred me to their 'partnership' page and asked me to fill in a questionnaire. It didn't seem like they really cared and I haven't heard back from them." Bloomberg reported yesterday that the Fed was forced to fly a planeload of cash to the Island to help avert disaster:

William Dudley, the New York Fed president, put the word out within minutes, and ultimately a jet loaded with an undisclosed amount of cash landed on the stricken island...

[Business executive in Puerto Rico] described corporate clients' urgent requests for hundreds of thousands in cash to meet payrolls, and the challenge of finding enough armored cars to satisfy endless demand at ATMs. Such were the days after Maria devastated the U.S. territory last month, killing 39 people, crushing buildings and wiping out the island's energy grid. As early as the day after the storm, the Fed began working to get money onto the island,

For a time, unless one had a hoard of cash stored up in ones home, it was impossible to get cash at all. 85 percent of Puerto Rico is still without power, as of October 9. Bloomberg continues: "When some generator-powered ATMs finally opened, lines stretched hours long, with people camping out in beach chairs and holding umbrellas against the sun."

In an earlier article from September 25, Bloomberg noted how, without cash, necessities were simply unavailable:

"Cash only," said Abraham Lebron, the store manager standing guard at Supermax, a supermarket in San Juan's Plaza de las Armas. He was in a well-policed area, but admitted feeling like a sitting duck with so many bills on hand. "The system is down, so we can't process the cards. It's tough, but one finds a way to make it work."

AmiMoJo writes: A startup in the Netherlands has developed the "Crowbar", a bird feeder that takes discarded cigarette butts as payment for dispensing food. A camera recognises cigarette filters and rejects any other objects placed in the Crowbar. The idea isn't entirely original, a gentleman in the US has already built a similar device and trained crows to deposit coins. The hope is that crows will be able to keep cities clean, sort through refuse and perform other tasks for our mutual benefit.

YouTube’s scale is enormous, and the vast rivers of video being uploaded into its systems every minute means that a reliance on automated algorithms is an absolute necessity in most cases. Public rumors now circulating suggest that Google is trying again to tune these mechanisms to help avoid pushing fake news into high trending visibility, perhaps by giving additional weight to generally authoritative news sources. This of course can present its own problems, since it might tend to exclude, for example, perfectly legitimate personal “eyewitness” videos of events that could be extremely useful if widely viewed as quickly as possible.

Lauren Weinstein writes: I’ve long been bitching about Google Home’s lack of a basic function that clock radios have had since at least the middle of the last century — the classic “sleep timer” for playing music until a specified time or until a specific interval has passed. I suspect my rants about this have become something of a chuckling point around Google by now.

Originally, sleep timer type commands weren’t recognized at all by GH, but eventually it started admitting that the concept at least exists.

Submission + - What types of jobs are coming up in the new field of AI?

Qbertino writes: I'm about to move on in my career and having a "short rethink and regroup break" and was for quite some time now thinking about getting into perhaps a new programming language and technology, like NodeJS or Java/Kotlin or something. But I have the seriously growing suspicion that AI is coming for us programmers and IT experts faster than we might want to admit. Just last weekend I heard myself saying to a friend who was a pioneer on the web "AI is today what the web was in 1993" — I think that to very true. So just 20 minutes ago I started thinking and wondering about what types of jobs there are in AI.

Is anything popping up in the industry and AI hype and what are these positions called, what do they precisely do and what are the skills needed to do them? I suspect something like an "AI Architect", planning AI setups and clearly defining the boundaries of what the AI is supposed to do and explore. Then I presume the requirements for something like an "AI Maintainer" and/or "AI Trainer" which would probably resemble something like an admin of a big data storage, looking at statistics and making educated decisions on which "AI Training Paths" the AI should continue to explore to gain the skill required and deciding when the "AI" is ready to be let go on to the task.

You're seeing we — AFAIK — don't even have names for these positions yet, but I suspect, just as in the internet/web boom 20 years ago, that is about to change *very* fast.

And what about Tensor Flow? Should I toy around with it or are we past that stage already and will others do AI setup and installation better than me before I know how this thing really works? Because I also suspect most of the AI work for humans will closely be tied to services and providers such as Google. You know, renting "AI" as you rent webspace or subscribe to bandwidth today. Any services and industry vendors I should look into — besides the obvious Google that is?

In a nutshell, what work is there in the field of AI that can be done and how to I move into that?
Like *now*.
And what should I maybe get a degree in if I want to be on top of this AI thing? And how would you go about gaining skill and knowlege on AI today, and I mean literally, today.

I know, tons of questions but insightful advice is requested from an educated slashdot crowd. And I bet I'm not the only one interested in this topic.

An anonymous reader writes: Five Democratic US senators allege that AT&T's use of forced arbitration clauses has helped the company charge higher prices than the ones it advertises to customers. The senators pointed to a CBS News investigation that described "more than 4,000 complaints against AT&T and [subsidiary] DirecTV related to deals, promotions and overcharging in the past two years." But customers have little recourse because they are forced to settle disputes with AT&T in arbitration, according to Sen. Al Franken (D-Minn.), Richard Blumenthal (D-Conn.), Ron Wyden (D-Ore.), Patrick Leahy (D-Vt.), and Edward Markey (D-Mass.). "Forced arbitration provisions in telecommunications contracts erode Americans' ability to seek justice in the courts by forcing them into a privatized system that is inherently biased in favor of providers and which offers virtually no way to challenge a biased outcome," the senators wrote in a letter yesterday to AT&T CEO Randall Stephenson. "Forced arbitration requires consumers to sign away their constitutional right to hold providers accountable in court just to access modern-day essentials like mobile phone, Internet, and pay-TV services." Forced arbitration provisions such as AT&T's also "include a class action waiver; language which strips consumers of the right to band together with other consumers to challenge a provider's widespread wrongdoing," they wrote.

Submission + - Has the 40-year old mystery of the "Wow!" signal been solved? (newatlas.com)

schwit1 writes: Astronomers have confirmed that the Wow! signal, thought to be the most promising detection by SETI of alien life, was actually caused by a comet.

Last year, a group of researchers from the Center of Planetary Science proposed a new hypothesis that argued a comet might be the culprit. The frequency could be caused by the hydrogen cloud they carry, and the fact that they move accounts for why it seemingly disappeared. Two comets, named 266/P Christensen and P/2008 Y2 (Gibbs), happened to be transiting through that region of space when the Wow! signal was detected, but they weren’t discovered until after 2006.

To test the hypothesis, the team made 200 radio spectrum observations between November 2016 and February 2017. Sure enough, 266/P Christensen was found to emit radio waves at a frequency of 1,420 MHz, and to double check, the researchers moved their radio telescope by one degree. As expected, the signal vanished, and only returned when the telescope was trained back on the comet.

This will be the first time SpaceX has launched the uncrewed robotic vehicle. United Launch Alliance, a joint venture between Boeing Co. and Lockheed Martin Corp., has launched the spaceplane’s previous four missions atop one of its Atlas V rockets.

The Air Force Rapid Capabilities Office, which is responsible for the X-37B’s experimental operations, said it was “very excited” for the fifth flight, which will test how special electronics and heat pipes will fare during a long-duration space mission.

An anonymous reader writes: Facebook this year has launched a number of features that make it easier for people to reach their government representatives on its social network, including “Town Hall,” and related integrations with News Feed, as well as ways to share reps’ contact info in your own posts. Today, the company is expanding on these initiatives with those designed for elected officials themselves. The new tools will help officials connect with their constituents, as well as better understand which issues their constituents care about most. Specifically, the social network is rolling out three new features: constituent badges, constituent insights, and district targeting. Constituent badges are a new, opt-in feature that allow Facebook users to identify themselves as a person living in the district the elected official represents. A second feature called Constituent Insights is designed to help elected officials learn which local news stories and content is popular in their district, so they can share their thoughts on those matters. The third new feature – District Targeting – is arguably the most notable. This effectively gives elected officials the means of gathering feedback from their constituents through Facebook directly, using either posts or polls that are targeted only towards those who actually live in their particular district. That means the official can post to Facebook to ask for feedback from constituents about an issue, and these posts will only be viewable by those who live in their district.

RockDoctor writes: A recent proposition to launch probes to other star systems driven by lasers which remain in the Solar system has garnered considerable attention. But recently published work suggests that there are unexpected complexities to the system.

One would think that the closest star systems would be the easiest to reach. But unless you are content with a fly-by examination of the star system, with much reduced science returns, you will need to decelerate the probe at the far end, without any infrastructure to assist with the braking.

By combining both light-pressure braking and gravitational slingshots, a team of German, French and Chilean astronomers discover that the brightness of the destination star can significantly increase deceleration, and thus travel time (because higher flight velocities can be used. Sling-shotting around a companion star to lengthen deceleration times can help shed flight velocity to allow capture into a stable orbit.

The 4.37 light year distant binary stars Alpha Centauri A and B could be reached in 75 years from Earth. Covering the 0.24 light year distance to Proxima Centauri depends on arriving at the correct relative orientations of Alpha Centauri A and B in their mutual 80 year orbit for the sling shot to work. Without a companion star, Proxima Centauri can only absorb a final leg velocity of about 1280km/s, so that leg of the trip would take an additional 46 years.

Using the same performance characteristics for the light sail the corresponding duration for an approach to the Sirius system, almost twice as far away (8.58ly), is a mere 68.9 years, making it (and it's white dwarf companion) possibly a more attractive target.

Of course, none of this addresses the question of how to get any data from there to here. Or, indeed, how to manage a project that will last longer than a working lifetime. There are also issues of aiming — the motion of the Alpha Centauri system isn't well-enough known at the moment to achieve the precise manoeuvring needed without course corrections (and so, data transmission from there to here) en route.

Submission + - FCC Takes First Step Toward Allowing More Broadcast TV Mergers (theverge.com)

An anonymous reader writes: In a divided vote today, the Federal Communications Commission took steps that could lead to more consolidation among TV broadcasters, reducing the number of sources of local news. Today’s changes revolve around the media ownership cap — a limit on how many households a TV or radio broadcaster is allowed to reach. The rules are meant to promote diversity of media ownership, giving consumers access to different content and viewpoints. The cap currently prevents a company from reaching no more than 39 percent of US households with broadcast TV. Large broadcasters hate the cap because it prevents them from getting even bigger. And since Trump took office and Ajit Pai was named chairman of the FCC, they’ve been lobbying to have it revised. The FCC’s vote today starts to do that. First, it reinstates a rule known as the “UHF discount,” which lets broadcasters have a bigger reach in areas where they use a certain type of technology. And second, it starts plans to revisit and raise the media ownership cap.
