when you sell it, i assume you have to provide some sort of ID to verify yourself, be it a credit card or bank account.
At least if he wants to do it right paying should require some form of verification because like you said, the entire point (and the previous owners failed at it and turned it into an elite club rather than simply verifying users) is to verify their identity so others know they are legit.
Why should he pay for boing being late? If I hire a contractor to do a job and they are late with the job i dont pay the extra, why should the taxpayer?

the reason the prices are so outrageous is because of the government being involved.
If I own a company and i make a product that i know that the end user wont be footing the bill, ill make it higher when i know it has to be covered by the government or insurance companies. The same thing happened with college tuition.
