And recent research suggests that a few simple changes — among them the adoption of a more babylike skull shape into adulthood — likely played essential roles in the final push to bird-hood. Not only are birds much smaller than their dinosaur ancestors, they closely resemble dinosaur embryos. Adaptations such as these may have paved the way for modern birds’ distinguishing features, namely their ability to fly and their remarkably agile beaks. The work demonstrates how huge evolutionary changes can result from a series of small evolutionary steps.

The vote in the Senate Tuesday was 67-32. The House already has passed the bill, and President Barack Obama plans to sign it quickly.

The legislation will phase out, over six months, the once-secret National Security Agency bulk phone records collection program made public two years ago by agency contractor Edward Snowden. It will be replaced by a program that keeps the records with phone companies but allows the government to search them with a warrant. Senate Republican leaders opposed the House bill but were forced to accept it unchanged after senators rejected last-ditch attempts to amend it.

The planes' surveillance equipment is generally used without a judge's approval, and the FBI said the flights are used for specific, ongoing investigations. In a recent 30-day period, the agency flew above more than 30 cities in 11 states across the country, an AP review found.

William Robinson writes: While using a laser to cut a sponge made of crumpled sheets of Graphene oxide, Researchers accidentally discovered that it can turn light into motion. As the laser cut into the material, it mysteriously propelled forward. Baffled, researchers investigated further. The Graphene material was put in a vacuum and again shot with a laser. Incredibly, the laser still pushed the sponge forward, and by as much as 40 centimeters. Researchers even got the Graphene to move by focusing ordinary sunlight on it with a lens.Though scientists are not sure why this happens, they are excited with new possibilities such as light propelled spacecraft that does not need fuel.

ckwu writes: Researchers in South Korea have made the first quantum dots that emit ultraviolet light and used them to make a flexible, light-emitting diode. Until now, no one had succeeded in making quantum dots that emit wavelengths shorter than about 400 nm, which marks the high end of the UV spectrum. To get quantum dots that emit UV, the researchers figured out how make them with light-emitting cores smaller than 3 nm in diameter. They did it by coating a light-emitting cadmium zinc selenide nanoparticle with a zinc sulfide shell, which caused the core to shrink to 2.5 nm. The quantum dots give off true UV light, at 377 nm. An LED made with the quantum dots could illuminate the anticounterfeiting marks on a paper bill. If their lifetimes can be improved, these potentially low-cost UV LEDs could find uses in counterfeit currency detection, water sterilization, and industrial applications.

HughPickens.com writes: Richard Horton writes in that a recent symposium on the reproducibility and reliability of biomedical research discussed one of the most sensitive issues in science today: the idea that something has gone fundamentally wrong with science (PDF), one of our greatest human creations. The case against science is straightforward: much of the scientific literature, perhaps half, may simply be untrue. Afflicted by studies with small sample sizes, tiny effects, invalid exploratory analyses, and flagrant conflicts of interest, together with an obsession for pursuing fashionable trends of dubious importance, science has taken a turn towards darkness. According to Horton, editor-in-chief of The Lancet, a United Kingdom-based medical journal, the apparent endemicity of bad research behaviour is alarming. In their quest for telling a compelling story, scientists too often sculpt data to fit their preferred theory of the world or retrofit hypotheses to fit their data.

Can bad scientific practices be fixed? Part of the problem is that no-one is incentivized to be right. Instead, scientists are incentivized to be productive and innovative. Tony Weidberg says that the particle physics community now invests great effort into intensive checking and rechecking of data prior to publication following several high-profile errors,. By filtering results through independent working groups, physicists are encouraged to criticize. Good criticism is rewarded. The goal is a reliable result, and the incentives for scientists are aligned around this goal. "The good news is that science is beginning to take some of its worst failings very seriously," says Horton. "The bad news is that nobody is ready to take the first step to clean up the system."

An anonymous reader writes: An article in Communications of the ACM takes a look at how Edward Snowden's revelations about government surveillance have changed privacy behaviors across the world. The results are fairly disappointing. While the news that intelligence agencies were trawling data from everyday citizens sparked an interest in privacy, it was small, and faded quickly. Even through media coverage has continued for a long time after the initial reports, public interest has dropped back to earlier levels. The initial interest spike was notably less than for other major news events. Privacy-enhancing behaviors experiences a small surge, but that too failed to impart any long-term momentum. The author notes that the spike in interest "following the removal of privacy-enhancing functions in Facebook, Android, and Gmail" was stronger than the reaction to the government's privacy-eroding actions.
