Right, but it's worse with Chinese because of the vast number of symbols, even with the mainland Siimplified Chiense. For a long time it was assumed that a practical Chinese keyboard could not exist, but once one was invented it's been a long sequence of improvements and competing methods. There are even contests for the fastest typist, and the winners tend to be the ones using predictive text, and the best predictive text will be going out to the internet. Younger people are using these systems over the older methods (and just like everywhere, older is uncool). So the choice often ends up between using the system that uses the internet and type quickly, or use the system that old people use and type slightly less quickly.
We don't need to rely upon the internet to type English, German, Hindi, or Japanese, even on smart phones. But there are a lot of Chinese who need this if they aren't practiced on the older input methods.
This is also going to happen with AI enabled apps, sending your text off to do advanced auto-completion, while failing to encrypt or protect it. Possibly it will save your queries for future AI training, or to sell to interested governments, etc.

Because decision makers aren't always the people with the most knowledge. There of often other considerations; you already have a lot of Cisco products and are locked in, or. If corporations are buying Cisco, why would governments be any different. Granted, _some_ government agencies have the experts or have strict contracting requirements, such as the military. But Podunk County Unified School district does not, and is often stuck relying on the handwaving sales pitch such that they end up buying overpriced routers more powerful than they actually need.

The only thing that matters in America is making the C-suite as rich as possible as fast as possible. Nothing else is important. The business-speak for this is "shareholder value", but the shareholders are just an excuse to raise the stock price. Since exec payout is a healthy multiple of stock price, the benefit to the execs is the real point. That's what counts.
Given how much money is spent on lobbying and campaign contributions, it's only fair that the law enforce guaranteed executive compensation. And ultra-low taxes at the top end. The one-percent has paid to own the government, and like any investment it must have a high yield payout. If the politicians don't do their job protecting the rich they should be fired like any worker who can't keep up. Inefficiency, or being old or sick is no excuse. Shape up or end up in the gutter where you belong.
Boeing is the ultimate success story in American big business. The upper management had twenty year of incredible payouts while they drained the company dry. They walked away with all the loot and they are now fully funded members of the American oligarchy. They and their decedents will live the high life pretty much forever. No matter what lies you've been fed, the vast bulk of wealth in America is inherited. Once a family gets to the top it's a multi-generational ride. Occasionally someone falls off the gravy train, but the train keeps on running no matter what.
If they do. One couple it didn't survive over time. But the reason for not having the ring is getting married in college when they had not a lot of money.
