EU Regulators Fine Google Record $5 Billion in Android Case (reuters.com) 468

The European Union hit Alphabet's Google with a record antitrust fine of $5.06 billion on Monday, a decision that could loosen the company's grip on its biggest growth engine: mobile phones. From a report:The European Commission ordered Google to end the illegal conduct within 90 days or face additional penalties of up to 5 percent of parent Alphabet's average daily worldwide turnover. The EU enforcer also dismissed Google's arguments citing Apple as a competitor to Android devices, saying the iPhone maker does not sufficiently constrain Google because of its higher prices and switching costs for users. The European Commission finding is the most consequential decision made in its eight-year antitrust battle with Google. The fine significantly outstrips the $2.8B charge Brussels imposed on the company last year for favoring its own site in comparison shopping searches. The decision takes aim at a core part of Google's business strategy over the past decade, outlawing restrictions on its Android operating system that allegedly entrenched Google's dominance in online search at a time when consumers were moving from desktop to mobile devices. Android is the operating system used in more than 80 per cent of the world's smartphones and is vital to the group's future revenues as more users rely on mobile gadgets for search services. Google has denied wrongdoing.

The European Commission took issues with the following practices: In particular, Google:
1. has required manufacturers to pre-install the Google Search app and browser app (Chrome), as a condition for licensing Google's app store (the Play Store);
2. made payments to certain large manufacturers and mobile network operators on condition that they exclusively pre-installed the Google Search app on their devices;
and 3. has prevented manufacturers wishing to pre-install Google apps from selling even a single smart mobile device running on alternative versions of Android that were not approved by Google (so-called "Android forks").
Update: Google has announced that it would be appealing against the record fine. In a statement, the company said, "Android has created more choice for everyone, not less. A vibrant ecosystem, rapid innovation and lower prices are classic hallmarks of robust competition. We will appeal the Commission's decision."

Update 2: In a blog post, Sundar Pichai, CEO of Google, said, the European Commission's decision ignores and misses several facts. He wrote: Today, the European Commission issued a competition decision against Android, and its business model. The decision ignores the fact that Android phones compete with iOS phones, something that 89 percent of respondents to the Commission's own market survey confirmed. It also misses just how much choice Android provides to thousands of phone makers and mobile network operators who build and sell Android devices; to millions of app developers around the world who have built their businesses with Android; and billions of consumers who can now afford and use cutting-edge Android smartphones. Today, because of Android, there are more than 24,000 devices, at every price point, from more than 1,300 different brands, including Dutch, Finnish, French, German, Hungarian, Italian, Latvian, Polish, Romanian, Spanish and Swedish phone makers.

[...] The free distribution of the Android platform, and of Google's suite of applications, is not only efficient for phone makers and operators -- it's of huge benefit for developers and consumers. If phone makers and mobile network operators couldn't include our apps on their wide range of devices, it would upset the balance of the Android ecosystem. So far, the Android business model has meant that we haven't had to charge phone makers for our technology, or depend on a tightly controlled distribution model. [...] Rapid innovation, wide choice, and falling prices are classic hallmarks of robust competition and Android has enabled all of them. Today's decision rejects the business model that supports Android, which has created more choice for everyone, not less. We intend to appeal.
Update 3: The French government said on Wednesday that it welcomes the record fine imposed on Google by European Union regulators, with a government spokesman describing it as an "excellent decision."

German Test Reveals That Magnetic Fields Are Pushing the EM Drive (arstechnica.com) 309

"Researchers in Germany have performed an independent, controlled test of the infamous EM Drive with an unprecedented level of precision," writes PvtVoid. "The result? The thrust is coming from interactions with the Earth's magnetic field." From the report: Instead of getting ahold of someone else's EM drive, or Mach-effect device, the researchers created their own, along with the driving electronics. The researchers used precision machining and polishing to obtain a microwave cavity that was much better than those previously published. If anything was going to work, this would be the one. The researchers built up a very nice driving circuit that was capable of supplying 50W of power to the cavity. However, the amplifier mountings still needed to be worked on. So, to keep thermal management problems under control, they limited themselves to a couple of Watts in the current tests. The researchers also inserted an enormous attenuator. This meant that they could, without physically changing the setup, switch on all the electronics and have the amplifiers working at full noise, and all the power would either go to the EM drive or be absorbed in the attenuator. That gives them much more freedom to determine if the thrust was coming from the drive or not.

Even with a power of just a couple of Watts, the EM-drive generates thrust in the expected direction (e.g., the torsion bar twists in the right direction). If you reverse the direction of the thruster, the balance swings back the other way: the thrust is reversed. Unfortunately, the EM drive also generates the thrust when the thruster is directed so that it cannot produce a torque on the balance (e.g., the null test also produces thrust). And likewise, that "thrust" reverses when you reverse the direction of the thruster. The best part is that the results are the same when the attenuator is put into the circuit. In this case, there is basically no radiation in the microwave cavity, yet the WTF-thruster thrusts on. So, where does the force come from? The Earth's magnetic field, most likely. The cables that carry the current to the microwave amplifier run along the arm of the torsion bar. Although the cable is shielded, it is not perfect (because the researchers did not have enough mu metal). The current in the cable experiences a force due to the Earth's magnetic field that is precisely perpendicular to the torsion bar. And, depending on the orientation of the thruster, the direction of the current will reverse and the force will reverse.
The researchers' conclude by saying: "At least, SpaceDrive [the name of the test setup] is an excellent educational project by developing highly demanding test setups, evaluating theoretical models and possible experimental errors. It's a great learning experience with the possibility to find something that can drive space exploration into its next generation."

AI Helps Grow 6 Billion Roaches at China's Largest Breeding Site (cnet.com) 105

With the help of AI, folks at a Chinese pharmaceutical company are breeding cockroaches by the billions every year, South China Morning Post reports. From a report: Their purpose: To make a "healing potion" that can cure respiratory, gastric and other diseases. The "potion," consumed by over 40 million people in China, is made by crushing the cockroaches once they reach a desired weight and size, according to the publication. There is a "slightly fishy smell" to the potion, which tastes "slightly sweet" and looks like tea, it added. Some insects are known to have potential health benefits. Besides China's cockroach potion, scientists are also exploring how milk-like protein crystals in roaches could be an excellent source of calories and nutrition. Chewing down on bugs like crickets and mealworms can also give us more protein, according to studies.

Symantec May Violate Linux GPL in Norton Core Router (zdnet.com) 144

An anonymous reader writes: For years, embedded device manufacturers have been illegally using Linux. Typically, they use Linux without publishing their device's source code, which Linux's GNU General Public License version 2 (GPLv2) requires them to do. Well, guess what? Another vendor, this time Symantec, appears to be the guilty party. This was revealed when Google engineer and Linux security expert Matthew Garrett was diving into his new Norton Core Router. This is a high-end Wi-Fi router. Symantec claims it's regularly updated with the latest security mechanisms. Garrett popped his box open to take a deeper look into Symantec's magic security sauce.

What he found appears to be a Linux distribution based on the QCA Software Development Kit (QSDK) project. This is a GPLv2-licensed, open-source platform built around the Linux-based OpenWrt Wi-Fi router operating system. For Symantec's purposes, QSDK and OpenWrt are an excellent choice. Instead of a read-only firmware, OpenWrt has a fully writable filesystem with package management. This enables Symantec to easily customize its router with updated security features. But -- and it's a big but -- if it's indeed based on QSDK and OpenWrt, Symantec needs to share the Norton Core Router's code with the world.

ACLU Urges Cities To Build Public Broadband To Protect Net Neutrality (thehill.com) 122

The ACLU is calling on cities across the country to build their own public municipal broadband networks to help preserve net neutrality after the Federal Communications Commission repealed the open internet rules. From a report: In a report released Thursday morning, the civil liberties group argued that in the absence of the FCC's rules cities could give residents an alternative to private service providers who will soon no longer be required to treat all web traffic equally. "Internet service has become as essential as utilities like water and electricity, and local governments should treat it that way," Jay Stanley, an ACLU policy analyst who authored the report, said in a statement. "If local leaders want to protect their constituents' rights and expand quality internet access, then community broadband is an excellent way to do that," Stanley added. The ACLU sent the report to more than 100 mayors across the country who had spoken out against the FCC's decision to scrap the rules.

Vim Beats Emacs in 'Linux Journal' Reader Survey (linuxjournal.com) 195

The newly-relaunched Linux Journal is conducting its annual "Reader's Choice Awards," and this month announced the winners for Best Text Editor, Best Laptop, and Best Domain Registrar. Vim was chosen as the best editor by 35% of respondents, handily beating GNU Emacs (19%) Sublime Text (10%) and Atom (8%). Readers' Choice winner Vim is an extremely powerful editor with a user interface based on Bill Joy's 40-plus-year-old vi, but with many improved-upon features including extensive customization with key mappings and plugins. Linux Journal reader David Harrison points out another great thing about Vim "is that it's basically everywhere. It's available on every major platform."
For best laptop their readers picked Lenovo (32%), followed by Dell (25%) and System76 (11%). The ThinkPad began life at IBM, but in 2005, it was purchased by Lenovo along with the rest of IBM's PC business. Lenovo evolved the line, and today the company is well known as a geek favorite. Lenovo's ThinkPads are quiet, fast and arguably have one of the best keyboards (fighting words!). Linux Journal readers say Lenovo's Linux support is excellent, leaving many to ponder why the company doesn't ship laptops with Linux installed.
In February readers also voted on the best web browser, choosing Firefox (57%) over Chrome (17%) and Chromium (7%). And they also voted on the best Linux distribution, ultimately selecting Debian (33%), open SUSE (12%), and Fedora (11%).

Google's 'Bro Culture' Led To Harassment, Argues New Lawsuit By Software Engineer (siliconvalley.com) 290

An anonymous reader quotes the Mercury News: As a young, female software engineer at male-dominated Google, Loretta Lee was slapped, groped and even had a co-worker pop up from beneath her desk one night and tell her she'd never know what he'd been doing under there, according to a lawsuit filed against the Mountain View tech giant... Lee's lawsuit -- filed in Santa Clara County Superior Court -- alleges the company failed to to protect her, saying, "Google's bro-culture contributed to (Lee's) suffering frequent sexual harassment and gender discrimination, for which Google failed to take corrective action."

She was fired in February 2016 for poor performance, according to the suit... Lee started at the company in 2008 in Los Angeles and later switched to the firm's Mountain View campus, according to the suit, which asserts that she "was considered a talented and rising star" who received consistently "excellent" performance reviews. Lee claims that the "severe and pervasive" sexual harassment she experienced included daily abuse and egregious incidents. In addition to making lewd comments to her and ogling her "constantly," Lee's male co-workers spiked her drinks with whiskey and laughed about it; and shot Nerf balls and darts at her "almost every day," the suit alleges. One male colleague sent her a text message asking if she wanted a "horizontal hug," while another showed up at her apartment with a bottle of liquor, offering to help her fix a problem with one of her devices, refusing to leave when she asked him to, she alleges. At a holiday party, Lee "was slapped in the face by an intoxicated male co-worker for no apparent reason," according to the suit.

Lee resisted reporting an employee who had grabbed her lanyard and grazed her breasts -- and was then written up for being uncooperative. But after filing a report, "HR found her claims 'unsubstantiated,' according to the suit. 'This emboldened her colleagues to continue their inappropriate behavior,' the suit says.

"Her fear of being ostracized was realized, she claims, with co-workers refusing to approve her code in spite of her diligent work on it. Not getting her code approved led to her being 'labeled as a poor performer,' the suit says."

Google could try to get serious about gaming with a rumored console and game-streaming service, according to the Information. From a report: The service, codenamed "Yeti," would stream modern games over the internet instead of processing them on locally, allowing them to run weaker hardware such as Google's Chromecast dongles. Several other companies, including Nvidia and Sony, already offer their own game-streaming services, but the problems are always the same: Publishers tend to support these services halfheartedly or not at all, and even with an excellent internet connection, the experience isn't as responsive or dependable as a powerful home console. It's unclear how Google might solve those problems, but the company is reportedly considering a holiday 2017 launch.

Randy Gallistel of Rutgers University and Giorgio Vallortigara of the University of Trento. Scientists have found that animals across the evolutionary spectrum have a keen sense of quantity, able to distinguish not just bigger from smaller or more from less, but two from four, four from ten, forty from sixty. Orb-weaving spiders, for example, keep a tally of how many silk-wrapped prey items are stashed in the "larder" segment of their web. When scientists experimentally remove the cache, the spiders will spend time searching for the stolen goods in proportion to how many separate items had been taken, rather than how big the total prey mass might have been. Small fish benefit from living in schools, and the more numerous the group, the statistically better a fish's odds of escaping predation. As a result, many shoaling fish are excellent appraisers of relative head counts.

China's Dark Matter Probe Detects Tantalizing Signal (sciencemag.org) 37

hackingbear shares a report from Science Magazine: Results reported by a China-led space science mission provide a tantalizing hint -- but not firm evidence -- for dark matter. In its first 530 days of scientific observations, China's Dark Matter Particle Explorer (DAMPE) detected 1.5 million cosmic ray electrons and positrons above a certain energy threshold. When researchers plot of the number of particles against their energy, they saw hints of an anomalous break in the curve. Now, DAMPE has confirmed that deviation. "It may be evidence of dark matter," but the break in the curve "may be from some other cosmic ray source," says astrophysicist Chang Jin, who leads the collaboration at the Chinese Academy of Science's Purple Mountain Observatory in Nanjing. DAMPE's life span will be extended to 5 years given the excellent conditions of this Chinese spacecraft, then it can record over 10 billion cosmic events, allowing researchers to confirm if it is indeed dark matter. Perhaps more significantly, the first observational data produced by China's first mission dedicated to astrophysics shows that the country is set to become a force in space science, says David Spergel, an astrophysicist at Princeton University. China is now "making significant contributions to astrophysics and space science," he says. The DAMPE results appear online in the journal Nature.

Other AI applications could take over process-driven jobs. The Philippines' business process outsourcing (BPO) industry is an economic lifeline for the Southeast Asian nation of 100 million people. It employs about 1.15 million people and, along with remittances from overseas workers, remains one of the top two earners of foreign exchange. "I don't think our excellent command of spoken English is going to really be a protection five, 10 years from now. It really will not matter," said Rajneesh Tiwary, chief delivery officer at Sutherland Global Services.

NASA Wants Private Company To Take Over Spitzer Space Telescope (spacenews.com) 37

schwit1 writes: NASA has issued a request for proposals from private companies or organizations to take over the operation of the Spitzer Space Telescope after 2019. SpaceNews reports: "NASA's current plans call for operating Spitzer through March of 2019 to perform preparatory observations for the James Webb Space Telescope. That schedule was based on plans for a fall 2018 launch of JWST, which has since been delayed to the spring of 2019. Under that plan, NASA would close out the Spitzer mission by fiscal year 2020. That plan was intended to save NASA the cost of running Spitzer, which is currently $14 million a year. The spacecraft itself, though, remains in good condition and could operating well beyond NASA's current plan. 'The observatory and the IRAC instrument are in excellent health. We don't have really any issues with the hardware,' said Lisa Storrie-Lombardi, Spitzer project manager, in a presentation to the committee Oct. 18. IRAC is the Infrared Array Camera, an instrument that continues operations at its two shortest wavelengths long after the spacecraft exhausted the supply of liquid helium coolant. The spacecraft's only consumable is nitrogen gas used for the spacecraft's thrusters, and Storrie-Lombardi said the spacecraft still had half its supply of nitrogen 14 years after launch." The way a private organization could make money on this is to charge astronomers and research projects for observation time. This could work, since there is usually a greater demand for research time than available observatories.

Seagate's New 'SkyHawk AI' Disk Drive Is Just a Slightly Higher Speced Version of Its Predecessor (theregister.co.uk) 57

After closer inspection, Mellor concludes that the "AI" variant has a more buzz-worthy name and "slightly higher numbers on the specs" than its "SkyHawk" brethren. From the report: Seagate has bolted "AI" to its SkyHawk disk drive brand, saying it's better suited for next-generation deep learning and video analytics. The marketing department breathlessly describes it as "the first drive created specifically for artificial intelligence (AI) enabled video surveillance solutions." Sai Varanasi, VP product line management, burbled in the same fashion: "We are excited to introduce smart, purpose-built SkyHawk AI solutions that expand the design space for our customers and partners, allowing them to implement next-generation deep learning and video analytics applications." How so? Seagate says the new drive's "high throughput and enhanced caching deliver low latency and excellent random read performance to quickly locate and deliver video images and footage analysis." Both SkyHawk and SkyHawk AI have a 256MB cache buffer and 4.16ms average latency. Where it does differ from SkyHawk is having a higher 550TB/year workload and 2 million hours mean-time-before-failure rating, compared to 180TB/year and a million hours. It's been given a five-year limited warranty and a two-year Seagate Rescue Services contract is included with the drive. In other words the SkyHawk AI is more robust than the standard SkyHawk and transfers data 1.9 per cent faster. Otherwise it seems identical.

Arkansas Will Pay Up To $1,000 Cash To Kids Who Pass AP Computer Science A Exam 105

theodp writes: The State of Arkansas will be handing out cash to high school students who pass an Advanced Placement test in computer science. "The purpose of the incentive program is to increase the number of qualifying scores (3, 4, or 5) on Advanced Placement Computer Science A exams," explained a press release for the Arkansas Advanced Placement Computer Science A Incentive Program (only 87 Arkansas public school students passed the AP CS A exam in 2016, according to College Board data). Gov. Asa Hutchinson added, "The Arkansas Department of Education's incentive for high scores on the AP Computer Science A exam is a terrific way to reward our students for their hard work in school. The real payoff for their hard work, of course, is when they show their excellent transcripts to potential employers who offer good salaries for their skills." The tiered monetary awards call for public school students receiving a top score of 5 on the AP CS A exam to receive $1,000, with another $250 going to their schools. Scores of 4 will earn students $750 and schools $150, while a score of 3 will result in a $250 payday for students and $50 for their schools. The program evokes memories of the College Board's Google-funded AP STEM Access program, which rewarded AP STEM teachers with a $100 DonorsChoose.org gift card for each student who received a 3, 4, or 5 on an AP exam. DonorsChoose.org credits were also offered later by tech-bankrolled Code.org and Google to teachers who got their students coding.

The flagship in the new lineup is the Core i7-8700K. It is a 6C/12T beast, with a base clock of 3.7GHz, a boost clock of 4.7GHz, and 12MB of Intel Smart Cache. The Core i5-8400 features the same physical die, but has only 9MB of Smart Cache, no Hyper-Threading, and base and boost clocks of 2.8GHz and 4GHz, respectively. The entire line-up features more cores, support for faster memory speeds, and leverages a fresh platform that's been tweaked for more robust power delivery and, ultimately, more performance. The Core i7-8700K proved to be an excellent performer, besting every other processor in single-threaded workloads and competing favorably with 8C/16T Ryzen 7 processors. Inside Amazon's Warehouses: Thousands of Senior Citizens and the Occasional Robot Mishap (wired.com) 147

Amazon aggressively recruited thousands of retirees living in mobile homes to migrate to Amazon's warehouses for seasonal work, according to a story shared by nightcats. Wired reports:From a hiring perspective, the RVers were a dream labor force. They showed up on demand and dispersed just before Christmas in what the company cheerfully called a "taillight parade." They asked for little in the way of benefits or protections. And though warehouse jobs were physically taxing -- not an obvious fit for older bodies -- recruiters came to see CamperForce workers' maturity as an asset. These were diligent, responsible employees. Their attendance rates were excellent. "We've had folks in their eighties who do a phenomenal job for us," noted Kelly Calmes, a CamperForce representative, in one online recruiting seminar... In a company presentation, one slide read, "Jeff Bezos has predicted that, by the year 2020, one out of every four workampers in the United States will have worked for Amazon."
The article is adapted from a new book called "Nomadland," which also describes seniors in mobile homes being recruited for sugar beet harvesting and jobs at an Iowa amusement park, as well as work as campground hosts at various national parks. Many of them "could no longer afford traditional housing," especially after the financial downturn of 2008.

But at least they got to hear stories from their trainers at Amazon about the occasional "unruly" shelf-toting "Kiva" robot: They told us how one robot had tried to drag a worker's stepladder away. And in April of that year, the Haslet fire department responded to an accident at the warehouse involving a can of "bear repellent" (basically industrial-grade pepper spray). Cities Are Competing to Give Amazon the 'Mother of All Civic Giveaways' (vice.com) 276

Louise Matsakis, reporting for Motherboard: Amazon announced earlier this month that it was looking to build a second headquarters outside Seattle, where more than 40,000 of the company's more than 380,000 employees currently work. The tech giant is searching for a locale with at least a million people, a diverse population, and excellent schools, among other qualifications. It gave municipalities six weeks -- until October 19 -- to submit a proposal to be chosen. Local governments in more than 100 American and Canadian cities, including places like San Diego, Chicago, Dallas, and Detroit, quickly scrambled to outline why they should be home to Amazon's new corporate office, which is expected to employ up to 50,000 workers. The mayor of Washington D.C., Muriel Bowser, even made a scripted video for Amazon explaining why the capital should be picked. It featured an Echo, Amazon's smart speaker. But experts who have studied Amazon's business practices say having one of the most tax-allergic corporations in the world come to your hometown might not actually be a good thing.
