The assumption that proper regulations will solve the problem of used fuel maintenance may be right.
What folks tend to ignore is that the fuel will have to be kept by future generations with the same zealous care (and the costs) and no profit, for tens of thousand years. Ah, yeah, add that used fuel is a nice material ready to be weaponized.
It's arrogant and naive to assume that all the pools will be controlled and properly maintained by stabile and friendly governments for thousand years from now.
