Don't conflate intelligence (or, in the case of TFA, certain aspects of learning and higher order function) with social success. Politics is more emotional than technical. It is abundantly clear that intelligence (whatever the hell that actually happens to be), the ability to learn, the ability to think have only a modest bearing on what happens to an individual throughout their lives.

Besides, the actual magnitude of the effect in TFA seems rather small - there are likely a number of other factors involved to determine if you are fated to be Steve Woz or Idi Amin.

If this guy was suffering from depression, no background checks or security measures would have filtered him out. Depression is a civilisation disease, caused by the fucked-up society we have created around ourselves, the non-stop pressure, the endless competition, the constant message that you're not good enough that everyone is sending to everyone else. The artificial fear for survival that our governments create to drive wages down and create the economic pressure that corporations than exploit to get people to work under conditions that our parents would've scoffed at.

The solution is not in more pressure, the solution is in making a society that is made for human beings, not for robots, stock markets, the goddess of economic growth or any of the other crazy things that we're sacrificing millions of lives to.

All IPCC group reports are finalised via political negotiation except for one group. WG1 is the scientific group, all the others refer back to the WG1 report for factual information, the other groups argue about how to present those facts in their own working group(WG). In 25yrs of incredibly intense scrutiny, nobody has ever found a factual error in the final versions of a WG1 report. That really is a very robust outcome and a credit to the scientists involved.

Only nations that donate to the IPCC budget get a vote on the other reports, last I checked there were ~135 nations who together represent pretty much every political view in the rainbow, it takes a long time for them to agree. The IPCC budget is $5-6M/yr, nobody who actually works on the reports is paid a dime by the IPCC, all of the scientists involved DONATE their time. Their financial accounts are on their web site. Try finding the accounts for an anti-science no-think-tank such Senator Inhofe's barking dog - the heartland institute.

Because never in the history of the world has any such capability been abused.

Technology is not a panacea. Add one thing to make flying more safe (locked cockpit doors), create another problem without which a catastrophy could have been prevented (locked cockpit door).

Something I learnt in my first leadership position: When someone has an idea, ask them about the downsides and potential issues. If they can't think of any, they haven't thought it through enough.
