Or, lots of people aren't taught properly how to use things like credit cards, investments, etc. They have to learn it themselves.
My first run in with credit debt, and an eye opening one, was when my parents gave me a card to use while I was in college. I was told to use it for clothes, cheap furniture, light bulbs, parking fees--anything not covered by my tuition or what I was earning at my part time job ( food and books). I used it sparingly for these things.
After four years, I graduated in 1992. My parents proudly handed me my credit card bill of $3000.. Because they had been making minimum payments.
I worked hard to run that debt down to zero, and learned 1) don't carry a balance, 2) use sparingly, 3) it's really easy to run up debt if you only make minimum payments.
Oddly enough, it also gave me a basic credit score because they never missed a payment!

California is TERRIBLE with recycling mandates.
They came out with the CRV ( California Redemption Value) charge on all aluminum cans and plastic bottles. When it first started we were promised machines in front of every store, and they were there for a short time. Then the state never repaired them when they died, and they were super slow even when they did work. Then the state promised to support recycling centers. Then all the recycling centers folded because they didn't get enough back to justify the cost of business. Now , the state just charges the fee, takes it, and does nothing. I guess inflation is leading to less plastic/aluminum usage by myself, as costs have made me stop buying canned or plastic bottle soda.
So, yeah, California state mandates just become "here's a fee we want".

Per the WHO:
"Prevention and control
Proper incineration of contaminated material is the best available method of preventing and controlling exposure to dioxins. It can also destroy PCB-based waste oils. The incineration process requires temperatures over 850 C. For the destruction of large amounts of contaminated material, temperatures of 1000 C or more are required"
Japan burns their trash. High temps eliminate dioxins.
