Maybe you have a link to clarify the law, but from what I can readily find, your implication that someone can get paid as a professional model, sign an image release, and then simply say "Nope, I withdraw consent, free money for me!" does not appear to be strictly true, when the use of their image is an integral part of the contract. You seem to be confusing consent to use an image, and use of someones image as a contractual obligation. As I read the law, consent (as in what can be revoked later) is not necessary if they've signed an explicit contract being paid for the use of their image in specific ways.
Frankly I don't see how it can be otherwise... companies pay you a fortune and you can revoke the contract unilaterally before they can even use the image? A single actor in a movie withdraws consent, distribution stops? Come on. That's not how it works.
