California's Hot, Dry Winters Tied To Climate Change 279

mdsolar sends word that hot dry winters may be the norm in the future for California. "Climate change is one of the most prominent public health issues currently on the CDC's radar. The organization's Climate and Health Program attempts to help state and city health departments to prepare for the health impacts of climate change, which can come in the form of things like temperature extremes, air pollution, allergens, and changes in disease patterns; they can also be felt indirectly through issues like food security. Since 2012, California has been in the midst of a record-setting drought, with extremely warm and dry conditions characterizing the last three years in that state. A new paper published in the Proceedings of the National Academy of Sciences concludes that warming caused by humans is responsible for the conditions that have led to this California drought. This study, published by scientists affiliated with the Department of Environmental Earth System Science and the Woods Institute for Environment at Stanford University, used historical statewide data for observed temperature, precipitation, and drought in California. The investigators used the Palmer Hydrological Drought Index (PHDI) and the Palmer Drought Severity Index (PDSI), collected by the National Climatic Data Center, as measures of the severity of wet/dry anomalies. They also used global climate model simulations from the Coupled Model Intercomparison Project (CMIP) to compare historical predictions for anthropogenic and non-anthropogenic historical climates."

An anonymous reader writes: Just a reminder that DST starts this weekend for most of North America. The majority of people feel that DST is a bad idea and want it to stop. If that was done, the main question would then probably be whether to go to Standard time year-round, or "summer" time year-round (more). For the latter, there is some evidence that it helps reduce crime (at least initially); for the former, more northern locations would have sunrise occur 08:30 or later, which would make the morning commute difficult. Some even argue that the US should go to only two timezones. The DST change occurs at the end of March in the EU, so they're will a second round of confusion for trans-Atlantic conference calls then.

You might remember how well that worked out.

This will work out just swell until Russia or China or ISIS develop an effective fighting robot and are able to deploy them in sufficient quantities to make a decisive difference in battle.

Plus there's the impossibility of enforcement. How can you prove it was a robot rather than a remote-operated drone?

And there's the tiny issue that, knowing how slowly the wheels of the "international community's" court systems turn, the war is likely to be won or lost before those violating it ever come to trial...

Michael Mann: Swiftboating Comes To Science 786

Lasrick writes: Michael Mann writes about the ad hominem attacks on scientists, especially climate scientists, that have become much more frequent over the last few decades. Mann should know: his work as a postdoc on the famed "hockey stick" graph led him to be vilified by Fox News and in the Wall Street Journal. Wealthy interests such as the Scaife Foundation and Koch Industries pressured Penn State University to fire him (they didn't). Right-wing elected officials attempted to have Mann's personal records and emails (and those of other climate scientists) subpoenaed and tried to have the "hockey stick" discredited in the media, despite the fact that the National Academy of Sciences reaffirmed the work, and that subsequent reports of the IPCC and the most recent peerreviewed research corroborates it.

Even worse, Mann and his family were targets of death threats. Despite (or perhaps because of) the well-funded and ubiquitous attacks, Mann believes that flat-out climate change denialism is losing favor with the public, and he lays out how and why scientists should engage and not retreat to their labs to conduct research far from the public eye. "We scientists must hold ourselves to a higher standard than the deniers-for-hire. We must be honest as we convey the threat posed by climate change to the public. But we must also be effective. The stakes are simply too great for us to fail to communicate the risks of inaction. The good news is that scientists have truth on their side, and truth will ultimately win out."

The Downside to Low Gas Prices 554

HughPickens.com writes Pat Garofalo writes in an op-ed in US News & World Report that with the recent drop in oil prices, there's something policymakers can do that will offset at least some of the negative effects of the currently low prices, while also removing a constant thorn in the side of American transportation and infrastructure policy: Raise the gas tax. The current 18.4 cent per gallon gas tax has not been raised since 1993, making it about 11 cents per gallon today, in constant dollars. Plus, as fuel efficiency has gotten better and Americans have started driving less, the tax has naturally raised less revenue anyway. And that's a problem because the tax fills the Highway Trust Fund, which is, not to put too fine a point on it, broke so that in recent years Congress has had to patch it time and time again to fill the gap. According to the Tax Policy Center's Howard Gleckman, if Congress doesn't make a move, "it will fumble one of those rare opportunities when the economic and policy stars align almost perfectly." The increase can be phased in slowly, a few cents per month, perhaps, so that the price of gas doesn't jump overnight. When prices eventually do creep back up thanks to economic factors, hopefully the tax will hardly be noticed.

Consumers are already starting to buy the sort of gas-guzzling vehicles, including Hummers, that had been going out of style as gas prices rose; that's bad for both the environment and consumers, because gas prices are inevitably going to increase again. According to data from the U.S. Energy Information Administration, taxes last year, even before the current drop in prices, made up 12 percent of the cost of a gallon of gasoline, down from 28 percent in 2000. And compared to other developed countries, US gas taxes are pretty much a joke. While we're at it, an even better idea, as a recent report from the Urban Institute makes clear, would be indexing the gas tax to inflation, so this problem doesn't consistently arise. "The status quo simply isn't sustainable, from an infrastructure or environmental perspective," concludes Garofalo. "So raise the gas tax now; someday down the line, it will look like a brilliant move."

Will Lyft and Uber's Shared-Ride Service Hurt Public Transit? 237

An anonymous reader writes Lyft and Uber have already undercut the price of a taxi in most markets, but with this new service, both are now taking aim at public transit systems. By attempting to offer a viable alternative to the bus and metro, Lyft and Uber are offering new options to consumers in a space where few existed before. As Timothy Lee writes at Vox, "Until recently, there weren't many services in this 'in between' category. If you were going to the airport, you could get a shared-ride van. And some urban areas had dollar vans. But these were limited services in niche markets." If you're traveling with multiple people over short distances, Lyft Line and UberPool can be quite affordable, but it's still not cheap enough.

The Military's Latest Enemy: Climate Change 163

Lasrick writes A surprising report from the Pentagon last month places climate change squarely among the seemingly endless concerns of the US military. Although a Wall Street Journal editorial misrepresented the report in an editorial (subtitled 'Hagel wants to retool the military to stop glaciers from melting'), the report itself is straightforward and addresses practical military issues such as land management of bases and training facilities. "So, this plan is not really about mobilizing against melting glaciers; it's more like making sure our ships have viable facilities from which to launch bombs against ISIS. And the report doesn't just focus on home, though. It casts a wider eye towards how a changing climate will affect defense missions in the future."

When We Don't Like the Solution, We Deny the Problem 282

Ichijo writes: A new study (abstract) from Duke University tested whether the desirability of a solution affects beliefs in the existence of the associated problem. Researchers found that 'yes, people will deny the problem when they don't like the solution. Quoting: "Participants in the experiment, including both self-identified Republicans and Democrats, read a statement asserting that global temperatures will rise 3.2 degrees in the 21st century. They were then asked to evaluate a proposed policy solution to address the warming. When the policy solution emphasized a tax on carbon emissions or some other form of government regulation, which is generally opposed by Republican ideology, only 22 percent of Republicans said they believed the temperatures would rise at least as much as indicated by the scientific statement they read.

But when the proposed policy solution emphasized the free market, such as with innovative green technology, 55 percent of Republicans agreed with the scientific statement. The researchers found liberal-leaning individuals exhibited a similar aversion to solutions they viewed as politically undesirable in an experiment involving violent home break-ins. When the proposed solution called for looser versus tighter gun-control laws, those with more liberal gun-control ideologies were more likely to downplay the frequency of violent home break-ins."
