I guess what it boils down to is I'd love to see more people have the ability to get an education at more prestigious university systems that are unable to.
I wouldn't. I'd rather focus efforts on making it easier for people to get well-educated. The Internet and open source / creative commons open up far better opportunities overall than cheap/free tuition for a few people. The university system itself is mostly a scam, and fast becoming obsolete.

Family/parents, the public library, and public schools come to mind. Yes, the last 2 cost government money to operate, but the poor and the rich alike can use them equally, so I would count them.
