I used to work for a small German software company for 11 years. That company used to be a world leader in its specific niche. Only left after the company has been acquired by an American company which turned everything to shit.
EU regulations can be a pain in the arse sometimes, but they aren't the problem. American businesses having easy access to stupid money that they use to get rid of European competitor is the problem.

Fibre optic drones actually have been introduced by russia first, last year or so. They also do use computer vision and a certain amount of other bleeding edge tech. Fortunately for Ukraine the sanctions work at least somewhat and China can supply only so much fibre optics. Even more fortunately, for all the technology, russian army sucks at communication between units.

Dude, the more I see what you write, the more I see that you are a know-nothing know-it-all. Ukrainian grain is generally exported to the middle east and Africa. Europe harvests more than enough grain. France alone can easily fulfill all European needs in this regard and France is nowhere near the sole cereal crop producer in Europe. For example, the EU supplies 25% of the world wheat exports - and that is excluding the domestic market. There are far more important reasons for Ukraine staying independent than this.
