Amazon's cloud unit will spend $35 billion on new data centers in Virginia by 2040, underscoring its determination to stay ahead of rivals Microsoft and Alphabet. From a report: The investments at multiple locations will create an estimated 1,000 jobs in Virginia, the state said in a news release Friday. Virginia is Amazon Web Services' most important hub, where dozens of data centers power applications for customers across the Eastern US. A number of sites are under consideration and will be selected at a later date, the state said.
AWS is the largest provider of cloud computing and last year dropped an estimated $28.4 billion on capital expenditures, according to BofA Securities analysts. The Amazon division sells governments and companies processing power and software services, and encourages them to unplug their own data centers in favor of the on-demand computing tools from Amazon's servers.

"Plow" is what comes to mind when that first bill with the data out charges comes. You know, the charge hidden deep in the contract that senior leadership did not happen to see, and then start freaking out when the, "unplugging," of the on-prem leads to the, "plugging," of the IT budget...

You know they're not just hiring 1000 people and calling it a day, right?
Most of that money will be going into building a huge facility filled with servers, cooling equipment, electrical, network, storage, etc.
This is the natural next-step after winning the DOD contract after Microsoft lost it. It's not like they could just fit all of that into the existing us-east-1 / GovCloud facility without some kind of expansion.

AWS contracts out rackers and stackers, racks arrive already fully integrated at the datacenter, just plug power, uplinks and build your Tors.
AWS datacenters biggest workforce is datacenter technicians that provide maintenance and lifecycle management to the fleet, follower by infrastructure deployment that provides network capacity expansion, then electrical/mechanical engineers. Security managers are internal, but the security guards are outsourced.
The vast majority of hires are local, not H1Bs.
