Journal Marxist Hacker 42's Journal: Trying to remember a conspiracy theory 7
Back in the early 1990s, when CD Roms were first invented, on major use of them was for the conspiracy dial up bulletin board system. With a CD Rom online on your bulletin board, you could "host" a CD full of downloadable text files on everything from government cover-ups to UFOs.
I was into such things at the time, and read many of these files.
Fast forward to today- and Pope Francis gives us a conspiracy theory: that rich first world nations are promoting war in the third world as a prop to economics. All over the first world Catholic blogosphere, there is outrage- how dare the Pope tell us capitalism is supported by warfare?
Of course, Dwight Eisenhower, upon leaving the U.S. Presidency said the same thing,- warned us about the military industrial complex.
But I seem to remember a "secret" document passed around those old BBSs from the Vietnam Era that basically said the same thing, only actually recommending it as a policy. Does anybody else remember this document? Can you remember something I can google on? I'm coming up empty.

"It was adopted as official U.S. policy by President Gerald Ford in November 1975. It was originally classified, but was later declassified and obtained by researchers in the early 1990s." so the date might fit.
It might not be the one you where thinking of but does suggest that the rich first world nations have to keep the third world in poverty and only exporting raw materials.

The contraception angle hasn't worked too well outside the developed countries, so I guess the destabilization efforts is plan B, post birth abortions through war. On the other hand, overpopulation is a great source of cheap labor.

I recall an old Science Fiction story along the same lines, back in the early 80s.
The protagonist was a young man in a third-world middle-eastern shitehole. He was tired of war, of losing friends and families, when he had a revelation: the "Blue Hats" (UN) were neutral, so if he joined their "army" he'd be relatively safe and wouldn't have to fight any more.
So, he obtains a discarded steel pot [wikipedia.org] and paints it blue. Reveling in his newfound "immunity," he convinces his friends and neighbors to do the same.
