Is Amazon Responding to Employee Concerns About 'Ring' Privacy? (inc.com) 32

"The deployment of connected home security cameras that allow footage to be queried centrally are simply not compatible with a free society," wrote Amazon software developer Max Eliaser (as part of last week's Medium post from "Amazon Employees For Climate Justice.")

"The privacy issues are not fixable with regulation and there is no balance that can be struck. Ring should be shut down immediately and not brought back."

Inc. columnist Chris Matyszczyk describes what happened next: Amazon released a new control center for Ring. It instituted a few more privacy-conscious settings. One of its new features involves the ability to "opt out of receiving video request notifications when local police seek information related to an investigation."

That, to some eyes, may be a start -- or even a swift reaction to Eliaser's comments. Many might want to believe that an employee's strong words could bring some positive reaction.

Sadly, this new control center only gives customers the option to opt out, rather than have the default set the other way around. It does, though, at least inform customers which police departments have joined the Ring Neighbors app and therefore are more likely to make requests.

Ring did insist that "this is just the beginning. Future versions of Control Center will provide users the ability to view and control even more privacy and security features."

The new control center also lets Ring's users see if two-factor authentication is enabled, add and remove Shared Users, and view and remove all devices and third-party services authorized to log into their account.

Amazon's blog post about the changes adds that not only security but also privacy "have always been our top priority."

Oregon Supreme Court Approves Measure To Limit Self-Checkout Lanes (gazettetimes.com) 406

nickwinlund77 shares a report from Corvallis Gazette-Times: A petition to limit each grocery store to two self-checkout kiosks can move forward to signature gathering for a state ballot measure. On Friday, the Oregon Supreme Court certified the attorney general's description of the proposed measure. Backers need 112,020 signatures to get to voters' ballots in November. Filed in July, Initiative Petition 41 is backed by the Oregon AFL-CIO, a coalition of labor groups representing about 300,000 Oregon workers.

"We have been consistently concerned about the impacts of technology and automation on the livelihoods of working people, especially when they have no voice in how technology is used in their workplaces," Graham Trainor, president of the Oregon AFL-CIO, said in a statement. "You can see expansion of self-checkout machines in stores across the country and in Oregon." He said jobs are lost as a result. The AFL-CIO contends self-checkout kiosks make customers feel socially isolated, particularly elderly people, and that the kiosks let stores rely more on part-time workers and leaves workers "feeling devalued." They also claim self-checkout stands make it easier for minors to buy alcohol and for people to steal from stores. The measure would give the state Bureau of Labor and Industries enforcement power and let it issue penalties for stores that provide too many self-service stations.
"Today's customer wants convenience and less hassle when shopping," said Joe Gilliam, president of the Northwest Grocery Association, an industry group. "This is evident in the growth of online shopping for local pick-up and home delivery. This measure is tone deaf to what the public is demanding in the marketplace."

He said that self-checkout lets customers check out more quickly and privately. He said presuming that self-checkout machines would replace workers is "simply untrue."

How Dual-Screen Apps Will Run On Windows 10X, Android (theverge.com) 29

Microsoft has published a blog post detailing exactly how it imagines dual-screen apps will run on devices like the Surface Duo and Surface Neo -- two foldable devices unveiled back on October that run Android and Windows 10X, respectively. The Verge reports: By default, an app will occupy a single screen according to Microsoft. Surface Duo or Surface Neo users can then span the app across both displays when they're in double-portrait or double-landscape layout. Microsoft envisions that app developers will experiment with different ways to utilize both screens. Some of these include simply using both screens as an extended canvas, having two pages of a document shown at once, using the second display as a companion or dual view of something, or having a master part of the app on one display and details on the second.

These are "initial app pattern ideas," according to Microsoft, and the company could well extend them based on developer feedback in the coming months. Microsoft is also releasing an Android emulator for the Surface Duo today to allow devs to test mobile apps. A Windows 10X emulator for the Surface Neo will arrive next month at around the same time that Microsoft plans to detail more of its dual-screen plans during a developer webcast. Microsoft's Android emulator will naturally support Android apps, and the Windows 10X version will include support for native Windows APIs to let developers detect hinge positions and optimize their win32 or Universal Windows Platform (UWP) apps for these new devices. Microsoft is also proposing new web standards for dual-screen layouts, and is "actively incubating new capabilities that enable web content to provide a great experience on dual-screen devices."

Open Source Initiative Co-Founder Bruce Perens Resigns, Citing Move Toward License 'That Isn't Freedom Respecting' (theregister.co.uk) 69

Bruce Perens (Slashdot reader #3872) co-founded the Open Source Initiative with Eric Raymond in 1998. But on Thursday Perens posted "it seems to me that the organization is rather enthusiastically headed toward accepting a license that isn't freedom respecting. Fine, do it without me, please.

"I asked Patrick to cancel my membership, and I would have unsubscribed from OSI lists, including this one, if your server was working..."

The issue is a new software license drafted by lawyer Van Lindberg called the Cryptographic Autonomy License (or CAL). Another open-source-community leader familiar with the debate -- who spoke with The Register on condition of anonymity -- claimed Lindberg lobbied OSI directors privately to green-light the license, contrary to an approval process that's supposed to be carried out in public.

"I don't think that's an appropriate characterization," said Lindberg, of law firm Dykema, in a phone interview with The Register. "I think there are number of people who from the beginning made up their minds about the Cryptographic Autonomy License. You'll see a lot of people jumping onto any pretext they can find in order to oppose it. With regard to this idea of lobbying, there have been procedural-type communications that I think are entirely reasonable," he added. "But all the substantive debate has been on the license review and license discussion forums...."

Perens said he resigned because the OSI appears to have already decided to accept the license. He said he's headed in a different direction, which he called "coherent open source."

"We've gone the wrong way with licensing," he said, citing the proliferation of software licenses. He believes just three are necessary, AGPLv3, the LGPLv3, and Apache v2.

Meanwhile, the Cryptographic Autonomy License is envisioned for use with the distributed development platform Holo, notes the Register: According to Holo co-founder Arthur Brock, distributed peer-to-peer software needs a license that addresses cryptographic key rights, which is why the Cryptographic Autonomy License has been proposed. "We are trying to say: the only valid way to use our code is if that developer's end-users are the sole authors and controllers of their own private crypto keys," he wrote in a post last year.

Lindberg said the Cryptographic Autonomy License is applicable to current web applications but it more meaningful in the context of distributed workloads and distributed computation, which he contends will become more important as people seek alternatives to the centralization of today's cloud-based systems. "A lot of people are very concerned about this concept of owning your data, owning your computer, having the ability to really control your computing experience and have it not be controlled by your cloud provider," said Lindberg.

Perens said, "It's a good goal but it means you now need to have a lawyer to understand the license and to respond to your users."

Controversial Sale of .Org Domain Manager Faces Review At ICANN (arstechnica.com) 13

An anonymous reader quotes a report from Ars Technica: ICANN is reviewing the pending sale of the .org domain manager from a nonprofit to a private equity firm and says it could try to block the transfer. The .org domain is managed by the Public Internet Registry (PIR), which is a subsidiary of the Internet Society, a nonprofit. The Internet Society is trying to sell PIR to private equity firm Ethos Capital. ICANN (Internet Corporation for Assigned Names and Numbers) said last week that it sent requests for information to PIR in order to determine whether the transfer should be allowed. "ICANN will thoroughly evaluate the responses, and then ICANN has 30 additional days to provide or withhold its consent to the request," the organization said.

ICANN, which is also a nonprofit, previously told the Financial Times that it "does not have authority over the proposed acquisition," making it seem like the sale was practically a done deal. But even that earlier statement gave ICANN some wiggle room. ICANN "said its job was simply to 'assure the continued operation of the .org domain' -- implying that it could only stop the sale if the stability and security of the domain-name infrastructure were at risk," the Financial Times wrote on November 28. In its newer statement last week, ICANN noted that the .org registry agreement between PIR and ICANN requires PIR to "obtain ICANN's prior approval before any transaction that would result in a change of control of the registry operator."
The registry agreement lets ICANN request transaction details "including information about the party acquiring control, its ultimate parent entity, and whether they meet the ICANN-adopted registry operator criteria (as well as financial resources, and operational and technical capabilities)," ICANN noted. ICANN's 30-day review period begins after PIR provides those details.

ICANN said it will apply "a standard of reasonableness" when determining whether to allow the change in control over the .org domain, but it "might ultimately have to be determined by the courts," notes Domain Name Wire.

US Police Already Using 'Spot' Robot From Boston Dynamics In the Real World (gizmodo.com) 36

Massachusetts State Police (MSP) has been quietly testing ways to use the four-legged Boston Dynamics robot known as Spot, according to new documents obtained by the American Civil Liberties Union of Massachusetts. And while Spot isn't equipped with a weapon just yet, the documents provide a terrifying peek at our RoboCop future. Gizmodo reports: The Spot robot, which was officially made available for lease to businesses last month, has been in use by MSP since at least April 2019 and has engaged in at least two police "incidents," though it's not clear what those incidents may have been. It's also not clear whether the robots were being operated by a human controller or how much autonomous action the robots are allowed. MSP did not respond to Gizmodo's emails on Monday morning.

The newly obtained documents, first reported by Ally Jarmanning at WBUR in Boston, include emails and contracts that shed some light on how police departments of the future may use robots to engage suspects without putting human police in harm's way. In one document written by Lt. Robert G. Schumaker robots are described as an "invaluable component of tactical operations" that are vital to support the state's "Homeland Security Strategy." [...] The question that remains is whether the American public will simply accept robocops as our reality now. Unfortunately, it seems like we may not have any choice in the matter -- especially when the only way that we can learn about this new robot-police partnership is through records requests by the ACLU. And even then, we're still largely in the dark about how these things will be used.

The Black Death Plague Just Reappeared In China (bgr.com) 115

At least two people in China are under close observation and are receiving treatment for infections of the same plague that devastated Europe in the mid-1300s. The two confirmed cases originated in north China and were confirmed by doctors in Beijing earlier this week. From a report: The pneumonic variant of the plague, which affects the lungs, can easily spread to others through the air. It is one of the three main forms of plague infection, alongside bubonic and septicemic, but it's believed that the pneumonic form was largely responsible for the rapid spread of plague during the Black Death pandemic that wiped out as much as half of Europe's population centuries ago. While it hasn't led to a full-scale pandemic for some time, plague -- a bacterial infection that is treated with antibiotics -- is known to persist in certain animal populations across Asia as well as the Americas and Africa. The pneumonic form, however, is rare and considered to be a more serious threat. It is almost always deadly if not promptly treated. China's Xinhua news agency didn't provide many details on the condition of the two patients or if they had contact with others. The report simply notes that "relevant disease prevention and control measures have been taken."

YouTube's New Kids' Content System Has Creators Scrambling (theverge.com) 97

As of Tuesday afternoon, YouTube is requiring creators to label any videos of theirs that may appeal to children. If they say a video is directed at kids, data collection will be blocked for all viewers, resulting in lower ad revenue and the loss of some of the platform's most popular features, including comments and end screens. It's a major change in how YouTube works, and has left some creators clueless as to whether they're subject to the new rules. The Verge reports: Reached by The Verge, Google confirmed that this new system was the result of a landmark $170 million settlement YouTube reached with the Federal Trade Commission in September for allegedly violating children's privacy. It's the largest fine ever collected under the Children's Online Privacy Protection Act (COPPA), which forbids collecting data from children under the age of 13 without explicit consent from their parents. In this case, the ruling means YouTube can't employ its powerful ad-targeting system on anyone who might be under the age of 13 -- a dire problem for a platform with so many young users.

The new system is already sending creators reeling over what exactly is considered kids' content and what could happen if they unintentionally mislabel videos. Some of YouTube's most popular categories falls into a gray area for the policy, including gaming videos, family vlogging, and toy reviews. [...] In theory, YouTube has always been subject to COPPA, but those restrictions have taken on new urgency in the wake of the recent settlement with the FTC. Under the terms of the settlement, YouTube is required to "develop, implement, and maintain a system for Channel Owners to designate whether their Content on the YouTube Service is directed to Children." Under the system that YouTube rolled out on Tuesday, creators who strictly make children's content can also have their entire channel designated as directed at children. Once a video is labeled as kids' content, all personalized ads will be shut off, replaced with "contextualized" advertising based on the video itself.
In addition to the removal of targeted ads, child-directed YouTube videos will also no longer include a comments section, click-through info cards, end screens, notification functions, and the community tab.

"The consequences for not labeling a video as 'child-directed' could be even more severe," reports The Verge. "In its September order, the FTC made it clear that it could sue individual channel owners who abuse this new labeling system. Crucially, those lawsuits will fall entirely on channel owners, rather than on YouTube itself. Under the settlement, YouTube's responsibility is simply to maintain the system and provide ongoing data updates."

Mars InSight's 'Mole' Is Moving Again 35

A reader shares a report from NASA: NASA's InSight spacecraft has used its robotic arm to help its heat probe, known as "the mole," dig nearly 2 centimeters (3/4 of an inch) over the past week. While modest, the movement is significant: Designed to dig as much as 16 feet (5 meters) underground to gauge the heat escaping from the planet's interior, the mole has only managed to partially bury itself since it started hammering in February 2019. The recent movement is the result of a new strategy, arrived at after extensive testing on Earth, which found that unexpectedly strong soil is holding up the mole's progress. The mole needs friction from surrounding soil in order to move: Without it, recoil from its self-hammering action will cause it to simply bounce in place. Pressing the scoop on InSight's robotic arm against the mole, a new technique called "pinning," appears to provide the probe with the friction it needs to continue digging.

Since Oct. 8, 2019, the mole has hammered 220 times over three separate occasions. Images sent down from the spacecraft's cameras have shown the mole gradually progressing into the ground. It will take more time -- and hammering -- for the team to see how far the mole can go. Engineers continue to test what would happen if the mole were to sink beneath the reach of the robotic arm. If it stops making progress, they might scrape soil on top of the mole, adding mass to resist the mole's recoil. If no other options exist, they would consider pressing the scoop down directly on the top of the mole while trying to avoid the sensitive tether there; the tether provides power to and relays data from the instrument.

US Online Privacy Rules Unlikely This Year, Hurting Big Tech (reuters.com) 15

A U.S. online privacy bill is not likely to come before Congress this year, Reuters reported Monday, citing three sources, as lawmakers disagree over issues like whether the bill should preempt state rules, forcing companies to deal with much stricter legislation in California that goes into effect on Jan. 1. From a report: Without a federal law, technology companies, retailers, advertising firms and others dependent on collecting consumer data to track users and increase sales must adapt to the California law, potentially harming corporate profits over the long term. The delay is a setback for companies ranging from Amazon and Facebook to Alphabet's Google and retailers like Walmart, who either directly collect shopper information to run their websites, or provide free services and derive revenues from advertising that relies on online data collection.

"This will be tremendously challenging... companies need to really focus on complying with California now because there is not going to be a life raft from a federal level," Gary Kibel, a partner specializing in technology and privacy at law firm Davis & Gilbert. While the sources, who are involved in the negotiations, still think it is possible at least one discussion draft of the bill could land before the year ends, congressional negotiators must still agree on whether it is adequate to simply ask consumers to consent to collection of personally identifiable information and give them the opportunity to opt out and how the new law would be enforced.

Should We Build A Publicly-Funded Social Media Platform? (nytimes.com) 110

What if the problems with social media just can't be solved by a for-profit platform?

Writing in the New York Times, a former Tumblr executive argues the solution might require the creation of a nonprofit publicly-funded social media platform. The mechanics of how a public social media product would work have been fairly well figured out by now: It would be a digital platform that allows people to post and share a variety of media -- pictures, audio, video, text -- to other people in the network. I personally would structure it a little more like Instagram or Tumblr, where I was one of the early employees, than Twitter or Facebook. In other words, it should be built to prioritize sharing things you love over getting attention by simply being loud online... A nonprofit model eliminates most of the incentives for bad behavior. The network would not be under pressure from investors to generate growth at all costs. There would be no incentive to allow fake accounts; in fact the incentives would be opposite, since fake accounts impose costs on the network and provide no benefits.

Unlike for-profit social media, public social media would be explicitly noncommercial -- no brand accounts allowed. In fact, there would be no accounts for any organizations -- this network is for people only. An account on a public media platform would be tied to a real-world, local identity, like a driver's license or library card. Anonymity online has real benefits, and a user name doesn't have to be your real name. The public social media network could keep this information hashed, unscrambled only when action against a user is required, which would make it easier to crack down on fake and troll accounts...

In some ways this structure is very similar to what Facebook once was. TheFacebook started as a platform limited to Harvard students. This restricted access helped behavior on the network: Only people with a verified real-world identity and accountability could get in. This is not the case today with Facebook, of course, or with any other for-profit social platform that depends on getting as many accounts as possible... Public social media is an idea that our civic space can be improved by the creation of a platform organized in the public interest. A thriving digital social network is as vital to the public sphere as a public library, public schools, or even a public water fountain.

Let's build one.

He argues that this community could then work through any issues that come up, adding "This is the key work of a democracy, and establishing those community standards shouldn't be left, as they are now, for any for-profit, unaccountable company to decide."

Seattle Has Figured Out How To End the War On Drugs (nytimes.com) 316

Nicholas Kristof writes in an opinion piece for The New York Times about Seattle's "bold approach to narcotics that should be a model for America." Instead of being prosecuted for being caught with small amounts of drugs, that person is steered toward social services to get help. "In effect, Seattle is decriminalizing the use of hard drugs," writes Kristof. "It is relying less on the criminal justice toolbox to deal with hard drugs and more on the public health toolbox." From the report: This model is becoming the consensus preference among public health experts in the U.S. and abroad. Still, it shocks many Americans to see no criminal penalty for using drugs illegally, so it takes courage and vision to adopt this approach: a partial retreat in the war on drugs coupled with a stepped-up campaign against addiction. The number of opioid users has surged, and more Americans now die each year from overdoses than perished in the Vietnam, Afghan and Iraq wars combined. And that doesn't account for the way drug addiction has ripped apart families and stunted children's futures. More than two million children in America live with a parent suffering from an illicit-drug dependency.

So Seattle is undertaking what feels like the beginning of a historic course correction, with other cities discussing how to follow. This could be far more consequential than the legalization of pot: By some estimates, nearly half of Americans have a family member or close friend enmeshed in addiction, and if the experiment in Seattle succeeds, we'll have a chance to rescue America from our own failed policies. Decriminalization is unfolding here in part because of Dan Satterberg, the prosecuting attorney for King County, which includes Seattle. It's also arguably underway because of what happened to his little sister, Shelley Kay Satterberg. At the age of 14, Shelley ran away from home because her parents wouldn't let her go to a concert on a school night. It was a rebellion that proved devastating. She was away for several months, was gang-raped by two men, was introduced to hard drugs and began to self-medicate with those drugs to deal with the trauma of rape. Dan told me that he was angry at Shelley -- angry that she had made terrible choices, angry that she had hurt their parents. But over time he also concluded that his own approach of prosecuting drug users accomplished little, except that it isolated them from the family and friends who offered the best support system to escape addiction.
The report mentions a program called Law Enforcement Assisted Diversion (LEAD) that appears to be working. It was started in 2011 by Satterberg and others and has spread across the country, with 59 localities now offering LEAD initiatives or rolling them out. "The idea is that instead of simply arresting drug users for narcotics or prostitution, police officers watch for those who are nonviolent and want help, and divert them to social service programs and intensive case management," writes Kristof.

One 2017 peer-reviewed study found that drug users assigned to the program "were 58 percent less likely to be rearrested, compared with a control group." It also found that "participants were almost twice as likely to have housing as they had been before entering LEAD, and 46 percent more likely to be employed or getting job training." And while it costs about $350 per month per participant to provide case managers, it is still cheaper than jail, courts and costs associated with homelessness.

Hong Kong Protests 'Show The Dangers of a Cashless Society' (reason.com) 236

schwit1 shared their report: [T]ens of thousands of Hongkongers took to the streets to protest what they saw as creeping tyranny from a powerful threat. But they did it in a very particular way. In Hong Kong, most people use a contactless smart card called an "Octopus card" to pay for everything from transit, to parking, and even retail purchases. It's pretty handy: Just wave your tentacular card over the sensor and make your way to the platform. But no one used their Octopus card to get around Hong Kong during the protests. The risk was that a government could view the central database of Octopus transactions to unmask these democratic ne'er-do-wells. Traveling downtown during the height of the protests? You could get put on a list, even if you just happened to be in the area.

So the savvy subversives turned to cash instead. Normally, the lines for the single-ticket machines that accept cash are populated only by a few confused tourists, while locals whiz through the turnstiles with their fintech wizardry. But on protest days, the queues teemed with young activists clutching old school paper notes. As one protestor told Quartz: "We're afraid of having our data tracked." Using cash to purchase single tickets meant that governments couldn't connect activists' activities with their Octopus accounts. It was instant anonymity. Sure, it was less convenient. And one-off physical tickets cost a little more than the Octopus equivalent. But the trade-off of avoiding persecution and jail time was well worth it.

What could protestors do in a cashless world...? If some of our eggheads had their way, the protestors would have had no choice.

The article concludes that "there is simply no substitute for the privacy that cash, including digitized versions like cryptocurrencies, provide."

US Report Finds Sky Is the Limit For Geothermal Energy Beneath Us (arstechnica.com) 154

An anonymous reader quotes a report from Ars Technica: Geothermal power sources come in many forms, and they're typically much more subtle than steam shooting out of the ground. In reality, geothermal energy could be a big player in our future mix. That is made clear by the U.S. Department of Energy's recently released "GeoVision" report. The report follows similar evaluations of wind, solar, and hydropower energy and leans on information from national labs and other science agencies. It summarizes what we know about the physical resources in the U.S. and also examines the factors that have been limiting geothermal's deployment. Overall, the report shows that we could do a whole lot more with geothermal energy -- both for generating electricity and for heating and cooling -- than we currently do.

There are opportunities to more than double the amount of electricity generated at conventional types of hydrothermal sites, where wells can easily tap into hot water underground. That's economical on the current grid. But the biggest growth potential, according to the report, is in so-called "enhanced geothermal systems." These involve areas where the temperatures are hot but the bedrock lacks enough fractures and pathways for hot water to circulate freely -- or simply lacks the water entirely. Advancing enhanced geothermal techniques alone could produce 45 gigawatts of electricity by 2050. Add in the more conventional plants, and you're at 60 gigawatts -- 26 times more than current geothermal generation. And in a scenario where natural gas prices go up, making geothermal even more competitive, we could double that to 120 gigawatts. That would be fully 16 percent of the total projected 2050 generation in the U.S.
The report also estimates that installations of traditional ground-source heat pumps, which circulate fluid through loops in the ground to provide cooling in the summer and heating in the winter, could be increased 14 times over, to 28 million homes by 2050, "covering 23 percent of national residential demand." When factoring in the limitations for how quickly the market could realistically change, the number only goes down to 19 million homes -- still a massive increase.

Meanwhile, district heating systems, where a single, large geothermal installation pipes heat to all the buildings in an area, could be more widely deployed to more than 17,000 locations, covering heating needs for 45 million homes.

Apple Is Now the Privacy-As-A-Service Company 92

An anonymous reader quotes a report from TechCrunch: Apple's truly transforming into a privacy-as-a-service company, which shows in the way that it's implementing both the new single sign-on account service, as well as its camera and location services updates in iOS 13. The SSO play is especially clever, because it includes a mechanism that will allow developers to still have the relevant info they need to maintain a direct relationship with their users -- provided users willingly sign-up to have that relationship, but opting in to either or both name and email sharing.

Apple's work with camera providers is also unique -- providing actual on-device analysis of footage captured by third-party partners to deliver things that security device makers have typically offered as a value-add service themselves. That includes apparent identification of visitors to your home, for instance, and sending alerts when it detects people, as well as being able to differentiate that from other kinds of motion. That's going above and beyond simply protecting your data: It's replacing a potential privacy-risk feature with a privacy-minded one, at a service level across an entire category of devices.
The new location services feature also makes it possible to provide single-use location permissions to apps, putting all the control with users instead of with service providers.

"Other new features, including HomeKit firewalling of specific services and devices, are similar in tone, and likely indicate what Apple intends to do more of in the future," the report adds. "Combined with its existing efforts, this begins to paint a picture of where Apple plans to play in offering a comprehensive consumer services product that is substantially differentiated from similar offerings by Google and others."

Historic 'Summit' with the Creators of Python, Java, TypeScript, and Perl (packtpub.com) 84

"At the first annual charity event conducted by Puget Sound Programming Python on April 2, four legendary language creators came together to discuss the past and future of language design," reports PacktPub.

- Guido van Rossum, the creator of Python
- James Gosling, the founder, and lead designer behind the Java programming language
- Anders Hejlsberg, the original author of Turbo Pascal who has also worked on the development of C# and TypeScript
- Larry Wall, the creator of Perl

He says JK Rowling is a genius in the way that some details that she mentioned in her first Harry Potter book ended up playing an important plot point in part six and seven... When designing a language we start with committing to certain details like the keywords we want to use, the style of coding we want to follow, etc. But, whatever we decide on we are stuck with them and in the future, we need to find new ways to use those details, just like Rowling...

When James Gosling was asked how Java came into existence and what were the design principles he abided by, he simply said, "it didn't come out of like a personal passion project or something. It was actually from trying to build a prototype.... It started out as kind of doing better C and then it got out of control that the rest of the project really ended up just providing the context." In the end, the only thing out of that project survived was Java...

Larry Wall wanted to create a language that was more like a natural language. Explaining through an example, he said, "Instead of putting people in a university campus and deciding where they go we're just gonna see where people want to walk and then put shortcuts in all those places." A basic principle behind creating Perl was to provide APIs to everything. It was aimed to be both a good text processing language linguistically but also a glue language....

Similar to the views of Guido van Rossum, Anders Hejlsberg adds that any decision that you make when designing a language you have to live with it. When designing a language you need to be very careful about reasoning over what "not" to introduce in the language.

There was also some discussion of types -- Gosling believes they help improve performance, while Hejlsberg said types are also useful when building coding tools. "It turns out that you can actually be more productive by adding types if you do it in a non-intrusive manner and if you work hard on doing good type inference and so forth." In fact, Hejlsberg told the audience that the TypeScript project was inspired by massive "write-only" JavaScript code bases, while a semantic understanding (including a type system) makes refactoring easier.

Guido van Rossum acknowledged that TypeScript "is actually incredibly useful and so we're adding a very similar idea to Python. We are adding it in a slightly different way because we have a different context.... I've learned a painful lesson, that for small programs dynamic typing is great. For large programs, you have to have a more disciplined approach. And it helps if the language actually gives you that discipline, rather than telling you, 'Well, you can do whatever you want.'"

In the video Larry Wall says the Perl 6 team had also noticed the limitations of loose typing, and added a robust type system to Perl 6 to "help with programming in the large."

This was the first annual benefit for CSforALL, a group promoting high-quality computer science classes at every grade level.

26 States Now Ban Or Restrict Community Broadband, Report Finds (vice.com) 202

An anonymous reader quotes a report from Motherboard: A new report has found that 26 states now either restrict or outright prohibit towns and cities from building their own broadband networks. Quite often the laws are directly written by the telecom sector, and in some instances ban towns and cities from building their own broadband networks -- even if the local ISP refuses to provide service. The full report by BroadbandNow, a consumer-focused company that tracks US broadband availability, indicates the total number of state restrictions on community broadband has jumped from 20 such restrictions since the group's last report in 2018.

BroadbandNow's report looks at each state's restrictions individually, and found that while some states simply banned community broadband outright (a notable assault on voters' democratic rights), others impose clever but onerous restrictions on precisely how a local network can be funded, who they can partner with, or how quickly (and where) they're allowed to grow. In Tennessee, for example, state laws allow publicly-owned electric utilities to provide broadband, "but limits that service provision to within their electric service areas." Such restrictions have made it hard for EPB -- the highest rated ISP in America last year according to Consumer Reports -- to expand service into new areas.

Automakers Want Cars That Won't Start If You're Drunk (washingtonpost.com) 325

Since 2008, a $65 million program has been designing a sophisticated new "ignition interlock" system that would only allows cars to start if it detects that the driver is sober, the Washington Post reports: What's different -- perhaps even revolutionary -- is that the built-in ignition interlock would make an instantaneous and precise reading of every driver's blood alcohol content (BAC) level when the driver attempts to start the vehicle. Eventually, the device could become standard equipment, just like air bags. The device would take BAC samples in one of two ways. A breath-based system would gather a whiff of a driver's ambient breath. A touch-based system would analyze the touch of a driver's finger, perhaps from a vehicle's starter button or the steering wheel....

Officials behind the public-private effort to develop the technology -- known as the Driver Alcohol Detection System for Safety (DADSS) -- say the device will be ready for commercial fleets next year. Virginia's Department of Motor Vehicles became the first state agency to use it in its fleet last year, and a private company, James River Transportation, is road-testing them in its fleet of Ford Flex crossovers.... . Advocates say that if their work is successful, such a device -- which requires understanding complexities involving the science of biology, spectroscopy, electrical engineering, consumer behavior and even politics -- could save an estimated 10,000 lives a year.

"We intend to release by the end of 2020 a breath-based device for use in fleet applications and as a dealer-installed accessory," says the president of Automotive Coalition for Traffic Safety, which represents 17 automakers.

He tells the Post that the interlock devices now available are zero-tolerance -- "if any amount of alcohol is present, they will lock you out" -- and "are very difficult to use... Even people who use them regularly and are experienced in using them typically fail to provide a sufficient breath sample about 30 percent of the time... The other problem with those mouthpieces [besides some drivers seeing them as uncomfortable or intrusive] is they're plastic and you can only use them about five times... And then, the technology has to be recalibrated roughly every year, dependent upon usage. If you use it more, you have to calibrate it more frequently."

But with the new devices, "you simply sit in driver's seat and breathe normally. That's all that's required. There is no mouthpiece... We want to make a very precise very accurate measurement within a third of a second."

Google Play Store Mistakenly Removed KDE Connect (twitter.com) 32

Google's Play Store made a bad mistake on Tuesday, long-time Slashdot reader sombragris writes: KDE Connect, a project designed to enable seamless communcation and control between a desktop computer and a mobile phone, was suddenly removed from Android's Google Play store. According to a Twitter thread by Albert Vaca, KDE Connect's maintainer, the removal was allegedly because the app was in breach of Google's new SMS policy.

There's an exemption which applies to KDE Connect, but the maintainer was unable to contact anyone at Google to provide support. "There is simply no way to talk to a human being at @Google", he said.

Cintora also announced on Twitter that while trying to comply with the Play Store's new policy, he'd initially been stopped again by technical problems. "The @GooglePlay console gives me an internal error, so I can't upload the version without SMS support."

But on Thursday Cintora tweeted that KDE Connect "finally got approved, and SMS support is back in version 1.12.4, both on the Play Store and F-Droid!" Cintora credits this resolution partly to his Twitter thread, which got over half a million impressions.

Its last tweet now features a picture of a celebrating parrot.

Cringley's Next 2019 Predictions: Only 3.5 Cloud Players Will Survive (cringely.com) 148

Ten days ago 66-year-old tech pundit Robert Cringely revealed the first of what may be his final set of annual predictions for the technology industry -- but he's not done yet. Thursday Cringely predicted that "the Virtual Private Cloud (VPC) solution based on Open Source using Linux will change the Internet-as-a-Service Cloudscape to VPC-only during 2019" -- and that there'll be an industry-wide shakeout.

Long-time Slashdot reader supremebob, a Connecticut-based sys-admin, writes: He seems to believe that IBM Cloud and Oracle Cloud and doomed to fail, and Alibaba will only survive because of its strong Chinese presence. These seem like safe predictions, but his comments on Google Cloud are somewhat controversial...
After AWS, Alibaba, and Microsoft, "All the others will eventually disappear," Cringely writes, adding "Remember you read it first here." Google's largest cloud customer will always be Google and that will inevitably lead to poorer service for outside customers. That's why I think of Google Cloud as half of a player. Feel free to prove me wrong by delighting customers, Google... I don't see the marketing effort to help clients migrate. Lots of handholding is needed that IBM and Microsoft are happy to provide. Google does not understand customers whose IQs are sub-200. As such, Google doesn't have (and likely won't) have a history of winning outside of search advertising.

For IBM, their VPC roll-out is coming in the next month or two, but it's more marketing than an actual product. Big Blue simply has no capital to build out a unique offering. And Oracle? Well the new head of Google Cloud came from Oracle, where not enough was happening.

Cringely also predicts the U.S. government will try to force Amazon to spin-off its near-monopoly cloud business, noting that "the larger customers of AWS (those not operating on a credit card) generally hate Amazon because of its ruthless business behavior."

Lots of pressure will come to bear in this case from IBM, Microsoft, and Oracle, who are all suffering from a very specific database problem competing with AWS. Each of these companies sells their own database (DB2, SQL Server, and Oracle, respectively) that they've rolled into their cloud services. AWS's RDB, in contrast, is based on MySQL and costs Amazon almost nothing to support, giving the biggest cloud player a clear pricing advantage.
