netbuzz writes: A an active marketplace for buying and selling IPv4 addresses is materializing, and policymakers are clarifying the rules associated with how network operators can monetize this increasingly scarce resource. At least four websites are serving as brokers for organizations that want to sell or lease IPv4 address space. The activity comes in the wake of Nortel's recent sale of 666,624 IPv4 addresses to Microsoft for $7.5 million, or $11.25 per address.

Is that because they are more intelligent? Not necessarily. New research concludes that IQ scores are partly a measure of how motivated a child is to do well on the test. And harnessing that motivation might be as important to later success as so-called native intelligence.

WikiLeaks Releases Guantanamo Prisoner Files 426

HungryHobo writes with news that WikiLeaks has started to release a collection of 779 files involving the detainees in the Guantanamo Bay detention camp. "The details for every detainee will be released daily over the coming month. ... In thousands of pages of documents dating from 2002 to 2008 and never seen before by members of the public or the media, the cases of the majority of the prisoners held at Guantánamo — 758 out of 779 in total — are described in detail in memoranda from JTF-GTMO, the Joint Task Force at Guantánamo Bay, to US Southern Command in Miami, Florida. These memoranda, which contain JTF-GTMO's recommendations about whether the prisoners in question should continue to be held, or should be released (transferred to their home governments, or to other governments) contain a wealth of important and previously undisclosed information, including health assessments, for example, and, in the cases of the majority of the 171 prisoners who are still held, photos (mostly for the first time ever)." Reader rrayst notes that according to one such document, if you use a Casio F-91W wristwatch, you might be a member of al-Qaida.

'We wanted to tell more of a story than a single still frame photograph but didn't want the high maintenance aspect of a video,' said the two of their unusual collaboration. Needless to say, these are not your father's GeoCities 'Under Construction' GIFs — it can take several hours of manual editing for Beck and Burg to breathe the whisper of life into each image.

Unfortunately, the story is far from simple. US hopes to establish its own DC fast charging standad by 2012, and Europe cannot come to an agreement about their version. Meanwhile, CHAdeMO fast charge standard developed and widely deployed in Japan, used on both Nissan Leaf and Mitsubishi MiEV is gaining momentum with deployments underway both in US and Europe. CHAdeMO is limited to 62Kw charge rate, able to charge smaller battery packs to 80% SoC in 15-30 minutes.
