Seriously, we do have a lot of jobs where the work is done at night so in theory it doesn't impede rush hour. In practice, however, it still screws up everything because the work area is still posted at a lower speed even though no workers are in it. Often there isn't even a hazard like a closed shoulder to be concerned of. This kind of frustration is what makes people tend to ignore the lower limits, so when there really are workers, they might assume the boy is still just crying wolf.
The trick is finding dimmable ones. Even then, you have to use LED dimmers or you'll just end up having a dimming range that is either off, or about 50-100%-- if it works at all. Still better than CFL.
I found $1 dimmable 40-watt equivalent LEDs at Goodwill a few months ago. They were probably power-company-subsidized, but that's still amazing. I bought four, and wish I'd bought more.

A federal law passed in 1986 prohibits citizens from owning select-fire (auto or burst) firearms made after 1986. In addition, previous laws required that you acquire a special license ("stamp") to possess one. Exceptions are for law enforcement and licensed firearms dealers.
Massachusetts has pretty strict gun laws. If this is a private corporation, well, I don't think its members should be having fully automatic weapons with 30 round mags.
Mind you, I don't think ANY police should have weapons that the general public can't, but that's a separate issue.
