I'm not sure you can really make a man-in-the middle attack, the summary must be mistaken cause I don't think this technology is 50 years old.
This is "line of site" microwave technology, I suppose it allows them to communicate insanely fast from "sight to cite", that is to say, allowing them to spread information at the speed of rumor, the fastest known way to communicate in the universe. Any man in the middle attack attempt would add a noticeable lag.

The hilarious video makes it quite clear:
The intent is to reproduce tex avery cartoon like effects over people's eyes showing money signs when they see something valueable or some potential client/victim
This is huge, the next step it to force car dealers lawyers etc. to wear them, and ideally the dollars signs should be visible at the apropriate moment (when they are just about to screw you), but for a very good and cheap first approximation, it would work by letting them on all the time

You meant teaching I guess
The difference is quite clear if you see the extremes, that would be like asking what is the difference between white and black when we are observing shades of grey.
So the difference, as a teacher vs programmer , is your level of expectation toward your student / compiler
There is a joke that goes like "this damn compiler is doing exactly what I tell it to instead of what I want it to"
For the student, you do expect it to get what you mean instead of what you say
But of course, there is a grey area

What you are describing is correct, but it just is the classical doppler effect
For relativistic speeds, time dilation also enters the scene
For example, if the source moves in circles around you, you are not to expect any classical doppler effect, but there would be a relativistic one completely due to the time dilation effect
