Doing some quick calcs, the inner rings would all lie within 1/6th mile of the South Pole; the starting rings would lie between 1 and ~1.16 miles away. (1 mile is the degenerate case, where you have to spin in place an infinite amount to "walk" 1 mile, so this probably shouldn't count.)

Of course, any elevation change in the terrain you're walking across would cause these rings to distort and contract inward. (E.g., the rings you calculate for a perfect sphere are going to be larger than the equivalent rings you calculate if you're going to count "walking distance" up and down slopes.)

Outsouring over time starts to create its own bureaucracy bloat. It’s the modern corporate version of one of the observations of C. Northcote Parkinson: “Officials make work for each other.” As Clive describes, the first response to the problems resulting from outsourcing is to try to bury them, since outsourcing is a corporate religion and thus cannot be reversed even when the evidence comes in against it. And then when those costs start becoming more visible, the response is to try to manage them, which means more work (more managerial cost!) and/or hiring more outside specialists (another transfer to highly-paid individuals).

HughPickens.com writes: Diane Cardwell reports at the NYT that once the next generation of larger, taller turbines in development hits the market, all 50 states could become wind energy producers and the bigger machines — reaching as high as 460 feet — could eventually make faster winds at higher altitudes an economical source of electricity. “We believe very much the central role of wind in meeting our climate challenges, and we’re very committed in this direction,” says Ernest Moniz, the secretary of energy. “It’s going to require being able to take advantage of a broader set of resources,” and it will give wind power a “bigger footprint,” onshore and off.

Energy officials and executives are pushing toward machinery that would reach 360 to 460 feet high. That would increase the wind development potential in an additional 700,000 square miles — more than a fifth of the United States — bringing the total area to 1.8 million square miles. The potential expansion would affect areas where wind farms already exist and bring areas into the market. The main regions where height would increase potential wind production include the Southeast, Northeast, states around the Ohio River valley and the Great Lakes, and parts of the interior West and Pacific Northwest. In all, the DOE report "Enabling Wind Power Nationwide" says, land-based and offshore wind could produce 16,150 gigawatts of electricity a year, more than 10 times the country’s consumption (PDF). Wind installations now account for 65 gigawatts, just under 5 percent of national demand. “We’ve proven out as an industry in Europe, with a fair number of turbines in Europe at 120 meters,” says Tom Kiernan. “By going to 100 or 110 meters, we can open up all 50 states."

Comment what happens at universities? (Score 4, Insightful) 1094

When minimum labor costs get too high for valuable or popular work, we end up with a lot of "volunteers." This happens all the time in science and medicine. In general, minimum wage hasn't had an impact on this (yet). Young scientists understand that working on a high profile project or in a "real world" clinic is good for your career. There's already enough downward pressure on scientific wages to prevent even the most jaded PI from offering a minimum wage position to paid technical staff. That all said, the average (non-graduate, but paid) student lab worker at UCLA makes $14/hr, with a $9/hr minimum. $15/hr is above the minimum salary for graduate researchers on campus. (Not picking on UCLA, their salary info is public and easy to search.)

So, we're getting into territory where minimum wage laws are putting cost pressure on scientific work. Interesting and a bit sad.

Will this even apply to schools? The federal and state governments usually don't apply all labor laws to universities.

I suppose University of Washington has the same issues. It would be nice to think that some of the more bloated administrative budgets would take a haircut to pay the student workers a bit more. It would be very sad if it simply became normal for young scientists to "work" for free their first few years.

And the poor are more likely to put pretty much all their income back into the economy in their day-to-day living, whereas the rich don't.

I'm aware of the velocity of money and the perception that poor people pour money back into the economy rapidly while rich people don't (and it matches my personal biases, so I like the idea a lot) but -- I'm trying to figure out what the rich can do with money that actually takes it out of the economy. Unless they actually stick dollars in suitcases and store them in the wine cellar, almost anything else I can think of puts the money in someone else's pocket one way or another. Stuck in banks: used to back bank loans. Buying ferraris and Monets: money has gone to the previous owner. Investments, likewise. Taking money out of the country probably counts from a single country's economy standpoint, but not from a global standpoint. I'd be interested in hearing other people's thoughts on this.

To better support our customers' expanding online activity, we recently increased the amount of data included in all of our Cox High Speed Internet packages. About 95% of customers are now on a data plan that is well-suited for their household. In the event you use more data than is included in your plan, beginning with bill cycles that start on June 15th, we will automatically provide additional data for $10 per 50 Gigabyte (GB) block for that usage period. Based on your last 3 months of data usage and our increased data plans, it is unlikely you will need additional data blocks unless your usage increases.

What this means for you

To help our customers get accustomed to this change, we are providing a grace period for 3 consecutive billing cycles. During this period, customers will not pay for additional data blocks for data used above their data plan. Customers who exceed their data plan will see charges and a matching credit on their bill statement. Beginning with bills dated October 15th and later, grace period credits will no longer be applied, and customers will be charged for usage above their data plan.

Understanding and managing your data usage

You are currently subscribed to the Preferred package which includes a data plan of 350 GB (Gigabytes) per month. To help you stay informed about data usage, Cox will begin to notify you via email and browser alert if you use 85% of your monthly data plan and again if you use 100% of your monthly data plan. Additional blocks of data will only be provided if you exceed your data plan. I have used Cygwin daily at work and at home for ten years and have almost never seen the issues you are talking about. I'm sure they are real and affect people who do things differently than me. I don't typically download third party applications that depend on the Cygwin DLL. I use the complete official Cygwin package repository or (very rarely) compile from source. I use Eclipse, Java, ant, Cygwin, and am about as happy as I can be with my environment (I'd be happier writing Perl, but that's another story). I use Cygwin openssh every day and it works great.
