And I seem to remember this from back before Alpha was a thing in more like April or May of 2020.

But this certainly isn't exactly new news, and probably will keep getting posted at least once a year after COVID becomes endemic, timed shortly after we enter flu and COVID season every winter.

If your phone is compatible with the network technology. Like, your analog bagphone from like 1994 ain't gonna make a 911 call unless you find somewhere where there's an AMPS signal, which seems unlikely since as far as I know there hasn't been an AMPS network anywhere since 2010.

That said, it wouldn't surprise me if they broadcast a bit of LTE band 2 or something in a way that only accepted emergency calls

Almost right. Copyright protects creative expressions of ideas, not the ideas themselves.

If the intent of open code is for learning, it shouldn’t matter if I teach a machine instead of a person.

If your “copyrighted code” comes out of an AI, I would suggest your expression isn’t particularly creative to begin with. Most folks can’t wrap their head around the idea that the vast majority of software is purely functional expression and thus isn’t particularly copyrightable to begin with. I'd guess it might be higher than 41% because it seems plausible that people more likely to get COVID (people in corrections facilities, nursing homes, or other similar living arrangements, essential workers, etc) are also more likely to have gotten vaccinated.
