Raven268 writes: Namecheap, DNS provider to many small websites, is down due to a failure of cooling systems. It's not clear from Namecheap's report if this is located in Phoenix, Arizona, or some other data center operated by PhoenixNAP, which is global, or RadiusDC, which has recently acquired PhoenixNAP's Phoenix data center. According to Namecheap:

We’re currently responding to an emergency caused by a failure of cooling systems at our Phoenix datacenter.

The report from Namecheap goes on to list the services affected and adds:

The latest information we have is that PhoenixNAP has brought 2 of its 4 chillers back online, and we are seeing temperatures in the data center begin to drop. [] According to the recent update from our Phoenix datacenter, we have seen temperature reductions and expect this trend to continue. We are preparing our infrastructure to safely bring customer services back online.

An anonymous reader writes: Minnesota, the first US state to prohibit prediction markets, was prevented from enforcing the law by a federal court ruling just days before the ban was scheduled to take effect. But while Minnesota was stopped from enforcing a total ban, the state may ultimately be allowed to prohibit some types of prediction-market wagers. The Trump administration and the two largest prediction markets—Kalshi and Polymarket—sued Minnesota after the state enacted the law in May. The cases were consolidated, and a ruling (PDF) issued yesterday imposed a preliminary injunction blocking the law that was scheduled to take effect on August 1.

Minnesota lawmakers saw prediction markets as indistinguishable from gambling, but the US Commodity Futures Trading Commission (CFTC) argues it has exclusive authority to regulate the platforms under federal law. One of the primary legal questions is whether event contracts are “swaps,” which are regulated by the CFTC. Swaps are defined broadly in US law to include contracts in which payment “is dependent on the occurrence, nonoccurrence, or the extent of the occurrence of an event or contingency associated with a potential financial, economic, or commercial consequence.” US District Judge Katherine Menendez in the District of Minnesota, a Biden appointee, said Minnesota’s total ban on prediction markets is likely to violate US law because many trades on Kalshi and Polymarket are swaps.

Menendez wrote: "Specifically, it appears that whether the Minnesota statute is expressly preempted turns on whether the state law attempts to regulate trades in event contracts that qualify as “swaps” within the meaning of the CEA [Commodity Exchange Act]. And there are several examples of event contracts hosted by Kalshi and Polymarket US that fit that definition because they concern the occurrence of events with clear potential economic, financial, or commercial consequences that are neither remote or unattenuated. Kalshi and Polymarket US are designated contract markets, so the CFTC has exclusive jurisdiction to regulate transactions involving those 'swaps.'"

Menendez said the CFTC, Kalshi, and Polymarket met their burden of showing they are likely to succeed on the merits, so she issued “a preliminary injunction barring enforcement of Minnesota’s prediction market statute until a final decision on the merits is reached.” But she said Minnesota may be able to prohibit some types of event contracts offered on Kalshi and Polymarket because not all of them appear to meet the definition of swaps. For example, Menendez doesn’t think prediction-market bets on the outcome of Love Island USA meet the legal definition of swaps. Minnesota could continue litigating the case in district court or ask a federal appeals court to overturn the preliminary injunction.

It's almost as if they changed the platform so much from being actual social media, as in seeing what my friends are sharing about life, to burying all the real posts with crappy algorithm videos and ads. I've had a lingerie ad front page on my feeds for days now even after reporting it and saying not interested.

Disney can offer all the free content it wants. Great for the kids. But for us older crowds, our household has started watching more YouTube content. User created content can be awful yes but say you enjoy hiking and travel. There are tons of videos on YouTube of actually persons visiting state parks and showing off the pros and cons of what they offer. I don't think they can replace YouTube for that at least.

The claim in The Register is that confidential computing might not be a fixable problem. I am not going to claim I have "the solution", or that the solution I have come up with meets either the requirement of being necessary or sufficient, but I would argue that it adequately challenges the assumption that the problem cannot be solved at all.

joshuark writes: The Verge has an article about the "absolute nothing" of quantum computers. We have yet to see a quantum computer conclusively perform a single useful task. Existing machines are simply too small and error-ridden to solve commercially relevant problems.
Companies drive the hype, too. In June, Microsoft announced a new quantum computing chip named Majorana 2. It claimed the chip was a hardware advancement that accelerates its timeline to a “scalable, practical quantum computer” by 2029. But independent experts swiftly criticized the announcement. “This is complete codswallop,” Henry Legg, a physicist from the University of St. Andrews and a longtime Microsoft critic, tells The Verge.
Legg just published a paper in Nature on June 24th criticizing Microsoft’s quantum claims from a year ago — peer review takes a long time — and pointing to what he sees as major discrepancies between Microsoft’s papers and press releases. Nature included Microsoft’s rebuttal.
Researchers have made genuine progress in quantum computing — it’s just been largely incremental and too esoteric to immediately capture the public’s imagination. Proponents predict that the technology will lead to discoveries in medicine, as well as advances in materials science and machine learning. Meanwhile, many national security experts frame its development as a new Cold War competition between the US and China.
Some have imagined the quantum computer as a cyberattack tool. In 1994, computer scientist Peter Shor developed a quantum computing algorithm for factoring prime numbers that should be able to break RSA encryption, a ubiquitous family of algorithms used to secure banking and email communications. So "RSA is dead" is the repeated mantra of the quantum computing hype.
Current quantum computers like Google’s Willow are individual chips too primitive to break RSA encryption or implement drug molecule simulations. But the vision is to build scaled-up machines that can.
Similar cycles have played out several times since the technology’s beginnings. Companies announce a breakthrough; independent researchers cry hype, all while investors continue to inject money into the industry. Then investors cash out and then call it a "scam" on the public.
Henry Legg is more skeptical and thinks some have underestimated the fundamental challenges of scaling. “There’s no evidence of the scalability of any platform to the level that you would need to do useful quantum computations within a decade, or probably a couple of decades,” he says.
While researchers have made progress toward building a useful quantum computer, it’s not clear what that use should be. “It’s such a nascent technology,” says Islam. “If you ask, what is a quantum computer good for, I do not know of an application which is a sure shot.”
The Trump administration wants a useful quantum computer in two years. Are we having fun yet?

BrendaEM writes: Windows does have a lot of useful but smaller than power-aps. Some of these are closed source, some are open--that are not available in Linux, yet. Which applications do you need, which have no parallel in Linux?

My list would have to contain GTK versions of: Irfanview image manager, which I think is unequaled in Linux, which does work to some extent under Wine. I also miss the full version of 7zip, because of its better compression settings, which File-Roller does not provide, though https://www.ruinelli.ch/p7zip-... is available but unnoticed by common distribution. Lastly, I think that Notepad++ would be a good addition to Linux.

“Beginning July 1st, the rate we pay for electricity used in all Henrico County government and school facilities will increase dramatically — by 25%, increasing costs by an estimated $5 million next fiscal year. We anticipate more rate increases for electricity in the years ahead,” a copy of the email obtained by 404 Media said (emphasis his).’

BrianFagioli writes: Microsoft has opened the public preview of WSL containers, bringing native Linux container support directly into the Windows Subsystem for Linux. The new wslc tool allows developers to build, run, and manage Linux containers without installing separate software such as Docker Desktop.

While Microsoft insists Docker Desktop, Podman Desktop, and Rancher Desktop remain important parts of the ecosystem, the direction seems obvious. If Windows eventually ships with a capable container platform built directly into WSL, many developers may decide they no longer need third-party container tools for everyday work.

The announcement also includes APIs that allow Windows applications to launch Linux containers programmatically, along with enterprise management features, improved file performance, new networking technology, and tighter integration with existing Windows tooling.
