OutOnARock writes: When eBay cuts PayPal loose this summer, users of the new digital money giant will find they've agreed to new terms of service that take effect July 1. Those terms include PayPal giving itself the right to robocall or robo-text members at any phone number the firm can find, for just about any reason — from debt collecting to advertisements to opinion polling.

The fine print also says PayPal can pass along the same rights to its affiliates. Here's the language, in black and white, from the company's website:

You consent to receive autodialed or prerecorded calls and text messages from PayPal at any telephone number that you have provided us or that we have otherwise obtained . . . . (PayPal) may share your phone numbers with our Affiliates or with our service providers, such as billing or collections companies, who we have contracted with to assist us in pursuing our rights.

If I can only use PayPal on eBay, it'll probably mean an end of eBay for me, what about you?

Mark Reinhold, chief architect for the Oracle's Java platform group, offers one explanation for its continuing popularity: it's easy for humans to understand it at a glance. "It is pretty easy to read Java code and figure out what it means. There aren’t a lot of obscure gotchas in the language ... Battle To Regulate Ridesharing Moves Through States 328

New submitter jeffengel writes: The push to regulate services like Uber and Lyft has spread through state legislatures nationwide. At least 15 states have passed ridesharing laws in 2015, joining Colorado, California, and Illinois from last year. More could follow, with bills pending in Massachusetts, Michigan, North Carolina, and others. All this activity has led to new clashes with companies, city leaders, and consumers. Ridesharing bills have stalled or been killed off in Texas, Florida, New Mexico, and Mississippi. Meanwhile, Uber has exited Kansas and is threatening to leave New Jersey and Oregon, while Lyft has ceased operations in Houston, Columbus, and Tacoma. How this plays out could affect the companies' expansion plans, as well as the future of transportation systems worldwide.

HughPickens.com writes: Daniel McGraw writes that based on their demographic characteristics the Democratic and Republican parties face two very different futures. There’s been much written about how millennials are becoming a reliable voting bloc for Democrats, but there’s been much less attention paid to one of the biggest get-out-the-vote challenges for the Republican Party heading into the next presidential election: The Republican Party voter is old—and getting older and far more Republicans than Democrats have died since the 2012 elections. By combining presidential election exit polls with mortality rates per age group from the U.S. Census Bureau, McGraw calculated that, of the 61 million who voted for Mitt Romney in 2012, about 2.75 million will be dead by the 2016 election. About 2.3 million of President Barack Obama’s voters have died too but that leaves a big gap in between, a difference of roughly 453,000 in favor of the Democrats. “I’ve never seen anyone doing any studies on how many dead people can’t vote,” laughs William Frey, senior fellow at the Brookings Institution who specializes in demographic studies. “I’ve seen studies on how many dead people do vote. The old Daley Administration in Chicago was very good at that.”

Frey points out that, since Republicans are getting whiter and older, replacing the voters that leave this earth with young ones is essential for them to be competitive in presidential elections. "Millennials (born 1981 to 1997) now are larger in numbers than baby boomers ([born] 1946 to 1964), and how they vote will make the big difference. And the data says that if Republicans focus on economic issues and stay away from social ones like gay marriage, they can make serious inroads with millennials.” Exit polling indicates that millennials have split about 65-35 in favor of the Dems in the past two elections. If that split holds true in 2016, Democrats will have picked up a two million vote advantage among first-time voters. These numbers combined with the voter death data puts Republicans at an almost 2.5 million voter disadvantage going into 2016.

StartsWithABang writes: If there’s nothing else that science has to offer, it’s this elegant notion: that anyone, anywhere, at anytime, can investigate and uncover the mysteries and workings of the Universe simply by asking it the right questions in the right ways, listening to its answers, and putting the pieces together for themselves. Anyone can do it. Only, for various and sundry reasons, not everyone gets to do it. Some people don’t have the economic ability, some don’t have the sustained drive or interest, and some simply can’t cut the mustard. But some people — some really, really good people — are driven from their passions for a sad, simple and completely unnecessary fact: that they were treated in unacceptable ways that they refused to just accept. And in a great many cases, that unacceptable treatment came simply because of their gender. Sexism sometimes looks like what you expect, and sometimes not. Here’s one opinion on what we can all do about it to create the world we really want: where science really is for everyone.

dcblogs writes: A survey of IT professionals that has been conducted in each of the last four years is showing an increase in IT work stress levels. It's a small survey, just over 200 IT workers, and it doesn't account for the age of the respondents. But some are asking whether Millennials, those ages 18 to 34, are pushing up stress levels either as IT workers or end users. The reason Millennials may be less able to handle stress is that they interact with others in person far less than other generations do, since most of their social interactions have been through Internet-based, arms-length contact, said Billie Blair, who holds a doctorate in organizational psychology. This generation has also been protected from many real-life situations by their parents, "so the workplace tends to be more stressful for them than for others," she said. Others are wondering if Millennials are more demanding of IT workers. Millennials are also expert users, and "are no longer in awe of technology specialists and therefore demand higher service levels," said Mitch Ellis, managing director of executive search firm Sanford Rose Associates in St. Louis.

HughPickens.com writes: Jake Edge writes at LWN.net that there is a myth that programming skill is somehow distributed on a U-shaped curve and that people either "suck at programming" or that they "rock at programming", without leaving any room for those in between. Everyone is either an amazing programmer or "a worthless use of a seat" which doesn't make much sense. If you could measure programming ability somehow, its curve would look like the normal distribution. According to Edge this belief that programming ability fits into a bi-modal distribution is both "dangerous and a myth". "This myth sets up a world where you can only program if you are a rock star or a ninja. It is actively harmful in that is keeping people from learning programming, driving people out of programming, and it is preventing most of the growth and the improvement we'd like to see." If the only options are to be amazing or terrible, it leads people to believe they must be passionate about their career, that they must think about programming every waking moment of their life. If they take their eye off the ball even for a minute, they will slide right from amazing to terrible again leading people to be working crazy hours at work, to be constantly studying programming topics on their own time, and so on.

The truth is that programming isn't a passion or a talent, says Edge, it is just a bunch of skills that can be learned. Programming isn't even one thing, though people talk about it as if it were; it requires all sorts of skills and coding is just a small part of that. Things like design, communication, writing, and debugging are needed. If we embrace this idea that "it's cool to be okay at these skills"—that being average is fine—it will make programming less intimidating for newcomers. If the bar for success is set "at okay, rather than exceptional", the bar seems a lot easier to clear for those new to the community. According to Edge the tech industry is rife with sexism, racism, homophobia, and discrimination and although it is a multi-faceted problem, the talent myth is part of the problem. "In our industry, we recast the talent myth as "the myth of the brilliant asshole", says Jacob Kaplan-Moss. "This is the "10x programmer" who is so good at his job that people have to work with him even though his behavior is toxic. In reality, given the normal distribution, it's likely that these people aren't actually exceptional, but even if you grant that they are, how many developers does a 10x programmer have to drive away before it is a wash?"

An anonymous reader writes: A crowd-sourced effort to replicate 100 psychology studies has successfully reproduced findings from 39 of them. Some psychologists say this shows the field has a replicability problem. Others say the results are "not bad at all". The results are nuanced: 24 non-replications had findings at least "moderately similar" to the original paper but which didn't quite reach statistical significance.

HughPickens.com writes: Lina Nilsson writes in an op-ed piece in the NYT that she looks with despair at estimates that only about 14 percent of engineers in the work force are women but that there may be a solution to the disparity that is much simpler than targeted recruitment efforts. "An experience here at the University of California, Berkeley, where I teach, suggests that if the content of the work itself is made more societally meaningful, women will enroll in droves," writes Nilsson. "That applies not only to computer engineering but also to more traditional, equally male-dominated fields like mechanical and chemical engineering." Nilsson says that Blum Center for Developing Economies recently began a new program that, without any targeted outreach, achieved 50 percent female enrollment in just one academic year. In the fall of 2014, UC Berkeley began offering a new Ph.D. minor in development engineering for students doing thesis work on solutions for low-income communities. They are designing affordable solutions for clean drinking water, inventing medical diagnostic equipment for neglected tropical diseases and enabling local manufacturing in poor and remote regions.

According to Nilsson, women seem to be drawn to engineering projects that attempt to achieve societal good and cites MIT, University of Minnesota, Penn State, Santa Clara University, Arizona State, and the University of Michigan that have programs aimed at reducing global poverty and inequality that have achieved similar results. For example, at Princeton, the student chapter of Engineers Without Borders has an executive board that is nearly 70 percent female, reflecting the overall club composition. "It shows that the key to increasing the number of female engineers may not just be mentorship programs or child care centers, although those are important" concludes Nilsson. "It may be about reframing the goals of engineering research and curriculums to be more relevant to societal needs. It is not just about gender equity — it is about doing better engineering for us all."
