Florida has a system that uses COBOL and the problem wasn't the COBOL backend. It was the new, flashy web front end the users were accessing. The front end was designed to support a little more than the maximum activity as based on previous years. When the pandemic hit, the front end was completely overwhelmed.

I really don't think an economist is qualified to say issues were caused of COBOL. He simply doesn't have the technical knowledge to make that determination.
