France and Germany are doing it! They both have made a lot of software from scratch (FOSS), and in France they're actively aiding their local governments transition (hands on assistance migrating). It's an extensive collection of applications replacing everything from Teams to Office.

The French and German governments got together to release an open-source Notion alternative called "Docs", which is a collaborative document editor that could potentially replace non-EU platforms like Notion, Confluence, Google Docs, and others.
