I would argue this point. This was a bug in the current public releases of PHP. It hit web sites that were diligently maintained, not just those that were set up once and never maintained.

And, really, while you may not like that most of them don't give back to PHP or Apache or whoever... if that were meant to be a requirement, it could've been built into the various open-source licenses from the get-go.

My Samsung TV is a couple years old, but it has the option of defaulting to the last known input - bypassing their launch screen completely. If you use an external device like an Apple TV or Roku, you'll pretty much never have to see the Samsung screen again.
