To sort out your own thinking AND create a presentation for the management, you may want to create a simple two-column list.
Column 1 = Engineering Responsibilities, then Column 2 = I.T. Responsibilities
After you create several drafts you should then ask management what the company priorities are. You should do this BEFORE presenting your list to management.
After talking to management, rank your two lists in the order that management cares about.
And present everything on one page.
There should be no more than 3-5 priority items in each column and you should be able to explain WHY the responsibilities need to be excluded from Engineering.
