Net neutrality provides justification for massive policing of the internet, because it calls for equal treatment of *lawful* content. By definition that means filtering for unlawful content. Doubtful there's a driver problem with BTLE since there should be no new drivers required if the device is BT conformant (since the BT spec defines the HCI and that is well-supported by all major OS'es). More likely it's BTLE firmware for the chip that's under development.
