Things were going well until everything had to become "HDTV" to pander to consumers.

They actually are using data from TomTom, but apparently it isn't as easy as "just writing the app".
So after tiring of doing "tedious updates" they jump at the chance for "Hey, you know what you did at Google? Do that again from the beginning for us". Talk about tedious.

You can "travel" quite a bit in the US and never leave the US, whereas a similar distance in Europe might consist of crossing the borders of many different countries. If every US state had a different cell company things might be different, but as it stands now you can go coast to coast with the same provider (including Hawaii, Alaska, and Puerto Rico).
Tablets are also good for basic diagnostic work. The last AT&T tech I saw do an install used an iPad to VPN home and run a bunch of predefined diagnostics and view the result, finish out the order and other stuff like that instead of the old paper way. No need to pull out a full laptop for no reason. Ironically the iPad was crippled by AT&T's 3G data (lack of) service.
It sounds like the school with the IT illiterate staff just went for the iPad because it was an iPad. They likely overruled or ignored warnings from the IT guy that supports them, but now that they can see the difference between it and a full laptop they're having buyer's remorse.
With 911 services the other is consolidation. In my area there used to be multiple centers with dispatchers for various agencies in diverse locations. By nature it was redundant. If one had problems the others could assist. Now there's just a single unified emergency communications center for everyone. Even if there is a backup site or plan all of the dispatchers are on duty are only at the unified center and it takes time to shift things around.
Next you're going to tell me that the USF fees are always used precisely for what they say they're for.
Because while things may have been well designed originally or planned including all the fancy redundancy, after years of no major issues it becomes a target of its own success: cutbacks and people saying "see, we never needed it, and look at how much money we can save". Such is the way of things.
If you personally are worried about 911 services being out then go write down the various 7 (or 10-digit if your exchange requires it) numbers for your local emergency services. 911 is not an exclusive to reach them, just the easiest. Whatever happened to the days of the list of those various numbers on the fridge? I'm not even that old and I remember my parents having the list posted just in case.
Another question would be why does an employee have an list of user email addresses stored in their account? If employees can export customer data like that who cares how many factors of authentication they add.
What this country needs is a good five dollar plasma weapon.
