Or something like the FISA court were the very existence of the court is hidden from the people and while the Gov't DOES ask for warrants, they're only rejected 0.03% of the time?

Sheltering children from the world is a losing battle. The world is far more ubiquitous and persistent than the most overprotective helicopter parent. Instead of keeping them ignorant teach them well and (here's the hard part) trust them to make good decisions.
If your 8 year old is asking questions, answer them honestly. That answer may well include the phrase "You're not old enough I'll be happy to explain when you are, meantime stay away from that.". If you've been honest and informative to that point they'll probably accept that as an answer.

If someone has not committed a crime, they should not be arrested for that crime.
If someone is committing a crime just by planning a different crime, they have committed a crime and should be prosecuted for the planning, not the crime they did not commit.
I answered your question quite clearly. If you failed to understand my answer that's not my fault or my problem.

Repeat after me: arresting innocent people is a BAD thing.
Innocent people are those who have not committed a crime. Maybe planning to commit a crime is a crime in itself, and if so that would be reasonable for prosecution. The policy of arresting people for a crime they haven't committed has serious problems.
You should probably reconsider that statement a bit, then maybe think about what you can do to take care of yourself. You are responsible for your own safety, not the police.
