The problem with that is that the food itself is usually the smallest expense for a restaurant. Payroll, location, and utilities are far more expensive for them. Making a portion 25% smaller saves them almost nothing, but loses them in comparison to other restaurants that appear to be "more generous". It's perverse, but the huge portions served in most places is a result of this.
However, the situation of "the guy in front of me is drunk or high" is (unfortunately) NOT very, very, rare, especially if I'm on the road after about 9 pm, which is frequently for me. I call the cops at least once a month to report an impaired driver. I do have hands-free though, which helps.

Do you really "need" more? Are you not getting sufficient hydration and calories to sustain life? If not, you should probably spend the time and personal resources you spent responding to me and instead go for a walk and scavenge some discarded recyclables to sell. Few highly paid people in STEM fields really understand what people "need".

I have an iPad from work, and I thought it would be useful at first, but I've found that for me anyway it's a solution looking for a problem. The problem I have with the tablet/ebook paradigm is they're too big to fit in a pocket like my phone (Galaxy Nexus), but still too limited and underpowered to really do anything that justifies carrying it. I'm not even sure where my iPad is right now. I don't think I've used it at all in the last 2 weeks. It's too heavy for me to even read in bed unless I'm propped up, which is not really comfortable for me. Aldiko on my phone is a fine e-book reader and I can hold it in my hand comfortably for hours.
I'm old enough to remember when the term "minicomputer" was used to describe a computer that fit in a single room. Our desktops were "microcomputers" and our phones and tablets were "science fiction".
