You mean it isn't meaningful to you if it resists your classification. An individual who formulates policy is positing politics even if they don't communicate their position. This can be as simple as deciding how to react the next time a situation repeats. The specific formulation isn't enough to suggest a trend that would let you pidgen-hole their politics, but it isn't without meaning (to the person whose policy it is.)
