Video game publisher Electronic Arts (EA) is actively seeking a potential buyer or merger. Apple has reportedly been in talks with the company about buying EA out according to Puck. Disney and Amazon have also been in talks about purchasing the video game company. 9to5Mac reports: The Redwood City-based firm has published hits like Apex Legends, Madden, and The Sims franchise. According to Puck, EA ideally would like a merger so Andrew Wilson can remain CEO of the combined company. [...] EA's roots actually go back to Apple. Back in 1982, Apple's then Director of Strategy and Marketing, Trip Hawkins, left the company to start EA. A buyout wouldn't be Apple's first venture into gaming, however. The Cupertino company unveiled its gaming service Apple Arcade back in 2019. Through Apple Arcade, users can play ad-free games on their iOS, macOS, and tvOS devices.

ICE 'Now Operates As a Domestic Surveillance Agency,' Think Tank Says (engadget.com) 76

Although it's supposed to be restricted by surveillance rules at local, state and federal levels, Immigration and Customs Enforcement (ICE) has built up a mass surveillance system that includes details on almost all US residents, according to a report from a major think tank. Engadget reports: Researchers from Georgetown Law's Center on Privacy and Technology said ICE "now operates as a domestic surveillance agency" and that it was able to bypass regulations in part by purchasing databases from private companies. "Since its founding in 2003, ICE has not only been building its own capacity to use surveillance to carry out deportations but has also played a key role in the federal government's larger push to amass as much information as possible about all of our lives," the report's authors state. "By reaching into the digital records of state and local governments and buying databases with billions of data points from private companies, ICE has created a surveillance infrastructure that enables it to pull detailed dossiers on nearly anyone, seemingly at any time."

The researchers spent two years looking into ICE to put together the extensive report, which is called "American Dragnet: Data-Driven Deportation in the 21st Century." They obtained information by filing hundreds of freedom of information requests and scouring more than 100,000 contracts and procurement records. The agency is said to be using data from the Department of Motor Vehicles and utility companies, along with the likes of call records, child welfare records, phone location data, healthcare records and social media posts. ICE is now said to hold driver's license data for 74 percent of adults and can track the movement of cars in cities that are home to 70 percent of the adult population in the US.

The study shows that ICE, which falls under the Department of Homeland Security, has already used facial recognition technology to search through driver's license photos of a third of adults in the US. In 2020, the agency signed a deal with Clearview AI to use that company's controversial technology. In addition, the report states that when 74 percent of adults hook up gas, electricity, phone or internet utilities in a new residence, ICE was able to automatically find out their updated address. The authors wrote that ICE is able to carry out these actions in secret and without warrants. Along with the data it acquired from other government departments, utilities, private companies and third-party data brokers, "the power of algorithmic tools for sorting, matching, searching and analysis has dramatically expanded the scope and regularity of ICE surveillance," the report states.
The agency spent around $2.8 billion on "new surveillance, data collection and data-sharing initiatives," according to the report. Approximately $569 million was spent on data analsys, including $186.6 million in contracts with Plantir Technologies.

"ICE also spent more than $1.3 billion on geolocation tech during that timeframe and $389 million on telecom interception, which includes tech that helps the agency track someone's phone calls, emails, social media activity and real-time internet use," adds Engadget.

And while it's undoubtedly true that life hasn't been particularly fruitful for the music player in a product lineup that includes various iPhones and iPads, the beloved music player has somehow managed to hang on. That is, until today.

Apple this morning announced that the iPod is dead. That is, as much as a particular gadget can ever be dead. Rather, it will shuffle off this mortal coil slowly, remaining for sale while supplies last. So if you were considering purchasing one for any reason, buy now or forever hold your peace. The iPod's death has been a protracted one. I can hear those "the iPod was still around?" posts clogging up the comments section as I type this. The iconic clickwheel model, which later gave rise to the Classic, was discontinued back in 2014. The Shuffle and Nano, meanwhile, were killed off three years later. Until today, the seventh-generation iPod Touch stubbornly clung to life, three years after its debut.

Millions of Russians are 'Tearing Holes in the Digital Iron Curtain' Using VPNs (msn.com) 96

After Russia invaded Ukraine in late February, "VPNs have been downloaded in Russia by the hundreds of thousands a day," reports the Washington Post, "a massive surge in demand that represents a direct challenge to President Vladimir Putin and his attempt to seal Russians off from the wider world.

"By protecting the locations and identities of users, VPNs are now granting millions of Russians access to blocked material...." Daily downloads in Russia of the 10 most popular VPNs jumped from below 15,000 just before the war to as many as 475,000 in March. As of this week, downloads were continuing at a rate of nearly 300,000 a day, according to data compiled for The Washington Post by the analytics firm Apptopia, which relies on information from apps, public data and an algorithm to come up with estimates. Russian clients typically download multiple VPNs, but the data suggests millions of new users per month. In early April, Russian telecom operator Yota reported that the number of VPN users was over 50 times as high as in January, according to the Tass state news service.

The Internet Protection Society, a digital rights group associated with jailed Russian opposition leader Alexei Navalny, launched its own VPN service last month and reached its limit of 300,000 users within 10 days, according to executive director Mikhail Klimarev. Based on internal surveys, he estimates that the number of VPN users in Russia has risen to roughly 30 percent of the 100 million Internet users in Russia. To combat Putin, "Ukraine needs Javelin and Russians need Internet," Klimarev said....

In the days before the war, and in the weeks since then, Russian authorities have also ratcheted up pressure on Google, asking the search engine to remove thousands of Internet sites associated with VPNs, according to the Lumen database, an archive of legal complaints related to Internet content. Google, which did not respond to a request for comment, still includes banned sites in search results.... Although downloading a VPN is technically easy, usually requiring only a few clicks, purchasing a paid VPN has become complicated in Russia, as Western sanctions have rendered Russian credit and debit cards nearly useless outside the country. That has forced many to resort to free VPNs, which can have spotty service and can sell information about users.

Vytautas Kaziukonis, chief executive of Surfshark — a Lithuania-based VPN that saw a 20-fold increase in Russian users in March — said some of those customers are now paying in cryptocurrencies or through people they know in third countries.

One 52-year-old told the Post that downloading a VPN "brought back memories of the 1980s in the Soviet Union, when he used a shortwave radio to hear forbidden news of dissident arrests on Radio Liberty, which is funded by the United States."

Amazon Kindle Book Purchases Are the Next Google Play Billing Casualty (arstechnica.com) 12

Following up on its earlier move to pull Audible audiobook purchases from its Play Store app, Amazon is also turning off Kindle digital book purchases on Android. Ars Technica reports: The Google Play purchasing crackdown is to blame, of course. Starting on June 1, Google will require all Play Store apps to use Google Play billing for digital purchases or face removal from the marketplace. Google Play billing technically has been in the rules for a while, but Google is ending a hands-off enforcement policy that effectively allowed companies to run their own billing systems. When you visit the Amazon app, you can still buy physical books, but digital purchases now show a "Why can't I buy on the app?" link instead of a purchase button. Amazon's link shows a popup that says, "To remain in compliance with the Google Play Store policies, you will no longer be able to buy new content from the app. You can build a reading list on the app and buy on [the] Amazon website from your browser."

Amazon Music purchases have also been shut down on the Google Play app. The move brings Amazon's Google Play app in line with the iOS app, which also doesn't allow digital purchases. On Android, Amazon is pushing users to the website, where they can still buy digital content or sign up for an unlimited subscription, which avoids the Play Store purchase lockdown. Google Play billing takes a percentage of in-app purchases (usually 30 percent, though media can be as low as 10 percent), and several big companies have responded to the rule change by removing purchases from their Android apps.

Spyware and Pegasus: How Democracies Spy on Their Citizens (newyorker.com) 55

Writing for the New Yorker, Ronan Farrow reports on Pegasus, "a spyware technology designed by NSO Group, an Israeli firm, which can extract the contents of a phone, giving access to its texts and photographs, or activate its camera and microphone to provide real-time surveillance — exposing, say, confidential meetings." Pegasus is useful for law enforcement seeking criminals, or for authoritarians looking to quash dissent.... In Catalonia, more than sixty phones — owned by Catalan politicians, lawyers, and activists in Spain and across Europe — have been targeted using Pegasus. This is the largest forensically documented cluster of such attacks and infections on record. Among the victims are three members of the European Parliament... Catalan politicians believe that the likely perpetrators of the hacking campaign are Spanish officials, and the Citizen Lab's analysis suggests that the Spanish government has used Pegasus....

In recent years, investigations by the Citizen Lab and Amnesty International have revealed the presence of Pegasus on the phones of politicians, activists, and dissidents under repressive regimes. An analysis by Forensic Architecture, a research group at the University of London, has linked Pegasus to three hundred acts of physical violence. It has been used to target members of Rwanda's opposition party and journalists exposing corruption in El Salvador. In Mexico, it appeared on the phones of several people close to the reporter Javier Valdez Cárdenas, who was murdered after investigating drug cartels. Around the time that Prince Mohammed bin Salman of Saudi Arabia approved the murder of the journalist Jamal Khashoggi, a longtime critic, Pegasus was allegedly used to monitor phones belonging to Khashoggi's associates, possibly facilitating the killing, in 2018. (Bin Salman has denied involvement, and NSO said, in a statement, "Our technology was not associated in any way with the heinous murder.") Further reporting through a collaboration of news outlets known as the Pegasus Project has reinforced the links between NSO Group and anti-democratic states.

But there is evidence that Pegasus is being used in at least forty-five countries, and it and similar tools have been purchased by law-enforcement agencies in the United States and across Europe. Cristin Flynn Goodwin, a Microsoft executive who has led the company's efforts to fight spyware, told me, "The big, dirty secret is that governments are buying this stuff — not just authoritarian governments but all types of governments...." "Almost all governments in Europe are using our tools," Shalev Hulio, NSO Group's C.E.O., told me. A former senior Israeli intelligence official added, "NSO has a monopoly in Europe." German, Polish, and Hungarian authorities have admitted to using Pegasus. Belgian law enforcement uses it, too, though it won't admit it.

Calling the spyware industry "largely unregulated and increasingly controversial," the article notes how it's now impacting major western democracies. "The Citizen Lab's researchers concluded that, on July 26 and 27, 2020, Pegasus was used to infect a device connected to the network at 10 Downing Street, the office of Boris Johnson, the Prime Minister of the United Kingdom.... The United States has been both a consumer and a victim of this techÂnology. Although the National Security Agency and the C.I.A. have their own surveillance technology, other government offices, including in the military and in the Department of Justice, have bought spyware from private companies, according to people involved in those transactions."

But are the company's fortunes faltering? The company has been valued at more than a billion dollars. But now it is contending with debt, battling an array of corporate backers, and, according to industry observers, faltering in its long-standing efforts to sell its products to U.S. law enforcement, in part through an American branch, Westbridge Technologies. It also faces numerous lawsuits in many countries, brought by Meta (formerly Facebook), by Apple, and by individuals who have been hacked by NSO....

In November, the [U.S.] Commerce Department added NSO Group, along with several other spyware makers, to a list of entities blocked from purchasing technology from American companies without a license. I was with Hulio in New York the next day. NSO could no longer legally buy Windows operating systems, iPhones, Amazon cloud servers — the kinds of products it uses to run its business and build its spyware.

Richard Stallman Speaks on Cryptocurrency, Blockchain, GNU Taler, and Encryption (libreplanet.org) 96

During a 92-minute presentation Wednesday on the state of the free software movement, Richard Stallman spoke at length on a wide variety of topics, including the need for freedom-respecting package systems.

But Stallman also shared his deepest thoughts on a topic dear to the hearts of Slashdot readers: privacy and currency: I won't order from online stores, because I can't pay them . For one thing, the payment services require running non-free JavaScript... [And] to pay remotely you've got to do it by credit card, and that's tracking people, and I want to resist tracking too.... This is a really serious problem for society, that you can't order things remotely anonymously.

But GNU Taler is part of the path to fixing that. You'll be able to get a Taler token from your bank, or a whole bunch of Taler tokens, and then you'll be able to use those to pay anonymously.

Then if the store can send the thing you bought to a delivery box in your neighborhood, the store doesn't ever have to know who you are.

But there's another issue Stallman touched on earlier in his talk: There is a proposed U.S. law called KOSA which would require mandatory age-verification of users -- which means mandatory identification of users, which is likely to mean via face recognition. And it would be in every commercial software application or electronic service that connects to the internet.... [It's] supposedly for protecting children. That's one of the favorite excuses for surveillance and repression: to protect the children. Whether it would actually protect anyone is dubious, but they hope that won't actually be checked.... You can always propose a completely useless method that will repress everyone....
So instead, Stallman suggests that age verification could be handled by.... GNU Taler: Suppose there's some sort of service which charges money, or even a tiny amount of money, and is only for people over 16, or people over 18 or whatever it is. Well, you could get from your bank a Taler token that says the person using this token is over 16. This bank has verified that.... So then the site only needs to insist on a 16-or-over Taler token, and your age is verified, but the site has no idea who you are.

Unfortunately that won't help if user-identifying age-tracking systems are legislated now. The code of Taler works, but it's still being integrated with a bank so that people could actually start to use it with real businesses.

Apple Faces Extra EU Antitrust Charge in Music Streaming Probe (reuters.com) 14

Apple faces an additional EU antitrust charge in the coming weeks in an investigation triggered by a complaint from Spotify, Reuters reported Monday, citing a person familiar with the matter said, a sign that EU enforcers are strengthening their case against the U.S. company. From a report: The European Commission last year accused the iPhone maker of distorting competition in the music streaming market via restrictive rules for its App Store that force developers to use its own in-app payment system and prevent them from informing users of other purchasing options. Such requirements have also come under scrutiny in countries including the United States and Britain. Extra charges set out in a so-called supplementary statement of objections are usually issued to companies when the EU competition enforcer has gathered new evidence or has modified some elements to boost its case.

To celebrate the opening, Tesla held an event, billed as a "Cyber Rodeo," to which it invited 15,000 people to listen to live music, eat food, and pay homage to Elon Musk and his company. "We are really entering a new phase of Tesla's future," Musk told the audience. Clad in a black cowboy hat and aviator sunglasses, Musk said he was excited to begin working on Cybertruck production at last. "I can't wait to see this baby in production, it's going to be epic."

Along with a new version of the Cybertruck, Musk also showed off a new Roadster vehicle, which is slated to begin production next year. He also teased a robotaxi he said would look "quite futuristic" but didn't elaborate or provide any details. It is the company's fourth factory in the US, following the vehicle factory in Fremont, California, battery factory in Sparks, Nevada, and solar factory in Buffalo, New York. Tesla also has a vehicle factory outside Shanghai, China, and recently opened its first European factory near Berlin, Germany. Tesla spent an estimated $5 million purchasing the land outside Austin, plus another $1.1 billion to build the plant. "We need a place where we can be really big, and there's no place like Texas," Musk said. "We going to move to a truly massive scale."

The Texas factory is expected to be the site where, starting in 2023, Tesla will make its long-delayed Cybertruck. Indications that the Cybertruck would be delayed first emerged last year, when the online reservation page was changed and then later withdrawn from the site. Musk had said that he expected a few trucks to be delivered to customers by the end of 2021, but no deliveries were ever made. The Cybertruck has already gone through some changes since its initial reveal in 2019 -- including the addition of a comically oversized single windshield wiper, traditional folding mirrors, and invisible door handles. In addition to the Cybertruck, Tesla also plans to build Model Ys and Model 3s destined for the East Coast, as well as the long-delayed Tesla Semi. Amazon Signs Multibillion-dollar Project Kuiper Launch Contracts (spacenews.com) 54

schwit1 shares a report from SpaceNews: In the largest commercial launch deal ever, Amazon is purchasing up to 83 launches from Arianespace, Blue Origin and United Launch Alliance to deploy most of its 3,236-satellite Project Kuiper broadband megaconstellation, contracts worth several billion dollars. Amazon announced April 5 the agreements to launch an unspecified number of satellites on Ariane 6, New Glenn and Vulcan Centaur rockets over five years. The launches are in addition to nine Atlas 5 launches it purchased from ULA a year ago. Amazon did not disclose financial terms but said it is spending billions of dollars on these contracts as part of the constellation's $10 billion overall cost.

Amazon is buying 38 Vulcan launches from ULA. The agreement includes additional investments in launch infrastructure to support a higher flight rate, such as a dedicated launch platform for Vulcan launches of Kuiper satellites. ULA will make its own investments to support processing two launch vehicles in parallel. "With a total of 47 launches between our Atlas and Vulcan vehicles, we are proud to launch the majority of this important constellation," Tory Bruno, chief executive of ULA, said in a company statement. "Amazon's investments in launch infrastructure and capability upgrades will benefit both commercial and government customers." The Arianespace deal includes 18 Ariane 6 launches, a contract that Stephane Israel, chief executive of Arianespace, described in a statement as the largest contract in his company's history. Blue Origin is selling 12 New Glenn launches with an option for 15 more. Notably absent is SpaceX, which in addition to its Falcon and Future Starship vehicles is developing its Starlink broadband constellation that will compete with Kuiper.

Google Play Crackdown Makes Amazon and Others Pull Digital Purchases (arstechnica.com) 39

The great Google Play billing crackdown is finally here. From a report: Developers selling digital goods inside their Android apps all need to switch to Google Play billing, or they will be locked out of the Play Store. This has technically always been the rule at Google Play, but it went mostly unenforced until Google gave developers a deadline of September 2021 to get on board. The company then delayed the transition by letting app developers request a six-month extension, which ran out on March 31. So it has been a few days now -- what's different?

The Verge reports that Amazon and Barnes & Noble are both complying with Google's rules. Amazon can sell whatever physical products it wants on its own billing system, but the company's Audible division sells digital purchases, which means it's Google Play or the highway. Amazon has responded by pulling digital book purchases from the Android Audible app. A new support page entry says, "Starting with the Audible for Google Play Android app version 3.23, purchasing titles with a debit or credit card in the app is no longer supported." While you can no longer make a la carte purchases, Amazon decided to let Audible subscriptions run through Google Play. Android app signups before April 1 go through Amazon, and after April 1, they'll need to go through Google.

Audi Owner Finds Basic HVAC Function Paywalled After Pressing the Button For It (thedrive.com) 173

The owner of an Audi Q4 E-Tron decided not to purchase the automaker's tri-zone climate control feature, yet still received a "Sync" button in their brand new battery-powered SUV. "Instead of just doing nothing [when it was pressed], or, you know, syncing the climate zones, it instead caused a message to pop up on the screen indicating that the function had not been purchased," reports The Drive. From the report: Audi U.S. and U.K. both offer tri-zone climate control on the base trim. However, some markets offer tri-zone climate control as an optional add-on. In Denmark, where this particular owner told us they're based, the add-on costs around $758 (5,114 Kroner). The owner acknowledged that they chose against purchasing it but didn't expect pressing the button to display a message.

Historically, cars with unpurchased features simply had those blank pieces of plastic in place of a button. They couldn't be pressed, and they didn't look too out of place as they mostly blended in with the interior. Audi's implementation here is kind of serving the same purpose, and while it sharpens up the appearance of the interior, it comes with a reminder that's a lot more in-your-face than a blank button that you simply can't press. "Blank buttons aren't rude," wrote the owner. "This one is reminding me that I'm cheap." Interestingly, the message doesn't feature any sort of prompt to purchase the function.

How 'Crazy Eddie' Electronics Chain Scammed America (thehustle.co) 68

In 1983 the annual revenue at the electronics chain Crazy Eddie was roughly $134 million (or about $372 million today), remembers The Hustle. The next year they'd sold $44 million just in computers and games — and eventually grew to 43 stores. The company's stock ticker symbol was CRZY.

"There was just one major problem," the article notes. "Crazy Eddie had been lying about its numbers since its inception — and the higher the stock soared the further founder Eddie Antar went to maintain the illusion."

It's a colorful story from the early days of home PC sales. Antar's uncle hid up to $3.5 million in cash in a false ceiling at Antar's father's house, according to The Hustle. "Eddie Antar kept close tabs, usually calling his uncle twice a day to see how much money they were skimming.... The skimming strategy allowed Antar to not only hoard cash but also evade sales taxes. His employees were also paid off the books so Crazy Eddie could avoid payroll taxes." "Money was always in the house," said Debbie Rosen Antar, Antar's first wife, to investigators in the late 1980s. "And if I needed it and I asked him, he would say, 'Go underneath the bed and take what you need....'"

Why would a company built on a family fraud go public? Somebody told Antar he could keep making millions skimming cash, but he could make tens of millions if the company traded on the stock market. Strangely, Crazy Eddie's fraudulent history gave it an advantage. To provide the illusion of quickly increasing profits ahead of the IPO, the Antars simply reduced the amount of cash they were skimming. With millions more on the ledger instead of in the family's pockets, the company's profits looked more impressive.

As a public company, Crazy Eddie then made up for its inability to skim cash by initiating new fraud streams.

- The company embellished its inventories by millions of dollars to appear better-stocked and better positioned for profits.

- The Antar family laundered profits it had previously skimmed — and deposited in foreign bank accounts — back into the company to inflate revenues....

In November 1987, a hostile investment group led by Houston entrepreneur Elias Zinn pounced, purchasing Crazy Eddie. As Antar's cousin later recounted, Antar thought the sale would at least give them an opportunity to pin the fraud on the new owners. Two disgruntled ex-employees then brought fraud allegations to America's stock-regulating agency, the article reports, while the FBI "started sniffing around, too." Crazy Eddie fled the country, using forged passports to escape to Tel Aviv, Zurich, São Paulo, and the Cayman Islands. But he was eventually arrested in Israel, sentenced to 12.5 years in prison, and ordered to repay investors $121 million (though he apparently served only seven).

How SoftBank's Costly Bet on the 'Internet of Things' Backfired at Arm (arstechnica.com) 35

As Masayoshi Son tried to persuade investors of the wisdom of purchasing one of the most successful chip companies in the world in 2016, the SoftBank chief had one clear message: "For the era of the 'Internet of things,' I think the champion will be Arm." But the concept of connecting billions of everyday and industrial devices to the Internet has been much slower than anticipated to materialize. From a report: Son's drive to capture the chip design market for the Internet of things (IoT) was the first bet he made on Arm that has not paid off. The second was a $66 billion sale of the company to Nvidia that unraveled last week. Arm remains the dominant player in designing chips for smartphones, still the most ubiquitous form of computing but a source of much slower growth in recent years. Ahead of an initial public offering that could come as soon as this year, the company is racing to solidify its position in new markets that it has underexploited to date, while trying to drive up profits to appeal to a new set of investors. Rene Haas, Arm's incoming chief executive, told the Financial Times that its products were now "far more competitive" in data centers and cars than when SoftBank bought the Cambridge-based company.

"Making trade-offs about where to invest, where not to invest...âthose are the trade-offs that public companies and even private companies have to do every day," he said. "The company is in great shape." When Son spearheaded the $31 billion purchase of Arm, he saw it as a wager on the future of the entire technology industry, which was crystallizing at that time around the IoT concept. He proceeded to push the executive team firmly on the course to designing chips for this future of machine connectivity. Five-and-a-half years later, it has become increasingly clear that the IoT gamble was a costly misadventure. Moreover, it distracted Arm from attacking Intel's dominance in the much larger data center market. As Son's vision collided with reality, SoftBank quietly revised its market calculations. A presentation from 2018 forecast that by 2026, the IoT controller market would be worth $24 billion, and the server market $22 billion. But, a similar presentation from 2020 predicted that by 2029, the IoT chip market would reach only $16 billion, while the server market -- of which Arm had so far only captured a 5 percent share -- would reach $32 billion. The Japanese technology group also revised down its estimate of the value of the IoT market, from $7 billion in 2017 to $4 billion in 2019.

theodp writes: Not sure if those seven years of Hour of Code Minecraft learn-to-code 'infomercials' did the trick, but the North Carolina Dept. of Public Instruction on Monday issued a press release announcing it's going all-in on Microsoft's idea of having kids learn to code by using Minecraft and will be bringing a Minecraft-based CS curriculum to the state's 340K middle schoolers. From the press release:

The N.C. Department of Public Instruction announced today a collaboration with Microsoft and [Dublin-headquartered] Prodigy Learning to bring the award winning ‘Coding in Minecraft’ credential program to all middle school students across the state over a three-year period. [...] The deployment of the program starts with providing access to up to 8,000 students and 200 educators during year one and exposure for every middle school student by year three. In all, the program has the potential to reach nearly 340,000 students and more than 14,000 educators.

"We are pleased to see that the North Carolina Department of Public Instruction and Prodigy Learning are building tailored experiences that can inspire students with the possibilities of computer science through Minecraft,” said Paige Johnson, vice president of Education Marketing at Microsoft. “North Carolina is harnessing the intrinsic engagement that happens when students play games to teach them the critical skills of computational thinking, coding and computer science. By combining the immersive Minecraft: Education Edition platform with critical curriculum, students will be better prepared for college and career."


According to the NC Interactive Purchasing System, bids received for solicitation number 40-PR11877808 — "to procure professional development services to support establishing a 'Coding in Minecraft' Curriculum for all middle school students in the State of North Carolina over a three (3) year period" — are still "under review."

How Apple's Privacy Push Cost Meta $10 Billion (economist.com) 78

An anonymous reader quotes a report from The Economist: Pop-up notifications are often annoying. For Meta, one in Apple's iOS operating system, which powers iPhones, is a particular headache. On February 2nd Meta, which owns Facebook and Instagram, told investors that privacy-focused changes to iOS, including the "ask app not to track" notification, would cost the company around $10 billion in 2022. That revelation, along with growing competition and sluggish growth in user numbers, helped to prompt a 23% plunge in Meta's share price and showed Apple's might. But what did Apple actually do, and why was it so costly?

The promise of digital advertising has always been its ability to precisely target people. Before the digital age, companies placed ads in places where they expected potential customers would see them, such as a newspaper, and hoped for the best. Online, companies could instead target ads based on people's browsing history and interests. This fueled the profits of companies like Meta, which held vast amounts of data on their users. For years, Apple helped by offering an "identifier for advertisers" (IDFA), giving advertisers a way to track people's behavior on its devices. Users have long been able to disable IDFA in their phones' settings. But last year, citing privacy concerns, Apple turned off IDFA by default and forced apps to ask people if they want to be tracked. It seems most do not: a study in December by AppsFlyer, an ad-tech company, suggested that 54% of Apple users who saw the prompt opted out.

This change has made digital advertising much trickier. Sheryl Sandberg, Meta's chief operating officer, told investors that the change decreased the accuracy of ad targeting and slowed the collection of data showing whether ads work. Both of these changes make "direct-response ads," which encourage consumers to take an action like clicking or purchasing, less appealing to advertisers. The financial impact on ad-sellers like Meta has been painful. The $10 billion hit estimated by Meta amounts to over 8% of its revenue in 2021. Snap, another social-media company, and Unity, a games engine which operates an ad network, also expect Apple's changes to hurt their businesses. Apple, meanwhile, is doing well: estimates suggest its own ad business has grown significantly since it introduced the app tracking pop-up. (A different pop-up, with a more persuasive sales pitch for opting-in to tracking, appears on Apple's own apps.)

EPA Objects To USPS Plan To Buy a New Gas-Powered Delivery Fleet (engadget.com) 184

According to The Washington Post, the EPA and White House Council on Environmental Quality have objected to the US Postal Service's proposal to mostly buy gas-powered next-gen delivery trucks in a project worth up to $11.3 billion. "The current strategy is a 'lost opportunity' to more drastically reduce the carbon footprint of one of the world's largest government fleets," reports Engadget, citing EPA associate policy administrator Vicki Arroyo. From the report: Only 10 percent of the USPS' new trucks would be electric under the existing proposal, and the overall effort would only improve the fleet's fuel economy by 0.4MPG. Postmaster General Louis DeJoy previously claimed the Postal Service couldn't afford more electric mail vehicles, and has argued his agency needs to focus on basic infrastructure improvements over technology. The USPS is required by law to be self-sufficient, and can't simply request government funds.

There may be an uphill battle to make any changes. DeJoy has staunchly refused to alter the purchasing plan, and the USPS rejected California officials' January 28th request for a public hearing on the plans. The service also largely ignored EPA advice when it created the analysis guiding its plan. The environmental regulator accused the USPS of using "biased" estimates that preferred gas-based trucks. The mail institution reportedly assumed battery and gas prices would remain static even decades later, and that the existing charging infrastructure wouldn't grow. It further overestimated the emissions from plug-in vehicles, according to the EPA.

The Postal Service might be forced to change regardless. The EPA has the option of referring its disagreements to the White House Council on Environmental Quality, which can mediate disputes like this. The letters gave the USPS a last chance to voluntarily rethink its proposal before the Council stepped in, sources for The Post claimed. Environmental groups are also likely to sue if the gas-centric plan moves ahead, and the law firm Earthjustice told The Post the USPS might lose when its proposal often lacks supporting evidence. You may well see a transition toward mail-carrying EVs, even if the transition is particularly messy.

Sony Group is purchasing Bungie, the U.S. video game developer behind the popular Destiny franchise, for $3.6 billion to bolster its stable of game-making studios. From a report: The deal announced on Monday is the third significant video-game acquisition announced this month, following Microsoft's purchase of Activision Blizzard for $69 billion two weeks ago and Take Two Interactive snagging mobile game leader Zynga on Jan. 10. Buying Bungie will give Sony one of the most popular first-person shooter games to compete with the massive Call of Duty series, which Sony's main rival now owns through Activision.
