US, UK, EU Sign 'Legally Binding' AI Treaty 51

The United States, United Kingdom and European Union have signed the first "legally binding" international AI treaty on Thursday, the Council of Europe human rights organization said. Called the AI Convention, the treaty promotes responsible innovation and addresses the risks AI may pose. Reuters reports: The AI Convention mainly focuses on the protection of human rights of people affected by AI systems and is separate from the EU AI Act, which entered into force last month. The EU's AI Act entails comprehensive regulations on the development, deployment, and use of AI systems within the EU internal market. The Council of Europe, founded in 1949, is an international organization distinct from the EU with a mandate to safeguard human rights; 46 countries are members, including all the 27 EU member states. An ad hoc committee in 2019 started examining the feasibility of an AI framework convention and a Committee on Artificial Intelligence was formed in 2022 which drafted and negotiated the text. The signatories can choose to adopt or maintain legislative, administrative or other measures to give effect to the provisions.

Francesca Fanucci, a legal expert at ECNL (European Center for Not-for-Profit Law Stichting) who contributed to the treaty's drafting process alongside other civil society groups, told Reuters the agreement had been "watered down" into a broad set of principles. "The formulation of principles and obligations in this convention is so overbroad and fraught with caveats that it raises serious questions about their legal certainty and effective enforceability," she said. Fanucci highlighted exemptions on AI systems used for national security purposes, and limited scrutiny of private companies versus the public sector, as flaws. "This double standard is disappointing," she added.

Visa Debuts New Product Designed To Make It Safer To Pay Directly From Bank Account (cnbc.com) 86

Visa said it plans to launch a dedicated service for bank transfers, skipping credit cards and the traditional direct debit process. From a report: Visa, which alongside Mastercard is one of the world's largest card networks, said Thursday it plans to launch a dedicated service for account-to-account (A2A) payments in Europe next year. Users will be able set up direct debits -- transactions that take funds directly from your bank account -- on merchants' e-commerce stores with just a few clicks. Visa said consumers will be able to monitor these payments more easily and raise any issues by clicking a button in their banking app, giving them a similar level of protection to when they use their cards.

The service should help people deal with problems like unauthorized auto-renewals of subscriptions, by making it easier for people to reverse direct debit transactions and get their money back, Visa said. It won't initially apply its A2A service to things like TV streaming services, gym memberships and food boxes, Visa added, but this is planned for the future. The product will initially launch in the U.K. in early 2025, with subsequent releases in the Nordic region and elsewhere in Europe later in 2025. [...] Static direct debits, for example, require advance notice of any changes to the amount taken, meaning you have to either cancel the direct debit and set up a new one or carry out a one-off transfer. With Visa A2A, consumers will be able to set up variable recurring payments (VRP), a new type of payment that allows people to make and manage recurring payments of varying amounts.

Intel's Money Woes Throw Biden Team's Chip Strategy Into Turmoil (bloomberg.com) 109

The Biden-Harris administration's big bet on Intel to lead a US chipmaking renaissance is in grave trouble as a result of the company's mounting financial struggles, creating a potentially damaging setback for the country's most ambitious industrial policy in decades. From a report: Five months after the president traveled to Arizona to unveil a potential $20 billion package of incentives alongside Chief Executive Officer Pat Gelsinger, there are growing questions around when -- or if -- Intel will get its hands on that money. Intel's woes also may jeopardize the government's ability to reach its policy goals, which include establishing a secure supply of cutting-edge chips for the Pentagon and making a fifth of the world's advanced processors by 2030.

Intel is mired in a sales slump worse than anticipated and hemorrhaging cash, forcing its board to consider increasingly drastic actions -- including possibly splitting off its manufacturing division or paring back global factory plans, Bloomberg reported last week. That threatens to further complicate its quest for government funding, at a time when Intel desperately needs the help. The Silicon Valley company is supposed to receive $8.5 billion in grants and $11 billion in loans from the 2022 Chips and Science Act, but only if the chipmaker meets key milestones -- and after significant due diligence. That process, which applies to all Chips Act winners, has been clear from the outset, and aims to ensure that companies only get taxpayer dollars once they've actually delivered on their promises. Intel, like other potential recipients, hasn't received any money yet.

Clearview AI Fined $33.7 Million Over 'Illegal Database' of Faces (apnews.com) 40

An anonymous reader quotes a report from the Associated Press: The Dutch data protection watchdog on Tuesday issued facial recognition startup Clearview AI with a fine of $33.7 million over its creation of what the agency called an "illegal database" of billion of photos of faces. The Netherlands' Data Protection Agency, or DPA, also warned Dutch companies that using Clearview's services is also banned. The data agency said that New York-based Clearview "has not objected to this decision and is therefore unable to appeal against the fine."

But in a statement emailed to The Associated Press, Clearview's chief legal officer, Jack Mulcaire, said that the decision is "unlawful, devoid of due process and is unenforceable." The Dutch agency said that building the database and insufficiently informing people whose images appear in the database amounted to serious breaches of the European Union's General Data Protection Regulation, or GDPR. "Facial recognition is a highly intrusive technology, that you cannot simply unleash on anyone in the world," DPA chairman Aleid Wolfsen said in a statement. "If there is a photo of you on the Internet -- and doesn't that apply to all of us? -- then you can end up in the database of Clearview and be tracked. This is not a doom scenario from a scary film. Nor is it something that could only be done in China," he said. DPA said that if Clearview doesn't halt the breaches of the regulation, it faces noncompliance penalties of up to $5.6 million on top of the fine.
Mulcaire said Clearview doesn't fall under EU data protection regulations. "Clearview AI does not have a place of business in the Netherlands or the EU, it does not have any customers in the Netherlands or the EU, and does not undertake any activities that would otherwise mean it is subject to the GDPR," he said.

How Do Gold Nuggets Form? Earthquakes May Be the Key (nationalgeographic.com) 44

Scientists have finally solved a long-standing mystery about the geologic process behind these large pieces of gold found in quartz rock. From a report: Gold has always been a hot commodity. But these days, finding a nugget isn't too tricky: Much of the world's gold is mined from natural veins of quartz, a glassy mineral that streaks through large chunks of Earth's squashed-up crust. But the geologic process that put gold nuggets there in the first place was a mystery. Now, a new study published today in Nature Geoscience has come up with a convincing, and surprising, answer: electricity, and earthquakes -- lots of them.

Those nuggets owe their existence to the strange electrical properties of common quartz. When squished or jiggled, the mineral generates electricity. That drags gold particles out of fluid in Earth's crust. The particles crystallize out as grains of gold -- and, over time, with enough electrical stimulation, those grains bloom into nuggets. "If you shake quartz, it makes electricity. If you make electricity, gold comes out," says Christopher Voisey, a geologist at Monash University in Australia and the lead author of the new paper. Earthquakes are the most likely natural source of that shaking, and the team's lab experiments show that earthquakes can make gold nuggets.

The idea that gold nuggets appear because of electricity instead of a more conventional geologic process is, at first, a peculiar thought. But "it makes complete sense," says Thomas Gernon, a geoscientist at the University of Southampton in England and who was not involved with the new work. Quartz veins host a disproportionate number of gold nuggets and their environments experience plenty of earthquakes.

schwit1 shares a report: If you are reading this and live in America, or used to live in America, or maybe just went to America one time many years ago, then you are almost certainly performing unpaid labor for the U.S. government and have been for years. How? By storing some of the billions of pennies the U.S. Mint makes every year that virtually no one uses.

Why are we still making tons (many thousands of tons) of pennies if no one uses them? That's a sensible question with a psychotic answer: We have to keep making all these pennies -- over $45 million worth last year -- because no one uses them. In fact, it could be very bad if we did.

When you insert a quarter into a soda machine, that quarter eventually finds its way back to a bank, from which it can be redistributed to a store's cash register and handed out as change -- maybe even to you, who can put it into a soda machine again and start the whole process over. That's beautiful. (Please be mindful of your soft drink consumption.)

But few of us ever spend pennies. We mostly just store them. The 1-cent coins are wherever you've left them: a glass jar, a winter purse, a RAV4 cup holder, a five-gallon water cooler dispenser, the couch. Many of them are simply on the ground. But take it from me, a former cashier: Cashiers don't have time to scrounge on the sidewalk every time they need to make change. That is where the Mint comes in. Every year it makes a few billion more pennies to replace the ones everyone is thoughtlessly, indefinitely storing and scatters them like kudzu seeds across the nation.

You -- a scientist of some kind, possibly -- might think an obvious solution now presents itself: Why not encourage people to use the pennies they have lying around instead of manufacturing new ones every year? We can't! Or, anyway, we'd better not. According to a Mint report, if even a modest share of our neglected pennies suddenly returned to circulation, the result would be a "logistically unmanageable" dilemma for Earth's wealthiest nation. As in, the penny tsunami could overwhelm government vaults.

That's not great, but at the end of the day we're talking only about pennies. How much could a penny cost to make? A penny? If only we lived in such a paradise. Unfortunately, one penny costs more than three pennies (3.07 cents at last count) to make and distribute! When I learned this, I lost my mind.

Apple AirTags Track 'Recycled' Plastic to Unprocessed Piles in an Open-Air Lot (tomshardware.com) 114

"Houston resident Brandy Deason put an Apple AirTag in her recycling to see where her plastic trash was going," writes Tom's Hardware.

"While many might expect the city would drop the recyclables off at a recycling center, Deason instead found her trash sitting in an open-air lot alongside millions of other pieces of trash at Wright Waste Management." Wright Waste Management did not allow CBS News to enter and inspect its premises. Still, the news team's drone camera discovered that all the trash picked up from the Houston Recycling Collaboration (HRC) was apparently just sitting there on its premises, stacked more than 10 feet high. This came as a shock, as the HRC was meant to revolutionize the city's recycling program, allowing it to process all kinds of plastic. Instead, we see all the collected waste sitting idle in open-air lots waiting for the right technology to appear.

That's because [Exxon-funded] Cyclix International, one of the partners in the HRC, has yet to open its massive factory to scale up its plastic recycling operation. The company said that it recycles all kinds of plastic and has even already set aside a sprawling space big enough to accommodate nine football fields. However, the current facility is just an empty husk without a single piece of machinery in sight.

Deason included 12 airtags in bags of recycling — and nine of them ended up at the HRC facility (with another one going to the local dump). In a video report, CBS News asked Deason what they thought about household recycling ended up in massive piles of plastic. "I thought it was kind of strange, because if you store plastic outside in the heat, it's a fire problem." In fact, that facility has already failed three fire-safety inspections by the county, according to CBS News. And while the facility has "applied" for approval to store plastic waste, that application has not yet been approved.

CBS asked a Cyclix project manager about the piles of unprocessed plastic sitting in the sun. "We need a huge supply of plastics to get ready for startup here," a spokesperson answered, "And we want to start that now in order to get ahead of it."

CBS's interviewer also raised another issue: the facility's plan is to recycle some of the plastic products into fuel. "So if you turn plastic waste into fuel that is then burned and creates greenhouse gas emissions, that's just another environmental problem."

Cyclix Project Manager: "Plastic waste is the challenge. So if we have the ability to take plastic waste and convert it to new products — that's what we're trying to do!"

CBS News points out that turning plastics into burn-able fuel is considered "recycling" by 25 states...

'My Fake Job In Y2K Preparedness' (nplusonemag.com) 114

Long-time Slashdot reader theodp writes: The Contingency Contingent, is Leigh Claire La Berge's amazing tale of what she calls her "fake job in Y2K preparedness." La Berge offers an insider's view of the madness that ensued when Y2K panic gave rise to seemingly-limitless spending at mega-corporations for massive enterprise-wide Y2K remediation projects led by management consulting firms that left clients with little to show for their money. (La Berge was an analyst for consulting firm Arthur Andersen, where "the Andersen position was that 'Y2K is a documentation problem, not a technology problem'.... At a certain point all that had happened yesterday was our documenting, so then we documented that. Then, exponentially, we had to document ourselves documenting our own documentation."). In what reads like the story treatment for an Office Space sequel, La Berge writes that it was a fake job "because Andersen was faking it."
From the article: The firm spent the late 1990s certifying fraudulent financial statements from Enron, the Texas-based energy company that made financial derivatives a household phrase, until that company went bankrupt in a cloud of scandal and suicide and Andersen was convicted of obstruction of justice, surrendered its accounting licenses, and shuttered. But that was later.

Finally, it was a fake job because the problem that the Conglomerate had hired Andersen to solve was not real, at least not in the sense that it needed to be solved or that Andersen could solve it. The problem was known variously as Y2K, or the Year 2000, or the Y2K Bug, and it prophesied that on January 1, 2000, computers the world over would be unable to process the thousandth-digit change from 19 to 20 as 1999 rolled into 2000 and would crash, taking with them whatever technology they were operating, from email to television to air-traffic control to, really, the entire technological infrastructure of global modernity. Hospitals might have emergency power generators to stave off the worst effects (unless the generators, too, succumbed to the Y2K Bug), but not advertising firms.

With a world-ending scenario on the horizon, employment standards were being relaxed. The end of the millennium had produced a tight labor market in knowledge workers, and new kinds of companies, called dot-coms, were angling to dominate the emergent world of e-commerce. Flush with cash, these companies were hoovering up any possessors of knowledge they could find. Friends from my gradeless college whose only experience in business had been parking-lot drug deals were talking stock options.

Looking back, the author remembers being "surprised by how quickly Y2K disappeared from office discourse as though censored..."

Was the Arrest of Telegram's CEO Inevitable? (platformer.news) 174

Casey Newton, former senior editor at the Verge, weighs in on Platformer about the arrest of Telegram CEO Pavel Durov.

"Fending off onerous speech regulations and overzealous prosecutors requires that platform builders act responsibly. Telegram never even pretended to." Officially, Telegram's terms of service prohibit users from posting illegal pornographic content or promotions of violence on public channels. But as the Stanford Internet Observatory noted last year in an analysis of how CSAM spreads online, these terms implicitly permit users who share CSAM in private channels as much as they want to. "There's illegal content on Telegram. How do I take it down?" asks a question on Telegram's FAQ page. The company declares that it will not intervene in any circumstances: "All Telegram chats and group chats are private amongst their participants," it states. "We do not process any requests related to them...."

Telegram can look at the contents of private messages, making it vulnerable to law enforcement requests for that data. Anticipating these requests, Telegram created a kind of jurisdictional obstacle course for law enforcement that (it says) none of them have successfully navigated so far. From the FAQ again:

To protect the data that is not covered by end-to-end encryption, Telegram uses a distributed infrastructure. Cloud chat data is stored in multiple data centers around the globe that are controlled by different legal entities spread across different jurisdictions. The relevant decryption keys are split into parts and are never kept in the same place as the data they protect. As a result, several court orders from different jurisdictions are required to force us to give up any data. [...] To this day, we have disclosed 0 bytes of user data to third parties, including governments.

As a result, investigation after investigation finds that Telegram is a significant vector for the spread of CSAM.... The company's refusal to answer almost any law enforcement request, no matter how dire, has enabled some truly vile behavior. "Telegram is another level," Brian Fishman, Meta's former anti-terrorism chief, wrote in a post on Threads. "It has been the key hub for ISIS for a decade. It tolerates CSAM. Its ignored reasonable [law enforcement] engagement for YEARS. It's not 'light' content moderation; it's a different approach entirely.

The article asks whether France's action "will embolden countries around the world to prosecute platform CEOs criminally for failing to turn over user data." On the other hand, Telegram really does seem to be actively enabling a staggering amount of abuse. And while it's disturbing to see state power used indiscriminately to snoop on private conversations, it's equally disturbing to see a private company declare itself to be above the law.

Given its behavior, a legal intervention into Telegram's business practices was inevitable. But the end of private conversation, and end-to-end encryption, need not be.

Does Dark Matter Come From Black Holes Formed Before the Big Bang? (livescience.com) 104

"The Big Bang may not have been the beginning of the universe," writes LiveScience, citing "a theory of cosmology that suggests the universe can 'bounce' between phases of contraction and expansion."

The recent study suggests that dark matter could be composed of black holes formed before the Big Bang, during a transition from the universe's last contraction to the current expansion phase... In the new study, researchers explored a scenario where dark matter consists of primordial black holes formed from density fluctuations that occurred during the universe's last contraction phase, not long before the period of expansion that we observe now. They published their findings in June in the Journal of Cosmology and Astroparticle Physics ... In this "bouncing" cosmology, the universe contracted to a size about 50 orders of magnitude smaller than it is today. After the rebound, photons and other particles were born, marking the Big Bang. Near the rebound, the matter density was so high that small black holes formed from quantum fluctuations in the matter's density, making them viable candidates for dark matter.

"Small primordial black holes can be produced during the very early stages of the universe, and if they are not too small, their decay due to Hawking radiation [a hypothetical phenomenon of black holes emitting particles due to quantum effects] will not be efficient enough to get rid of them, so they would still be around now," Patrick Peter, director of research at the French National Centre for Scientific Research (CNRS), who was not involved in the study, told Live Science in an email. "Weighing more or less the mass of an asteroid, they could contribute to dark matter, or even solve this issue altogether."

The scientists' calculations show that this universe mode's properties, such as the curvature of space and the microwave background, match current observations, supporting their hypothesis.

"If this hypothesis holds, the gravitational waves generated during the black hole formation process might be detectable by future gravitational wave observatories, providing a way to confirm this dark matter generation scenario..."

Tech Worker Builds Free AI-Powered Tool For Fighting US Health Insurance Denials (sfstandard.com) 52

The online news site San Francisco Standard profiles an open-source platform "that takes advantage of large language models to help users generate health insurance appeals with AI...

"A Fight Health Insurance user can scan their insurance denial, and the system will craft several appeal letters to choose from and modify." With the slogan "Make your health insurance company cry too," [San Francisco tech worker Holden Karau's site] makes filing appeals faster and easier. A recent study found that Affordable Care Act patients appeal only about 0.1% of rejected claims, and she hopes her platform will encourage more people to fight back...

The "dirty secret" of the insurance industry is that most denials can be successfully appealed, according to Dr. Harley Schultz, a patient advocate in the Bay Area. "Very few people know about the process, and even fewer take advantage of it, because it's rather cumbersome, arcane, and confusing, by design," he said. "But if you fight hard enough and long enough, most denials get overturned...."

While some doctors have turned to artificial intelligence themselves to fight claims, Karau's service puts the power in the hands of patients, who likely have more time and motivation to dedicate to their claims. "In an ideal world, we would have a different system, but we don't live in an ideal world, so what I'm shooting for here is incremental progress and making the world suck a little less," she said.

Karau estimates she's spent about $10,000 building the platform, according to the article, which adds that "it's free for users, though she might eventually charge for added services like faxing appeals."

Feds Bust Alaska Man With 10,000+ CSAM Images Despite His Many Encrypted Apps (arstechnica.com) 209

A recent indictment (PDF) of an Alaska man stands out due to the sophisticated use of multiple encrypted communication tools, privacy-focused apps, and dark web technology. "I've never seen anyone who, when arrested, had three Samsung Galaxy phones filled with 'tens of thousands of videos and images' depicting CSAM, all of it hidden behind a secrecy-focused, password-protected app called 'Calculator Photo Vault,'" writes Ars Technica's Nate Anderson. "Nor have I seen anyone arrested for CSAM having used all of the following: [Potato Chat, Enigma, nandbox, Telegram, TOR, Mega NZ, and web-based generative AI tools/chatbots]." An anonymous reader shares the report: According to the government, Seth Herrera not only used all of these tools to store and download CSAM, but he also created his own -- and in two disturbing varieties. First, he allegedly recorded nude minor children himself and later "zoomed in on and enhanced those images using AI-powered technology." Secondly, he took this imagery he had created and then "turned to AI chatbots to ensure these minor victims would be depicted as if they had engaged in the type of sexual contact he wanted to see." In other words, he created fake AI CSAM -- but using imagery of real kids.

The material was allegedly stored behind password protection on his phone(s) but also on Mega and on Telegram, where Herrera is said to have "created his own public Telegram group to store his CSAM." He also joined "multiple CSAM-related Enigma groups" and frequented dark websites with taglines like "The Only Child Porn Site you need!" Despite all the precautions, Herrera's home was searched and his phones were seized by Homeland Security Investigations; he was eventually arrested on August 23. In a court filing that day, a government attorney noted that Herrera "was arrested this morning with another smartphone -- the same make and model as one of his previously seized devices."

The government is cagey about how, exactly, this criminal activity was unearthed, noting only that Herrera "tried to access a link containing apparent CSAM." Presumably, this "apparent" CSAM was a government honeypot file or web-based redirect that logged the IP address and any other relevant information of anyone who clicked on it. In the end, given that fatal click, none of the "I'll hide it behind an encrypted app that looks like a calculator!" technical sophistication accomplished much. Forensic reviews of Herrera's three phones now form the primary basis for the charges against him, and Herrera himself allegedly "admitted to seeing CSAM online for the past year and a half" in an interview with the feds.

California Passes Bill Requiring Easier Data Sharing Opt Outs (therecord.media) 22

Most of the attention today has been focused on California's controversial "kill switch" AI safety bill, which passed the California State Assembly by a 45-11 vote. However, California legislators passed another tech bill this week which requires internet browsers and mobile operating systems to offer a simple tool for consumers to easily opt out of data sharing and selling for targeted advertising. Slashdot reader awwshit shares a report from The Record: The state's Senate passed the landmark legislation after the General Assembly approved it late Wednesday. The Senate then added amendments to the bill which now goes back to the Assembly for final sign off before it is sent to the governor's desk, a process Matt Schwartz, a policy analyst at Consumer Reports, called a "formality." California, long a bellwether for privacy regulation, now sets an example for other states which could offer the same protections and in doing so dramatically disrupt the online advertising ecosystem, according to Schwartz.

"If folks use it, [the new tool] could severely impact businesses that make their revenue from monetizing consumers' data," Schwartz said in an interview with Recorded Future News. "You could go from relatively small numbers of individuals taking advantage of this right now to potentially millions and that's going to have a big impact." As it stands, many Californians don't know they have the right to opt out because the option is invisible on their browsers, a fact which Schwartz said has "artificially suppressed" the existing regulation's intended effects. "It shouldn't be that hard to send the universal opt out signal," Schwartz added. "This will require [browsers and mobile operating systems] to make that setting easy to use and find."

Brain Scientists Finally Discover the Glue That Makes Memories Stick For a Lifetime (scientificamerican.com) 71

An anonymous reader quotes a report from Scientific American, written by science journalist Simon Makin: The persistence of memory is crucial to our sense of identity, and without it, there would be no learning, for us or any other animal. It's little wonder, then, that some researchers have called how the brain stores memories the most fundamental question in neuroscience. A milestone in the effort to answer this question came in the early 1970s, with the discovery of a phenomenon called long-term potentiation, or LTP. Scientists found that electrically stimulating a synapse that connects two neurons causes a long-lasting increase in how well that connection transmits signals. Scientists say simply that the "synaptic strength" has increased. This is widely believed to be the process underlying memory. Networks of neural connections of varying strengths are thought to be what memories are made of.

In the search for molecules that enable LTP, two main contenders emerged. One, called PKMzeta (protein kinase Mzeta), made a big splash when a 2006 study showed that blocking it erased memories for places in rats. If obstructing a molecule erases memories, researchers reasoned, that event must be essential to the process the brain uses to maintain memories. A flurry of research into the so-called memory molecule followed, and numerous experiments appeared to show that it was necessary and sufficient for maintaining numerous types of memory. The theory had a couple of holes, though. First, PKMzeta is short-lived. "Those proteins only last in synapses for a couple of hours, and in neurons, probably a couple of days," says Todd Sacktor, a neurologist at SUNY Downstate Health Sciences University, who was co-senior author of the 2006 study. "Yet our memories can last 90 years, so how do you explain this difference?" Second, PKMzeta is created in cells as needed, but then it has to find the right synapses. Each neuron has around 10,000 synapses, only a few percent of which are strengthened, says neuroscientist Andre Fenton, the other co-senior author of the 2006 study, who is now at New York University. The strengthening of some synapses and not others is how this mechanism stores information, but how PKMzeta molecules accomplish this was unknown.

A new study published in Science Advances by Sacktor, Fenton and their colleagues plugs these holes. The research suggests that PKMzeta works alongside another molecule, called KIBRA (kidney and brain expressed adaptor protein), which attaches to synapses activated during learning, effectively "tagging" them. KIBRA couples with PKMzeta, which then keeps the tagged synapses strengthened. Experiments show that blocking the interaction between these two molecules abolishes LTP in neurons and disrupts spatial memories in mice. Both molecules are short-lived, but their interaction persists. "It's not PKMzeta that's required for maintaining a memory, it's the continual interaction between PKMzeta and this targeting molecule, called KIBRA," Sacktor says. "If you block KIBRA from PKMzeta, you'll erase a memory that's a month old." The specific molecules will have been replaced many times during that month, he adds. But, once established, the interaction maintains memories over the long term as individual molecules are continually replenished. [...]
"What seems clear is that there is no single 'memory molecule,'" concludes Scientific American. "Regardless of any competing candidate, PKMzeta needs a second molecule to maintain long-term memories, and there is another that can substitute in a pinch."

"There are also some types of memory, such as the association of a location with fear, that do not depend on PKMzeta," the report adds. "Nobody knows what molecules are involved in those cases, and PKMzeta is clearly not the whole story."

'Uncertainty' Drives LinkedIn To Migrate From CentOS To Azure Linux (theregister.com) 79

The Register's Liam Proven reports: Microsoft's in-house professional networking site is moving to Microsoft's in-house Linux. This could mean that big changes are coming for the former CBL-Mariner distro. Ievgen Priadka's post on the LinkedIn Engineering blog, titled Navigating the transition: adopting Azure Linux as LinkedIn's operating system, is the visible sign of what we suspect has been a massive internal engineering effort. It describes some of the changes needed to migrate what the post calls "most of our fleet" from the end-of-life CentOS 7 to Microsoft Azure Linux -- the distro that grew out of and replaced its previous internal distro, CBL-Mariner.

This is an important stage in a long process. Microsoft acquired LinkedIn way back in 2016. Even so, as recently as the end of last year, we reported that a move to Azure had been abandoned, which came a few months after it laid off almost 700 LinkedIn staff -- the majority in R&D. The blog post is over 3,500 words long, so there's quite a lot to chew on -- and we're certain that this has been passed through and approved by numerous marketing and management people and scoured of any potentially embarrassing admissions. Some interesting nuggets remain, though. We enjoyed the modest comment that: "However, with the shift to CentOS Stream, users felt uncertain about the project's direction and the timeline for updates. This uncertainty created some concerns about the reliability and support of CentOS as an operating system." [...]

There are some interesting technical details in the post too. It seems LinkedIn is running on XFS -- also the RHEL default file system, of course -- with the notable exception of Hadoop, and so the Azure Linux team had to add XFS support. Some CentOS and actual RHEL is still used in there somewhere. That fits perfectly with using any of the RHELatives. However, the post also mentions that the team developed a tool to aid with deploying via MaaS, which it explicitly defines as Metal as a Service. MaaS is a Canonical service, although it does support other distros -- so as well as CentOS, there may have been some Ubuntu in the LinkedIn stack as well. Some details hint at what we suspect were probably major deployment headaches. [...] Some of the other information covers things the teams did not do, which is equally informative. [...]

Major players are rapidly deploying AI "copilots" to handle tasks like summarizing customer interactions and providing real-time assistance to human agents, Bloomberg reports. Industry experts estimate up to 300,000 business process outsourcing (BPO) jobs could be lost to AI in the next five years, according to outsourcing advisory firm Avasant.

However, the firm also projects AI could create 100,000 new roles in areas like algorithm training and data curation. The BPO sector is crucial to the Philippine economy as the largest source of private-sector employment. The government has established an AI research center and launched training initiatives to boost workers' skills.

Microsoft has retracted or clarified its statement regarding the deprecation of Windows Control Panel, according to changes made to a support document. The original text, which stated that the Control Panel was "in the process of being deprecated in favor of the Settings app," has been revised. The new version now indicates that "many of the settings in Control Panel are in the process of being migrated to the Settings app." This modification came after widespread media coverage of the initial announcement. It remains unclear whether this change reflects a shift in Microsoft's plans or a correction of an erroneous statement.

A Revolutionary Quantum Compass Could Soon Make GPS-Free Navigation a Reality (scitechdaily.com) 73

America's Department of Energy has three R&D labs, according to Wikipedia, one of which is Sandia National Labs. And that New Mexico-based lab has just announced that "A milestone in quantum sensing is drawing closer, promising exquisitely accurate, GPS-free navigation." with research into "a motion sensor so precise it could minimize the nation's reliance on global positioning satellites." Until recently, such a sensor — a thousand times more sensitive than today's navigation-grade devices — would have filled a moving truck. But advancements are dramatically shrinking the size and cost of this technology. For the first time, researchers from Sandia National Laboratories have used silicon photonic microchip components to perform a quantum sensing technique called atom interferometry, an ultra-precise way of measuring acceleration. It is the latest milestone toward developing a kind of quantum compass for navigation when GPS signals are unavailable. The team published its findings and introduced a new high-performance silicon photonic modulator — a device that controls light on a microchip — as the cover story in the journal Science Advances... The new modulator is the centerpiece of a laser system on a microchip. Rugged enough to handle heavy vibrations, it would replace a conventional laser system typically the size of a refrigerator...

Besides size, cost has been a major obstacle to deploying quantum navigation devices. Every atom interferometer needs a laser system, and laser systems need modulators. "Just one full-size single-sideband modulator, a commercially available one, is more than $10,000," said Sandia scientist Jongmin Lee. Miniaturizing bulky, expensive components into silicon photonic chips helps drive down these costs. "We can make hundreds of modulators on a single 8-inch wafer and even more on a 12-inch wafer," Kodigala said. And since they can be manufactured using the same process as virtually all computer chips, "This sophisticated four-channel component, including additional custom features, can be mass-produced at a much lower cost compared to today's commercial alternatives, enabling the production of quantum inertial measurement units at a reduced cost," Lee said.

As the technology gets closer to field deployment, the team is exploring other uses beyond navigation. Researchers are investigating whether it could help locate underground cavities and resources by detecting the tiny changes these make to Earth's gravitational force. They also see potential for the optical components they invented, including the modulator, in LIDAR, quantum computing, and optical communications.

Can We Fight Climate Change By Bioengineering a Better Cow? (msn.com) 113

One of Slashdot's most-visited stories of all time was the 2016 story asking: Can Cow Backpacks Reduce Global Methane Emissions? "Enteric fermentation," or livestock's digestive process, accounts for 22 percent of all U.S. methane emissions, and the manure they produce makes up eight percent more, according to the U.S. Environmental Protection Agency... Methane, like carbon, is a greenhouse gas, but methane's global warming impact per molecule is 25 times greater than carbon's, according to the EPA.
Cow methane still "heats the Earth more than every flight across the world combined," the Washington Post added today, reporting on a new $30 million genetic engineering experiment undertaken by the Innovative Genomics Institute and the University of California at Davis.

Its mission: to transform a cow's gut so it no longer releases methane. Using tools that snip and transfer DNA, researchers plan to genetically engineer microbes in the cow stomach to eliminate those emissions. If they succeed, they could wipe out the world's largest human-made source of methane and help change the trajectory of planetary warming... The average cow produces around 220 pounds of methane per year, or around half the emissions of an average car; cows are currently responsible for around 4 percent of global warming, according to the Food and Agriculture Organization...

Scientists envision a kind of probiotic pill, given to the cow at birth, that can transform its microbiome permanently...

The current project doesn't target only a particular cow species — it takes aim at the microbiome itself, offering a solution that could apply to all of them. Brad Ringeisen, executive director at the genomics institute, cut his teeth running biotechnology at the U.S. defense research agency DARPA, which helped pioneer transformative innovations including the internet, miniaturized GPS, stealth aircraft and the computer mouse. "I'm taking the DARPA mentality here," he said. "Let's solve it for all cows, not just a fraction of the cows." ...]

"There's no reason a cow has to produce methane," Ringeisen said. So what if scientists could just ... turn it off?

"I personally think this is the one that can make the biggest impact in the world," Ringeisen said. "Say you could wave a magic wand and eliminate all those emissions."

The article says that currently the scientists are feeding red-seaweed oil to a cow to measure the changes, to prepare for their final goal: "replicate those changes with gene editing." (They're using machine learning to reassemble the hundreds of pieces of each miccroorganism's DNA, so they can understand which changes they need to make with their early-intervention probiotic.) Such a probiotic could also improve a farm's productivity. Cows can lose up to 12 percent of their energy through burping up methane; other ruminants, like sheep and goats, also lose energy in this way. "If there is a way to redirect that hydrogen and convert it into milk, meat, wool — it would be much more accepted by farmers," said Ermias Kebreab [a professor of animal science at UC-Davis].

Early treatments will be tested on the cows at Davis, with researchers tracking their burps to evaluate the drop-off in methane emissions. There is still a long way to go. While scientists have proved that they can gene-edit microbes, researchers have so far only shown that they can edit a small fraction of the microbes in the cow gut — or the human gut, for that matter. Institute researchers are developing microbial gene-editing tools, even as they are mapping the species of the microbiome. They are building the plane while flying it.

The teams have received enough funding for seven years of research. The project started last year, and they hope to have a trial treatment ready for testing in cows in the next two years.
