In an exclusive report via Gizmodo, Ryan F. Mandelbaum discusses the hype surrounding "lab-grown" meat: Some folks have big plans for your future. They want you -- a burger-eatin', chicken-finger-dippin' American -- to buy their burgers and nuggets grown from stem cells. One day, meat eaters and vegans might even share their hypothetical burger. That burger will be delicious, environmentally friendly, and be indistinguishable from a regular burger. And they assure you the meat will be real meat, just not ground from slaughtered animals. That future is on the minds of a cadre of Silicon Valley startup founders and at least one nonprofit in the world of cultured meat. Some are sure it will heal the environmental woes caused by American agriculture while protecting the welfare of farm animals. But these future foods' promises are hypothetical, with many claims based on a futurist optimism in line with Silicon Valley's startup culture. Cultured meat is still in its research and development phase and must overcome massive hurdles before hitting market. A consumer-ready product does not yet exist and its progress is heavily shrouded by intellectual property claims and sensationalist press. Today, cultured meat is a lot of hype and no consumer product.

"Much of what happens in the world of cultured meat is done for the sake of PR," Ben Wurgaft, an MIT-based post-doctoral researcher writing a book on cultured meat, told Gizmodo. Wurgaft finds it hard to believe many predictions about cultured meat's future, including the promise of an FDA-approved consumer product within a year. The truth is that only a few successful prototypes have yet been shown to the public, including a NASA-funded goldfish-based protein in the early 2000s, and a steak grown from frog cells in 2003 for an art exhibit. More have come recently: Mark Post unveiled a $330,000 cultured burger in 2013, startup Memphis Meats has produced cultured meatballs and poultry last and this year, and Hampton Creek plans to have a product reveal dinner by the end of the year.

An anonymous reader quotes a report from Reuters: Mazda Motor Corp said it would become the world's first automaker to commercialize a much more efficient petrol engine using technology that deep-pocketed rivals have been trying to engineer for decades, a twist in an industry increasingly going electric. The new compression ignition engine is 20 percent to 30 percent more fuel efficient than the Japanese automaker's current engines and uses a technology that has eluded the likes of Daimler AG and General Motors Co. Mazda, with a research and development (R&D) budget a fraction of those of major peers, said it plans to sell cars with the new engine from 2019. A homogeneous charge compression ignition (HCCI) engine ignites petrol through compression, eliminating spark plugs. Its fuel economy potentially matches that of a diesel engine without high emissions of nitrogen oxides or sooty particulates. Mazda's engine employs spark plugs under certain conditions, such as at low temperatures, to overcome technical hurdles that have hampered commercialization of the technology.

Japan's SoftBank is buying robotics group Boston Dynamics -- the makers of the bipedal Atlas, the jumping Sand Flea and the animal-like BigDog, Spot and Wildcat robots -- from Alphabet, more than a year after Google's parent put the unit up for sale. From a report: Google acquired Boston Dynamics in 2013 under the leadership of Andy Rubin, the co-inventor of Android, who was leading a wave of acquisitions of robotics companies under the search giant. Boston Dynamics' robots routinely make headlines, including a high-profile demo at this year's TED conference. The company, led by CEO Marc Raibert, has made a robotic cheetah that can run 28 miles per hour, a robotic dog that it recently used to deliver packages to doorsteps in Boston, and most recently a massive legged and wheeled robot that can clear hurdles and walk down stairs. The firm has been hailed by other roboticists for its ability to blend hardware and artificial intelligence to make machines capable of dynamic, agile movements. Its most recent wheeled robot, Handle, can manipulate objects that are comparable to its own weight, and its four-legged, animal-like robots can maneuver over different types of terrain.

From a report: Kaspersky sent a formal complaint to European Union and German antitrust regulators, saying "hurdles" created by Microsoft limit consumer choice and drive up the cost of security software. "With the release of Windows 10, Microsoft started to create obstacles to competing manufacturers of security solutions, and introduce different ways of pushing users to forgo third-party software in favor of its own Windows Defender," Moscow-based Kaspersky said in a statement. In a statement, Eugene Kaspersky said, "We see clearly -- and are ready to prove -- that Microsoft uses its dominant position in the computer operating system (OS) market to fiercely promote its own -- inferior -- security software (Windows Defender) at the expense of users' previously self-chosen security solution. Such promotion is conducted using questionable methods, and we want to bring these methods to the attention of the anti-competition authorities."

Half of U.K. employees said creaking computers were "restrictive and limiting," and 38 percent said modern technology would make them more motivated, according to the survey, commissioned by electronics company Sharp. His new company, Neuralink, will reportedly build delicate brain implants called "neural lace" to help people with neuropsychiatric disorders and to give healthy people strange new mental abilities. But the news announcements about the company contained scant details about what kind of hardware Neuralink might actually build, and what engineering challenges the company will have to overcome in pursuit of miniaturized and safe brain implants. Here, five neuroscience experts describe those challenges, and give hints on what to expect from Musk's neural dust. One of the neuroscientists is Mary Lou Jepsen, founder of the Openwater startup, which is looking for ways to develop a noninvasive BCI for imaging and telepathy. Jepsen was also "an engineering executive at Facebook working on its Oculus virtual reality gear; before that she spent three years at Google X, running advanced projects on display technology," reports IEEE Spectrum. She says that Neuralink will likely face many medical hurdles, even if their process doesn't require splitting open patients' skulls. "The approach as I understand it (not much is published) involves implanting silicon particles (so called "neural lace") into the bloodstream. One concern is that implanting anything in the body can cause unintended consequences," says Jepsen. "For example, even red blood cells can clog capillaries in the brain when the red blood cells are made more stiff by diseases like malaria. This clogging can reduce or even cut off the flow of oxygen to the parts of the brain. Indeed, clogging of cerebral capillaries has been shown to be a major cause of Alzheimer's progression. Back to neural lace: One concern I would have is whether the silicon particles could lead to any clogging."

Alexa and Google Assistant Have a Problem: People Aren't Sticking With Voice Apps They Try (recode.net) 210

Amazon Echo and Google Home were the breakaway hits of the holiday shopping season. But both devices -- and the voice technologies that power them -- have some major hurdles to overcome if they want to keep both consumers and software developers engaged. From a report on Recode: That's one of the big takeaways from a new report that an industry startup, VoiceLabs, released on Monday. For starters, 69 percent of the 7,000-plus Alexa "Skills" -- voice apps, if you will -- have zero or one customer review, signaling low usage. What's more, when developers for Alexa and its competitor, Google Assistant, do get someone to enable a voice app, there's only a 3 percent chance, on average, that the person will be an active user by week 2, according to the report. (There are outliers that have week 2 retention rates of more than 20 percent.) For comparison's sake, Android and iOS apps have average retention rates of 13 percent and 11 percent, respectively, one week after first use. "There are lots of [voice] apps out there, but they are zombie apps," VoiceLabs co-founder Adam Marchick said in an interview.

TechCrunch is reporting that "Singhal will be heading up the Maps and Marketplace departments at Uber, while also advising CEO Travis Kalanick and Uber VP of Engineering and Otto co-founder Anthony Levandowski on their efforts to build out the company's self-driving technology." From the report: The last time we in tech news circles heard from Singhal, he was saying goodbye after a 15-year career at Google, in a farewell letter that felt a lot like a retirement announcement. Singhal wrote that he was leaving to "see what kind of impact [he could] make philanthropically" and to"spend more time with [his] family," in an effort to "define [his] next fifteen years." Now, a little under a year later, Singhal is back in an executive role -- this time at a much younger company, but still at one of the most influential technology firms in the world. So how did Singhal get from there to here? Well, for starters, Singhal did throw himself into philanthropic pursuits, focusing on the Singhal Foundation established by him and his wife Shipa, which aims to deliver access to high quality education for kids who normally wouldn't be able to attend top schools, and which began with a focus on the city of Jodhpur, in India. Singhal met Travis Kalanick through a mutual friend, which sparked a series of conversations between the search expert and the famous founder about Uber, its goals and its technical challenges. The combination of the scope of both Uber's potential impact, and the extent of the engineering hurdles it faces in achieving its aims were what drew Singhal in; he is, after all, a true engineer at heart, and mountainous technical challenges attract skilled engineers like nothing else. "This company is not only doing things that are amazing, this company also has some of the toughest computer science challenges that I have seen in my career of 25 years," Singhal told me. "Those computer science challenges for a computer science geek are just intriguing -- you give a geek a puzzle, they can't drop it; they need to solve the puzzle. That's how it felt to me."

And that's just for the first 118 miles through the Central Valley, which was supposed to be the easiest part of the route between Los Angeles and San Francisco. A confidential Federal Railroad Administration risk analysis, obtained by the Times, projects that building bridges, viaducts, trenches and track from Merced to Shafter, just north of Bakersfield, could cost $9.5 billion to $10 billion, compared with the original budget of $6.4 billion.

The federal document outlines far-reaching management problems: significant delays in environmental planning, lags in processing invoices for federal grants and continuing failures to acquire needed property. The California High-Speed Rail Authority originally anticipated completing the Central Valley track by this year, but the federal risk analysis estimates that that won't happen until 2024, placing the project seven years behind schedule.

The whole project is expected to cost more than $68 billion.

AT&T and Comcast Helped Elected Official Write Plan To Stall Google Fiber (arstechnica.com) 84

An anonymous reader quotes a report from Ars Technica: As the Nashville Metro Council prepares for a final vote to give Google Fiber faster access to utility poles, one council member is sponsoring an alternative plan that comes from ATT and Comcast. The council has tentatively approved a One Touch Make Ready (OTMR) ordinance that would let a single company -- Google Fiber in this case -- make all of the necessary wire adjustments on utility poles itself. Ordinarily, Google Fiber must wait for incumbent providers like ATT and Comcast to send construction crews to move their own wires, requiring multiple visits and delaying Google Fiber's broadband deployment. The pro-Google Fiber ordinance was approved in a 32-7 preliminary vote, but one of the dissenters asked ATT and Comcast to put forth a competing proposal before a final vote is taken. The new proposal from council member Sheri Weiner "call[s] for Google, ATT, Comcast and Nashville Electric Service to create a system that improves the current process for making utility poles ready for new cables," The Tennessean reported last week. "Weiner said ATT and Comcast helped draft the resolution she proposes." Weiner told Ars that she asked ATT and Comcast to propose a resolution. "I told them that I would file a resolution if they had something that made sense and wasn't as drastic as OTMR," Weiner told Ars in an e-mail today, when we asked her what role ATT and Comcast played in drafting the resolution. Weiner said she is insisting on some changes to the resolution, but the proposal (full text) was submitted without those changes. When asked why she didn't put her suggested changes in the version of the resolution published on the council website, Weiner said, "I had them [ATT and Comcast] submit it for me as I was out of town all last week on business (my day job)." Weiner said an edited resolution will be considered by the council during its next meeting. Weiner's plan could stall the OTMR ordinance and -- though it might improve Google Fiber's current situation -- would not provide the quick access to poles sought by Google Fiber and most council members. However, Weiner said she is willing to support OTMR later on if her proposal doesn't result in significant improvements.

MIT Inches Closer To ARC Reactor Despite Losing Federal Funding (computerworld.com) 182

Lucas123 writes: Experimenting with a fusion device over the past 20 years has edged MIT researchers to their final goal, creating a small and relatively inexpensive ARC reactor, three of which would produce enough energy to power a city the size of Boston. The lessons already learned from MIT's even current Alcator C-Mod fusion device — with a plasma radius of just 0.68 meters — have enabled researchers to publish a paper on a prototype ARC that would be the world's smallest fusion reactor but with the greatest magnetic force and energy output for its size. The ARC would require 50MW to run while putting out about 200MW of electricity to the grid. Key to MIT's ARC reactor would be the use of a "high-temperature" rare-earth barium copper oxide (REBCO) superconducting tape for its magnetic coils, which only need to be cooled to 100 Kelvin, which enables the use of abundant liquid nitrogen as a cooling agent. Other fusion reactors' superconducting coils must be cooled to 4 degrees Kelvin. While there remain hurdles to overcome, such as sustaining the fusion reaction long enough to achieve a net power return, building the ARC would only take 4 to 5 years and cost about $5 billion, compared to the International Thermonuclear Experimental Reactor (ITER), the world's largest tokamak fusion reactor due to go online and begin producing energy in 2027.

New York's 11-mile East Side Access tunnel project is 14 years late and about 2.5x its original budget. If California's 72 miles of tunnels (twin tunnels of 36 miles) go like New York's, that would be over US$160B spent, with an opening date sometime in the 2030s. A bill that would require nearly all children in California to be vaccinated by eliminating "personal belief" exemptions advanced through the State Legislature on Wednesday, though it still has several hurdles to clear. If approved, California would become one of only three states that require all parents to vaccinate their children as a condition of going to school, unless there is a medical reason not to do so. Under the bill, introduced after a measles outbreak that began at Disneyland, parents who refuse vaccines for philosophical or religious reasons would have to educate their children at home. The legislation prompted a roiling debate in Sacramento, and last week hundreds of people protested at the Capitol, arguing that it infringed on their rights and that it would unfairly shut their children out of schools. Last Wednesday, the legislation stalled in the Senate Education Committee as lawmakers said they were concerned that too many students would be forced into home schooling. This Wednesday, however, the bill passed that committee after its authors tweaked it, adding amendments that would expand the definition of home schooling to allow multiple families to join together to teach their children or participate in independent study programs run by public school systems.

Surgeon: First Human Head Transplant May Be Just Two Years Away 210

HughPickens.com (3830033) writes "Michelle Star writes at C/net that Surgeon Sergio Canavero, director of the Turin Advanced Neuromodulation Group in Italy, believes he has developed a technique to remove the head from a non-functioning body and transplant it onto the healthy body. According to Canavero's paper published in Surgical Neurology International, first, both the transplant head and the donor body need to be cooled in order to slow cell death. Then, the neck of both would be cut and the major blood vessels linked with tubes. Finally, the spinal cords would be severed, with as clean a cut as possible. Joining the spinal cords, with the tightly packed nerves inside, is key. The plan involves flushing the area with polyethylene glycol, followed by several hours of injections of the same, a chemical that encourages the fat in cell membranes to mesh. The blood vessels, muscles and skin would then be sutured and the patient would be induced into a coma for several weeks to keep them from moving around; meanwhile, electrodes would stimulate the spine with electricity in an attempt to strengthen the new nerve connections.

Head transplants has been tried before. In 1970, Robert White led a team at Case Western Reserve University in Cleveland, US, that tried to transplant the head of one monkey on to the body of another. The surgeons stopped short of a full spinal cord transfer, so the monkey could not move its body. Despite Canavero's enthusiasm, many surgeons and neuroscientists believe massive technical hurdles push full body transplants into the distant future. The starkest problem is that no one knows how to reconnect spinal nerves and make them work again. "This is such an overwhelming project, the possibility of it happening is very unlikely," says Harry Goldsmith."

Soon the medical technique could be applied to virtual reality and entertainment. Neuroscientist Jeffrey Zacks writes, "it's quite likely that some kind of electromagnetic brain stimulation for entertainment will become practical in the not-too-distant future." Imagine an interactive movie where special effects are enhanced by zapping parts of the brain from outside to make the action more vivid. Before brain stimulation makes it to the masses, however, it has plenty of technical and safety hurdles to overcome.
