The Fed Had Already Spotted Big Problems at SVB Before Its Collapse (smh.com.au) 150

And starting in 2021 — long before the run on Silicon Valley Bank — the Federal Reserve had "repeatedly warned the bank that it had problems," reports the New York Times: In 2021, a Fed review of the growing bank found serious weaknesses in how it was handling key risks. Supervisors at the Federal Reserve Bank of San Francisco, which oversaw Silicon Valley Bank, issued six citations. Those warnings, known as "matters requiring attention" and "matters requiring immediate attention," flagged that the firm was doing a bad job of ensuring that it would have enough easy-to-tap cash on hand in the event of trouble.

But the bank did not fix its vulnerabilities. By July 2022, Silicon Valley Bank was in a full supervisory review — getting a more careful look — and was ultimately rated deficient for governance and controls. It was placed under a set of restrictions that prevented it from growing through acquisitions. Last autumn, staff members from the San Francisco Fed met with senior leaders at the firm to talk about their ability to gain access to enough cash in a crisis and possible exposure to losses as interest rates rose.

It became clear to the Fed that the firm was using bad models to determine how its business would fare as the central bank raised rates: Its leaders were assuming that higher interest revenue would substantially help their financial situation as rates went up, but that was out of step with reality. y early 2023, Silicon Valley Bank was in what the Fed calls a "horizontal review," an assessment meant to gauge the strength of risk management. That checkup identified additional deficiencies — but at that point, the bank's days were numbered. In early March, it faced a run and failed within a matter of days....

The picture that is emerging is one of a bank whose leaders failed to plan for a realistic future and neglected looming financial and operational problems, even as they were raised by Fed supervisors. For instance, according to a person familiar with the matter, executives at the firm were told of cybersecurity problems both by internal employees and by the Fed — but ignored the concerns.

The Federal Reserve Bank system has 12 distircts, and the one overseeing California had a board of directors which included SVB's CEO Greg Becker, the article points out. "While board members do not play a role in bank supervision, the optics of the situation are bad."

'Codon' Compiles Python to Native Machine Code That's Even Faster Than C (mit.edu) 124

Codon is a new "high-performance Python compiler that compiles Python code to native machine code without any runtime overhead," according to its README file on GitHub. Typical speedups over Python are on the order of 10-100x or more, on a single thread. Codon's performance is typically on par with (and sometimes better than) that of C/C++. Unlike Python, Codon supports native multithreading, which can lead to speedups many times higher still.
Its development team includes researchers from MIT's Computer Science and Artificial Intelligence lab, according to this announcement from MIT shared by long-time Slashdot reader Futurepower(R): The compiler lets developers create new domain-specific languages (DSLs) within Python — which is typically orders of magnitude slower than languages like C or C++ — while still getting the performance benefits of those other languages. "We realized that people don't necessarily want to learn a new language, or a new tool, especially those who are nontechnical. So we thought, let's take Python syntax, semantics, and libraries and incorporate them into a new system built from the ground up," says Ariya Shajii SM '18, PhD '21, lead author on a new paper about the team's new system, Codon. "The user simply writes Python like they're used to, without having to worry about data types or performance, which we handle automatically — and the result is that their code runs 10 to 100 times faster than regular Python. Codon is already being used commercially in fields like quantitative finance, bioinformatics, and deep learning."

The team put Codon through some rigorous testing, and it punched above its weight. Specifically, they took roughly 10 commonly used genomics applications written in Python and compiled them using Codon, and achieved five to 10 times speedups over the original hand-optimized implementations.... The Codon platform also has a parallel backend that lets users write Python code that can be explicitly compiled for GPUs or multiple cores, tasks which have traditionally required low-level programming expertise.... Part of the innovation with Codon is that the tool does type checking before running the program. That lets the compiler convert the code to native machine code, which avoids all of the overhead that Python has in dealing with data types at runtime.

"Python is the language of choice for domain experts that are not programming experts. If they write a program that gets popular, and many people start using it and run larger and larger datasets, then the lack of performance of Python becomes a critical barrier to success," says Saman Amarasinghe, MIT professor of electrical engineering and computer science and CSAIL principal investigator. "Instead of needing to rewrite the program using a C-implemented library like NumPy or totally rewrite in a language like C, Codon can use the same Python implementation and give the same performance you'll get by rewriting in C. Thus, I believe Codon is the easiest path forward for successful Python applications that have hit a limit due to lack of performance."

The other piece of the puzzle is the optimizations in the compiler. Working with the genomics plugin, for example, will perform its own set of optimizations that are specific to that computing domain, which involves working with genomic sequences and other biological data, for example. The result is an executable file that runs at the speed of C or C++, or even faster once domain-specific optimizations are applied.

China Sets Up New Bureau To Mine Data For Economic Growth (technologyreview.com) 14

An anonymous reader quotes a report from MIT Technology Review: China's annual, week-long parliamentary meeting just ended on Monday. Apart from confirming President Xi Jinping for a historic third term and appointing a new batch of other top leaders, the government also approved a restructuring plan for national ministries, as it typically does every five years. Among all the changes, there's one that the tech world is avidly watching: the creation of a new regulatory body named the National Data Administration. According to official documents, the NDA will be in charge of "advancing the development of data-related fundamental institutions, coordinating the integration, sharing, development and application of data resources, and pushing forward the planning and building of a Digital China, the digital economy and a digital society, among others." In plain words, the NDA will help build smart cities in China, digitize government services, improve internet infrastructure, and make government agencies share data with each other.

The big question mark is how much regulatory authority it will exert. At the moment, many different governmental groups in China have a hand in data regulation (last year, one political representative counted 15), and there is no government body that has an explicit mission to protect data privacy. The closest the country has is the Cyberspace Administration of China, which was originally created to police online content and promote party propaganda. "It makes sense to set something [like NDA] up, given how important data is," says Jamie Horsley, a senior fellow at the Paul Tsai China Center at Yale Law School, who studies regulatory reforms in China. "But the problem anytime you try to streamline government is that you realize every issue impacts other issues. It's very hard to just carve out something that's only going to be regulated by this one entity." For now, it seems this new department is part of an ongoing effort by the Chinese government to drum up a "digital economy" around collecting, sharing, and trading data.

In fact, the new national administration greatly resembles the Big Data Bureaus that Chinese provinces have been setting up since 2014. These local bureaus have built data centers across China and set up data exchanges that can trade data sets like stocks. The content of the data is as varied as cell phone locations and results from remote sensing of the ocean floor. The bureaus have even embraced and invested in the questionable concept of the metaverse. Those bureaus tend to view data as a promising economic resource rather than a Pandora's box full of privacy concerns. Now, these local experiments are being integrated and elevated to a national-level agency. And that explains why the new NDA is set up under China's National Development and Reform Commission, an office mostly responsible for drawing broad economic blueprints for the country. We may not get clarity on NDA's full scope of authority until the summer, when its organizational structure, personnel, and regulatory responsibilities are expected to be put down in writing. But analysts think that it's not likely to replace the Cyberspace Administration of China, which has risen up in recent years to become the "super regulator" of the tech industry.

Marvel Wants Reddit To Expose Mods Suspected of Ant-Man 3 Leak (gizmodo.com) 35

Last Friday, a Marvel Studios affiliate filed DMCA subpoena applications to compel Reddit and Google to expose the leakers. One named user account is shared among the subreddit's moderator team. Court documents indicate the plan is to force Reddit to expose them all. [...]

When information about the script/subtitle file was posted on Reddit mid-January, leak-loving Marvel fans were both excited and impressed. "Yeah this is some next level leak" and "This legit might be the biggest leak in this subs history" set the tone, but the fun didn't last. A moderator of the subreddit commented that since the information was receiving copyright notices, any "future sharing of the material will result in a ban." The thread is still live today and there's no doubt that Marvel is aware of it.

The DMCA subpoena application specifically mentions the thread alongside an email from Reddit's legal team, which had previously agreed to take the infringing content down. In common with the takedown notice sent to Google, the allegedly infringing content may have been deleted before Reddit could remove it. There's no mention of a copyright complaint, instead the post notes, "Sorry, this post was deleted by the person who originally posted it." At this point concern shifts to the rest of the thread, which talks about the document hosted by Google and how the mod team "took the google doc down" to ensure that existing links to the file would no longer lead to it. As a result, Marvel now wants Reddit to hand over "All Identifying Information for the user 'u/MSSmods'," which throws another unpredictable element into the mix.

TikTok Whistleblower Tells Congress Data Protections Don't Stop Chinese Access (gizmodo.com) 48

An anonymous reader quotes a report from Gizmodo: A former TikTok employee turned whistleblower has reportedly met with multiple U.S. senators expressing concerns TikTok's plan to secure U.S. user data won't go far enough to stop possible Chinese espionage. The whistleblower told The Washington Post in an interview that the company's policy plan, dubbed Project Texas, doesn't go far enough and that properly ensuring U.S. data is secured from Chinese employees requires nothing short of a "complete re-engineering" of the way the app works. Those allegations come just days after another whistleblower raised concerns regarding TikTok's U.S. user controls. Combined, the comments could fan the flames for what looks like growing bipartisan support for a full-on nationwide TikTok ban.

The former TikTok employee turned whistleblower told the Post he worked at the company for around six months ending in early 2022 as a risk manager and head of a unit in TikTok's Safety Operations team. Part of that job, he claims, put him in charge of knowing which employees had access to certain tools and user data. He claims he was fired after speaking up about his data privacy concerns. Though he left TikTok prior to its finalization of the so-called Project Texas policy, he maintains he saw enough evidence to suggest the guardrails put in place to placate U.S. regulators fearful of Chinese employees viewing U.S. user data were insufficient. The whistleblower has reportedly already met with staffers from Iowa Sen. Chuck Grassley and Virginia Sen. Mark Warner's offices.

Specifically, the whistleblower shared a snippet of code with the Post which they say shows TikTok's code connecting with Toutiao, a Chinese news app also run by TikTok's parent company, ByteDance. The whistleblower alleges that connection could let Chinese employees intercept and potentially view U.S. user data. Gizmodo could not independently confirm those claims. The whistleblower, meanwhile reportedly did not advocate for an outright nationwide ban. Instead, he said the problems could be solved but would require further steps than what is included in the Project Texas proposal.
Another alleged whistleblower came forward just days before the Post interview, alleging TikTok's access controls on U.S. data were "superficial" at best. "TikTok and ByteDance employees, he alleged, possess the ability to 'switch between Chinese and U.S. data with nothing more than the click of a button,'" reports Gizmodo.

The whistleblower alleged in a letter sent to ByteDance by Republican Missouri Rep. Josh Hawley: "I have seen first-hand China-based engineers flipping over to non-China datasets and creating scheduled tasks to backup, aggregate, and analyze data. TikTok and ByteDance are functionally the same company."

Scientist Finds Rare Jurassic Era Bug At Arkansas Walmart, Kills It and Puts It On a Pin (cbsnews.com) 41

Longtime Slashdot reader theshowmecanuck shares a report from CBS News: A 2012 trip to a Fayetteville, Arkansas, Walmart to pick up some milk turned out to be one for the history books. A giant bug that stopped a scientist in his tracks as he walked into the store and he ended up taking home turned out to be a rare Jurassic-era flying insect. Michael Skvarla, director of Penn State University's Insect Identification Lab, found the mysterious bug -- an experience that he says he remembers "vividly."

"I was walking into Walmart to get milk and I saw this huge insect on the side of the building," he said in a press release from Penn State. "I thought it looked interesting, so I put it in my hand and did the rest of my shopping with it between my fingers. I got home, mounted it, and promptly forgot about it for almost a decade."

[I]n the fall of 2020 when he was teaching an online course on insect biodiversity and evolution, Skvarla was showing students the bug and suddenly realized it wasn't what he originally thought. He and his students then figured out what it might be -- live on a Zoom call. "We were watching what Dr. Skvarla saw under his microscope and he's talking about the features and then just kinda stops," one of his students Codey Mathis said. "We all realized together that the insect was not what it was labeled and was in fact a super-rare giant lacewing." A clear indicator of this identification was the bug's wingspan. It was about 50 millimeters -- nearly 2 inches -- a span that the team said made it clear the insect was not an antlion.
His team's molecular analysis on the bug has been published in the Proceedings of the Entomological Society of Washington.

Meta's AR/VR Hardware Roadmap For the Next Four Years (theverge.com) 29

An anonymous reader quotes a report from The Verge's Alex Heath: Meta plans to release its first pair of smart glasses with a display in 2025 alongside a neural interface smartwatch designed to control them, The Verge has learned. Meanwhile, its first pair of full-fledged AR glasses, which CEO Mark Zuckerberg has predicted will eventually be as widely used as mobile phones, is planned for 2027. The details were shared with thousands of employees in Meta's Reality Labs division on Tuesday during a roadmap presentation of its AR and VR efforts that was shared with The Verge. Altogether, they show how Meta is planning to keep investing in consumer hardware after a series of setbacks and broader cost cutting across the company.

With regards to the VR roadmap, employees were told that Meta's flagship Quest 3 headset coming later this year will be two times thinner, at least twice as powerful, and cost slightly more than the $400 Quest 2. Like the recently announced Quest Pro, it will prominently feature mixed reality experiences that don't fully immerse the wearer, thanks to front-facing cameras that pass through video of the real world. [...] There will be 41 new apps and games shipping for the Quest 3, including new mixed reality experiences to take advantage of the updated hardware, Rabkin said. In 2024, he said that Meta plans to ship a more "accessible" headset codenamed Ventura. "The goal for this headset is very simple: pack the biggest punch we can at the most attractive price point in the VR consumer market."

During Tuesday's roadmap presentation, Alex Himel, the company's vice president for AR, laid out the plan for a bevy of devices through 2027. The first launch will come this fall with the second generation of Meta's camera-equipped smart glasses it released in 2021 with Luxottica, the parent company of Ray-Ban. In 2025, Himel said the third generation of the smart glasses will ship with a display that he called a "viewfinder" for viewing incoming text messages, scanning QR codes, and translating text from another language in real time. The glasses will come with a "neural interface" band that allows the wearer to control the glasses through hand movements, such as swiping fingers on an imaginary D-pad. Eventually, he said the band will let the wearer use a virtual keyboard and type at the same words per minute as what mobile phones allow.
While Meta halted development of its smartwatch with dual cameras,Himel said that the company is still working on another smartwatch to accompany its 2025 glasses. "We don't want people to have to choose between an input device on their wrist and smartwatch functionality that they've come to love," he said. "So we are building a neural interfaces watch. Number one, this device will do input: input to control your glasses, input to control the functionality on your wrist, and input to control the world around you."

The Verge's Alex Heath adds: "Meta's first true pair of AR glasses, which the company has been internally developing for 8 years under the codename Orion, are more technically advanced, expensive, and designed to project high-quality holograms of avatars onto the real world." These glasses will "won't be released to the public until 2027," but an "internal launch" for employees will begin in 2024.

As for advertising, Meta is planning to utilize its existing business model for these future devices. "We should be able to run a very good ads business," he said. "I think it's easy to imagine how ads would show up in space when you have AR glasses on. Our ability to track conversions, which is where there has been a lot of focus as a company, should also be close to 100 percent."

"If we're hitting anything near projections, it will be a tremendous business," he said. "A business unlike anything we've seen on mobile phones before."

Lenovo's Rollable Laptop and Smartphone Are a Compelling, Unfinished Pitch For the Future (theverge.com) 16

At Mobile World Congress in Barcelona, Lenovo demoed a laptop and smartphone with rollable screens that "can gradually expand to offer more screen real-estate, rather than needing to be completely unfolded like books," writes Jon Porter from The Verge. These are early proof of concept devices that don't have any public release dates as of yet. From the report: Before we get into the concept laptop's signature feature, it's worth pointing out just how unassuming the device looks before its screen unrolls. Lenovo had the device sitting alongside its other laptops in a conference suite, and not a single one of the dozen-or-so journalists in attendance clocked that it was anything other than a standard ThinkPad. In its unextended form, it's got a regular looking 12.7-inch display with a 4:3 aspect ratio. That all changes with a flip of a small switch on the right of the chassis, at which point you can hear some motors whirring and the screen extends upwards. That switch causes a couple of motors in the laptop to spring into action, pulling the screen out from underneath the laptop's keyboard to hoist it up more or less vertically in front of you. It's an admittedly slow process on this concept device (from our footage it seems to take a little over ten seconds to fully extend) but eventually you're left with an almost square 15.3-inch display with an 8:9 aspect ratio. The device brings to mind LG's fancy (and eye-wateringly expensive) rollable TV that's designed to roll away when you're not using it. Only in Lenovo's case the screen is rolling down into the laptop's keyboard rather than a small box, and it also can't roll away entirely. Once fully extended, Lenovo's laptop screen has a small crease where its screen originally bent underneath the keyboard. But again -- it's a prototype.

Lenovo's other rollable device it's demoing at MWC is a Motorola smartphone. We've seen numerous companies including Samsung Display, Oppo, TCL, and even LG (RIP) show off rollable concept devices in various stages of development over the years, but we're yet to see the technology break through in a consumer device. Like a foldable, the idea is that a rollable smartphone can be small when you need it to be portable, and big when you need more screen to get the job at hand done. Lenovo's phone -- which it's calling the Motorola rollable smartphone concept -- is all about taking a small square of a display and making it longer. It's almost like a foldable flip phone, but without a secondary cover display because it's the same screen the entire time. When all neatly rolled up, Lenovo's Motorola rollable offers a 5-inch display with a 15:9 aspect ratio. Then, with a small double tap of a side button, the screen unfurls to give you a remarkably tall 6.5-inch display with a 22:9 aspect ratio. [...]
"In 2019, it seemed like foldable phones were about to become the next big thing in the world of smartphones," writes Porter, in closing. "But four years later, it feels like we're still waiting for this future to become a mainstream reality. Lenovo would be the first to admit that its rollable concept devices are far from ready for prime time, but they offer a compelling argument for an alternative, rollable future."

'Dow Said it Recycled Our Shoes - But Instead They Went to an Indonesian Flea Market' (reuters.com) 152

Reuters reports that U.S. petrochemicals giant Dow and the Singapore government "said they were transforming old sneakers into playgrounds and running tracks.

"Reuters put that promise to the test by planting hidden trackers inside 11 pairs of donated shoes. Most got exported instead." At a rundown market on the Indonesian island of Batam, a small location tracker was beeping from the back of a crumbling second-hand shoe store. A Reuters reporter followed the high-pitched ping to a mound of old sneakers and began digging through the pile.

There they were: a pair of blue Nike running shoes with a tracking device hidden in one of the soles.

These familiar shoes had traveled by land, then sea and crossed an international border to end up in this heap. They weren't supposed to be here.

Five months earlier, in July 2022, Reuters had given the shoes to a recycling program spearheaded by the Singapore government and U.S. petrochemicals giant Dow Inc. In media releases and a promotional video posted online, that effort promised to harvest the rubberized soles and midsoles of donated shoes, then grind down the material for use in building new playgrounds and running tracks in Singapore....

None of the 11 pairs of footwear donated by Reuters were turned into exercise paths or kids' parks in Singapore.

Instead, nearly all the tagged shoes ended up in the hands of Yok Impex Pte Ltd, a Singaporean second-hand goods exporter, according to the trackers and that exporter's logistics manager. The manager said his firm had been hired by a waste management company involved in the recycling program to retrieve shoes from the donation bins for delivery to that company's local warehouse.

But that's not what happened to the shoes donated by Reuters. Ten pairs moved first from the donation bins to the exporter's facility, then on to neighboring Indonesia, in some cases traveling hundreds of miles to different corners of the vast archipelago, the location trackers showed....

The findings come as environmental groups say chemical companies like Dow are making exaggerated or false claims about recycling in order to burnish their green credentials, and to undermine proposed regulations to rein in the soaring production of plastics used in single-use packaging and fast fashion.

Dow says it will remove Yok Impex from its project next week, according to the article. But it also adds that Dow "did not explain why a used-clothing exporter had been involved" in its recycling program," and Dow and its partners "did not explain what procedures were in place to ensure that donated shoes weren't exported, diverted for resale or pilfered from bins."

Dharmesh Shah, a policy advisor for a nonprofit working on waste pollution, tells Reuters that when vendors ultimately receive the non-recycled shoes, "a very small percentage is actually reusable. It just gets burned in open dumps or goes into rivers or in landfills."

Windows 11 Slapping a Watermark on 'Unsupported' PCs (gizmodo.com) 184

An anonymous reader shares a report: Did you force your PC to install Windows 11 despite it not meeting the official requirements? Microsoft might start nagging you for doing that -- or at least reminding you that what you've done is against the intended use of its operating system. The January 2023 Windows 11 update is pestering folks who forced the update on their PCs with a persistent watermark on the desktop warning that system requirements haven't been met. The story is circulating among Windows blogs, though I found a couple of instances of folks complaining about the watermark on the official Microsoft support forums.

The watermark says "system requirements not met" and is emblazoned on the desktop's lower right hand corner if the operating system notices that it's running on hardware that doesn't meet the minimum requirements. It's possible the culprit is the dedicated security processor, or TPM 2.0 (Trusted Platform Module) chip, used by services like BitLocker and Windows Hello. Microsoft requires this module before upgrading. It's why many PCs were rendered un-upgradeable when Windows 11 was announced. Most new CPUs and motherboards have capability for it built into them, but the feature wasn't a guaranteed inclusion prior to the Windows 11 launch.

MIT Team Makes a Case For Direct Carbon Capture From Seawater, Not Air 131

The oceans soak up enormous quantities of carbon dioxide, and MIT researchers say they've developed a way of releasing and capturing it that uses far less energy than direct air capture -- with some other environmental benefits to boot. New Atlas reports: According to IEA figures from 2022, even the more efficient air capture technologies require about 6.6 gigajoules of energy, or 1.83 megawatt-hours per ton of carbon dioxide captured. Most of that energy isn't used to directly separate the CO2 from the air, it's in heat energy to keep the absorbers at operating temperatures, or electrical energy used to compress large amounts of air to the point where the capture operation can be done efficiently. But either way, the costs are out of control, with 2030 price estimates per ton ranging between US$300-$1,000. According to Statista, there's not a nation on Earth currently willing to tax carbon emitters even half of the lower estimate; first-placed Uruguay taxes it at US$137/ton. Direct air capture is not going to work as a business unless its costs come way down.

It turns out there's another option: seawater. As atmospheric carbon concentrations rise, carbon dioxide begins to dissolve into seawater. The ocean currently soaks up some 30-40% of all humanity's annual carbon emissions, and maintains a constant free exchange with the air. Suck the carbon out of the seawater, and it'll suck more out of the air to re-balance the concentrations. Best of all, the concentration of carbon dioxide in seawater is more than 100 times greater than in air. Previous research teams have managed to release CO2 from seawater and capture it, but their methods have required expensive membranes and a constant supply of chemicals to keep the reactions going. MIT's team, on the other hand, has announced the successful testing of a system that uses neither, and requires vastly less energy than air capture methods.

In the new system, seawater is passed through two chambers. The first uses reactive electrodes to release protons into the seawater, which acidifies the water, turning dissolved inorganic bicarbonates into carbon dioxide gas, which bubbles out and is collected using a vacuum. Then the water's pushed through to a second set of cells with a reversed voltage, calling those protons back in and turning the acidic water back to alkaline before releasing it back into the sea. Periodically, when the active electrode is depleted of protons, the polarity of the voltage is reversed, and the same reaction continues with water flowing in the opposite direction. In a new study published in the peer-reviewed journal Energy & Environmental Science, the team says its technique requires an energy input of 122 kJ/mol, equating by our math to 0.77 mWh per ton. And the team is confident it can do even better: "Though our base energy consumption of 122 kJ/mol-CO2 is a record-low," reads the study, "it may still be substantially decreased towards the thermodynamic limit of 32 kJ/mol-CO2."

The number of islands in Japan is expected to more than double after 7,000 new islands it didn't know existed were discovered. Well, kind of. From a report: The nation currently comprises 6,852 islands, but that figure dates back to a 1987 study conducted by the Japan Coast Guard. During a December 2021 parliamentary session, a lawmaker argued the data was old and the true figure could be vastly different. "An accurate understanding of the number of islands is an important administrative matter that is related to the national interest," the legislator said, according to Kyodo News. During the 1987 study, officials listed -- by hand -- islands with a circumference of at least 100 meters. They used basic technology that often misidentified groups of small islands as one island.

They also left out thousands of islands, many of which were within lakes or rivers. They didn't include river sandbanks either, which the United Nations Convention on the Law of the Sea now recognizes as islands. Plus, volcanic activity has led to the creation of more islands since the study over 35 years ago. Now, with the recount, that figure is expected to rise to 14,125 islands, a source familiar with the matter told Kyodo News.

Tencent is abandoning plans to venture into virtual reality hardware, as a sobering economic outlook prompts the Chinese tech giant to cut costs and headcount at its metaverse unit, Reuters reported Friday, citing three sources familiar with the matter. From the report: The world's largest video game publisher had ambitious plans to build both virtual reality software and hardware at an "extended reality" XR unit it launched in June last year, for which it hired nearly 300 people. It had come up with a concept for a ring-like hand-held game controller, but difficulties in achieving quick profitability and the large investment needed to produce a competitive product were among factors that prompted a shift away from that strategy, two of the sources said. One of the sources said the XR project was not expected to become profitable until 2027, according to an internal forecast. The second source said the unit also had a lack of promising games and non-gaming applications.

Today, KDE Community announced release of KDE Plasma 5.27, a Long Term Support (LTS) release and the final release in the Plasma 5 series which is based on Qt 5.

This release brings a welcome wizard, which will guide you through setting up the desktop, and a new tiling system for KWin window manager, allowing you to set up custom tile layouts and resize adjacent tiled windows simultaneously. The settings for touch-enabled devices such as touchscreens and drawing tablets have been improved and expanded. For those lucky owners of Valve's Steam Deck gaming console, Discover can now perform system updates from within the desktop. Digital Clock desktop widget can now show the Hebrew calendar in its calendar view, and the Media Player widget is now touch-sensitive. The Bluetooth widget shows the battery status of connected devices when you hover the cursor over it. Those of you who use multiple monitors should benefit greatly from a major overhaul of how Plasma handles them. KDE Plasma now comes with Flatpak permissions settings integrated into the System Settings app.

Arkansas Proposes Requiring ID To Watch Porn Online (vice.com) 210

A new bill advancing through the Arkansas legislature aims to make it harder for people to access porn sites. From a report: Senate Bill 66, the Protection of Minors from Distribution of Harmful Material Act, would require anyone in Arkansas to provide a "digitized identification card" before viewing a site that contains more than 33.33 percent of "harmful material." That arbitrarily-defined number, and the language of the bill itself, is a copycat of a recently-enacted law in Louisiana that blocks people from seeing porn if they don't hand over official identification. SB66 was filed in the Arkansas Senate in January, and passed to the House on February 1.

Americans Are Ready To Test Embryos For Future College Chances, Survey Shows (technologyreview.com) 188

An anonymous reader quotes a report from MIT Technology Review: Imagine that you were provided no-cost fertility treatment and also offered a free DNA test to gauge which of those little IVF embryos floating in a dish stood the best chance of getting into a top college someday. Would you have the test performed? If you said yes, you're among about 40% percent of Americans who told pollsters they'd be more likely than not to test and pick IVF embryos for intellectual aptitude, despite hand-wringing by ethicists and gene scientists who think it's a bad idea. The opinion survey, published in the journal Science, was carried out by economists and other researchers who say surprisingly strong support for the embryo tests means the US might need to hurry up and set policies for the technology.

The new poll compared people's willingness to advance their children's prospects in three ways: using SAT prep courses, embryo tests, and gene editing on embryos. It found some support even for the most radical option, genetic modification of children, which is prohibited in the US and many other countries. About 28% of those polled said they'd probably do that if it was safe. The authors of the new poll are wrestling with the consequences of information that they helped discover via a series of ever larger studies to locate genetic causes of human social and cognitive traits, including sexual orientation and intelligence. That includes a report published last year on how the DNA differences among more than 3 million people related to how far they'd gone in school, a life result that is correlated with a person's intelligence.

The result of such research is a so-called "polygenic score," or a genetic test that can predict from genes whether -- among other things -- someone is going to be more or less likely to attend college. Of course, environmental factors matter plenty, and DNA is not destiny. Yet the gene tests are surprisingly predictive. In their poll, the researchers told people to assume that around 3% of kids will go to a top-100 college. By picking the one of 10 IVF embryos with the highest gene score, parents would increase that chance to 5% for their kid. It's tempting to dismiss the advantage gained as negligible, but "assuming they are right," Carmi says, it's actually "a very large relative increase" in the chance of going to such a school for the offspring in question -- about 67%.
"The current poll found only 6% of people are morally opposed to IVF today, only about 17% have strong moral qualms about testing embryos, and 38% would probably do to boost education prospects if given the opportunity," adds the report.

Bob Iger Announces 7,000 Layoffs As Disney+ Loses Subscribers (latimes.com) 204

Bob Iger, in his first earnings call since returning to the company, announced Walt Disney Co. will shed 7,000 jobs as part of a broader effort to save $5.5 billion in costs. Disney is facing pressure to control costs and boost profits as it continues to lose money from its key streaming business, which includes Disney+. The Los Angeles Times reports: The company's marquee streaming service Disney+ lost 2.4 million subscribers during the first quarter, bringing its total count to 161.8 million, mainly stemming from declines in its Disney+Hotstar product in India. The service gained subscribers elsewhere, adding 1.4 million subscribers in the U.S. and internationally, not including Hotstar. Overall, Disney's streaming apps -- Disney+, Hulu and ESPN+ -- have 235 million subscribers.

Disney's streaming business continued to bleed cash, losing more than $1 billion during the three months that ended in December. Nonetheless, Disney reported earnings and revenues that beat Wall Street estimates. The company generated sales of $23.5 billion, up 8% from the same quarter a year ago. Analysts on average had been expecting $23.4 billion in revenue. Disney's profit was $1.28 billion, up 11%. The Burbank entertainment giant's earnings of 99 cents a share exceeded projections of 78 cents.
"After a solid first quarter, we are embarking on a significant transformation, one that will maximize the potential of our world-class creative teams and our unparalleled brands and franchises," Iger said in a statement. "We believe the work we are doing to reshape our company around creativity, while reducing expenses, will lead to sustained growth and profitability for our streaming business, better position us to weather future disruption and global economic challenges, and deliver value for our shareholders."

Last November, Disney reappointed Iger as CEO after Iger's hand-picked successor as CEO, Bob Chapek, came under fire for his management of the entertainment giant.

Developers Created AI To Generate Police Sketches. Experts Are Horrified 115

An anonymous reader quotes a report from Motherboard: Two developers have used OpenAI's DALL-E 2 image generation model to create a forensic sketch program that can create "hyper-realistic" police sketches of a suspect based on user inputs. The program, called Forensic Sketch AI-rtist, was created by developers Artur Fortunato and Filipe Reynaud as part of a hackathon in December 2022. The developers wrote that the program's purpose is to cut down the time it usually takes to draw a suspect of a crime, which is "around two to three hours," according to a presentation uploaded to the internet. "We haven't released the product yet, so we don't have any active users at the moment, Fortunato and Reynaud told Motherboard in a joint email. "At this stage, we are still trying to validate if this project would be viable to use in a real world scenario or not. For this, we're planning on reaching out to police departments in order to have input data that we can test this on."

AI ethicists and researchers told Motherboard that the use of generative AI in police forensics is incredibly dangerous, with the potential to worsen existing racial and gender biases that appear in initial witness descriptions. "The problem with traditional forensic sketches is not that they take time to produce (which seems to be the only problem that this AI forensic sketch program is trying to solve). The problem is that any forensic sketch is already subject to human biases and the frailty of human memory," Jennifer Lynch, the Surveillance Litigation Director of the Electronic Frontier Foundation, told Motherboard. "AI can't fix those human problems, and this particular program will likely make them worse through its very design."

The program asks users to provide information either through a template that asks for gender, skin color, eyebrows, nose, beard, age, hair, eyes, and jaw descriptions or through the open description feature, in which users can type any description they have of the suspect. Then, users can click "generate profile," which sends the descriptions to DALL-E 2 and produces an AI-generated portrait. "Research has shown that humans remember faces holistically, not feature-by-feature. A sketch process that relies on individual feature descriptions like this AI program can result in a face that's strikingly different from the perpetrator's," Lynch said. "Unfortunately, once the witness sees the composite, that image may replace in their minds, their hazy memory of the actual suspect. This is only exacerbated by an AI-generated image that looks more 'real' than a hand-drawn sketch."

More Than 30% of Steam Users Now Run Windows 11 (neowin.net) 77

The latest Steam Hardware and Software Survey results are now available, showing a significant milestone for Microsoft's operating system. From a report: According to Valve, Windows 11 crossed a 30% share on Steam in January 2023. Windows 11's growth on Steam is directly related to Windows 10's decline. The latter remains the most popular OS among the gaming audience, but its market share lost 1.96 points in January 2023.

Windows 10 holds approximately 63.46% of all Steam customers. Windows 11, on the other hand, gained 1.91% points. This allowed the operating system to cross the 30% mark and reach its all-time high of 30.33%. Despite being out of support since 2020 (no paid security updates since January 2023), Windows 7 still has 1.6% of all Steam users. In January 2023, its 64-bit version lost 0.06 points. Overall, 96.02% of all Steam customers use Windows (0.13). macOS is second with 2.61% (+0.13), and Linux is third with 1.38% (no changes last month).

Think Twice Before Using Google To Download Software, Researchers Warn (arstechnica.com) 54

Searching Google for downloads of popular software has always come with risks, but over the past few months, it has been downright dangerous, according to researchers and a pseudorandom collection of queries. Ars Technica reports: "Threat researchers are used to seeing a moderate flow of malvertising via Google Ads," volunteers at Spamhaus wrote on Thursday. "However, over the past few days, researchers have witnessed a massive spike affecting numerous famous brands, with multiple malware being utilized. This is not "the norm.'"

The surge is coming from numerous malware families, including AuroraStealer, IcedID, Meta Stealer, RedLine Stealer, Vidar, Formbook, and XLoader. In the past, these families typically relied on phishing and malicious spam that attached Microsoft Word documents with booby-trapped macros. Over the past month, Google Ads has become the go-to place for criminals to spread their malicious wares that are disguised as legitimate downloads by impersonating brands such as Adobe Reader, Gimp, Microsoft Teams, OBS, Slack, Tor, and Thunderbird.

On the same day that Spamhaus published its report, researchers from security firm Sentinel One documented an advanced Google malvertising campaign pushing multiple malicious loaders implemented in .NET. Sentinel One has dubbed these loaders MalVirt. At the moment, the MalVirt loaders are being used to distribute malware most commonly known as XLoader, available for both Windows and macOS. XLoader is a successor to malware also known as Formbook. Threat actors use XLoader to steal contacts' data and other sensitive information from infected devices. The MalVirt loaders use obfuscated virtualization to evade end-point protection and analysis. To disguise real C2 traffic and evade network detections, MalVirt beacons to decoy command and control servers hosted at providers including Azure, Tucows, Choopa, and Namecheap.
"Until Google devises new defenses, the decoy domains and other obfuscation techniques remain an effective way to conceal the true control servers used in the rampant MalVirt and other malvertising campaigns," concludes Ars. "It's clear at the moment that malvertisers have gained the upper hand over Google's considerable might."
