Vice Media Group Prepares For Bankruptcy (nytimes.com) 44

"Vice Media Group appears to be the latest digital media company in trouble," writes longtime Slashdot reader DesScorp. "The New York Times reports that the company is preparing for bankruptcy after being unable to find a buyer. Vice canceled Vice News Tonight only four days ago. The company, once valued at over $5.7 billion, has been bleeding cash, and major investors such as Disney will take a huge loss." From the report: In the event of a bankruptcy, Vice's largest debt holder, Fortress Investment Group, could end up controlling the company, said one of the people. Vice would continue operating normally and run an auction to sell the company over a 45-day period, with Fortress in pole position as the most likely acquirer. Unlike Vice's other investors, which have included Disney and Fox, Fortress holds senior debt, which means it gets paid out first in the event of a sale. Disney, which has already written down its investments, is not getting a return, the person said.

Vice began as a punk magazine in Montreal more than two decades ago. Over the years, it blossomed into a global media company with a movie studio, an ad agency, a glossy show on HBO and bureaus in far-flung world capitals. Disney, after investing hundreds of millions in Vice, explored buying the company in 2015 for more than $3 billion, according to the two people familiar with the conversations.
"Vice Media Group has been engaged in a comprehensive evaluation of strategic alternatives and planning," Vice said in a statement on Monday. "The company, its board and stakeholders continue to be focused on finding the best path for the company."

A Brain Scanner Combined With an AI Language Model Can Provide a Glimpse Into Your Thoughts 23

An anonymous reader quotes a report from Scientific American: Functional magnetic resonance imaging (fMRI) captures coarse, colorful snapshots of the brain in action. While this specialized type of magnetic resonance imaging has transformed cognitive neuroscience, it isn't a mind-reading machine: neuroscientists can't look at a brain scan and tell what someone was seeing, hearing or thinking in the scanner. But gradually scientists are pushing against that fundamental barrier to translate internal experiences into words using brain imaging. This technology could help people who can't speak or otherwise outwardly communicate such as those who have suffered strokes or are living with amyotrophic lateral sclerosis. Current brain-computer interfaces require the implantation of devices in the brain, but neuroscientists hope to use non-invasive techniques such as fMRI to decipher internal speech without the need for surgery.

Now researchers have taken a step forward by combining fMRI's ability to monitor neural activity with the predictive power of artificial intelligence language models. The hybrid technology has resulted in a decoder that can reproduce, with a surprising level of accuracy, the stories that a person listened to or imagined telling in the scanner. The decoder could even guess the story behind a short film that someone watched in the scanner, though with less accuracy. "There's a lot more information in brain data than we initially thought," said Jerry Tang, a computational neuroscientist at the University of Texas at Austin and the study's lead author, during a press briefing. The research, published on Monday in Nature Communications, is what Tang describes as "a proof of concept that language can be decoded from noninvasive recordings of brain activity."

The decoder technology is in its infancy. It must be trained extensively for each person who uses it, and it doesn't construct an exact transcript of the words they heard or imagined. But it is still a notable advance. Researchers now know that the AI language system, an early relative of the model behind ChatGPT, can help make informed guesses about the words that evoked brain activity just by looking at fMRI brain scans. While current technological limitations prevent the decoder from being widely used, for good or ill, the authors emphasize the need to enact proactive policies that protect the privacy of one's internal mental processes. [...] The model misses a lot about the stories it decodes. It struggles with grammatical features such as pronouns. It can't decipher proper nouns such as names and places, and sometimes it just gets things wrong altogether. But it achieves a high level of accuracy, compared with past methods. Between 72 and 82 percent of the time in the stories, the decoder was more accurate at decoding their meaning than would be expected from random chance.
Here's an example of what one study participant heard, as transcribed in the paper: "i got up from the air mattress and pressed my face against the glass of the bedroom window expecting to see eyes staring back at me but instead finding only darkness." The model went on to decode: "i just continued to walk up to the window and open the glass i stood on my toes and peered out i didn't see anything and looked up again i saw nothing."

The research was published in the journal Nature Communications.

Satellite Data Reveal 20,000 Previously Unknown Deep-Sea Mountains (sciencenews.org) 17

The number of known mountains in Earth's oceans has roughly doubled. Global satellite observations have revealed nearly 20,000 previously unknown seamounts, researchers report in the April Earth and Space Science. From a report: Just as mountains tower over Earth's surface, seamounts also rise above the ocean floor. The tallest mountain on Earth, as measured from base to peak, is Mauna Kea, which is part of the Hawaiian-Emperor Seamount Chain. These underwater edifices are often hot spots of marine biodiversity. That's in part because their craggy walls -- formed from volcanic activity -- provide a plethora of habitats. Seamounts also promote upwelling of nutrient-rich water, which distributes beneficial compounds like nitrates and phosphates throughout the water column. They're like "stirring rods in the ocean," says David Sandwell, a geophysicist at the Scripps Institution of Oceanography at the University of California, San Diego.

More than 24,600 seamounts have been previously mapped. One common way of finding these hidden mountains is to ping the seafloor with sonar. But that's an expensive, time-intensive process that requires a ship. Only about 20 percent of the ocean has been mapped that way, says Scripps earth scientist Julie Gevorgian. "There are a lot of gaps." So Gevorgian, Sandwell and their colleagues turned to satellite observations, which provide global coverage of the world's oceans, to take a census of seamounts. The team pored over satellite measurements of the height of the sea surface. The researchers looked for centimeter-scale bumps caused by the gravitational influence of a seamount. Because rock is denser than water, the presence of a seamount slightly changes the Earth's gravitational field at that spot. "There's an extra gravitational attraction," Sandwell says, that causes water to pile up above the seamount.

China's Mars Rover Discovers Signs of Recent Water in Martian Sand Dunes (go.com) 22

The Associated Press reports that "water may be more widespread and recent on Mars than previously thought, based on observations of Martian sand dunes by China's rover." A paper published in Science suggests thin films of water appeared on sand dunes sometime between 1.4 million years ago and as recently as 400,000 years ago — or perhaps even sooner: The finding highlights new, potentially fertile areas in the warmer regions of Mars where conditions might be suitable for life to exist, though more study is needed...

Before the Zhurong rover fell silent, it observed salt-rich dunes with cracks and crusts, which researchers said likely were mixed with melting morning frost or snow as recently as a few hundred thousand years ago... Conditions during that period were similar to now on Mars, with rivers and lakes dried up and no longer flowing as they did billions of years earlier...

The rover did not directly detect any water in the form of frost or ice. But Qin said computer simulations and observations by other spacecraft at Mars indicate that even nowadays at certain times of year, conditions could be suitable for water to appear... Small pockets of water from thawing frost or snow, mixed with salt, likely resulted in the small cracks, hard crusty surfaces, loose particles and other dune features like depressions and ridges, the Chinese scientists said.

Space.com explains exactly how the discovery was confirmed: The laser-induced breakdown spectrometer (MarSCoDe) instrument onboard the rover zapped sand grains into millimeter-sized particles. Their chemical makeup revealed hydrated minerals like sulfates, silica, iron oxide and chlorides... Researchers say water vapor traveled from Martian poles to lower latitudes like Zhurong's spot a few million years ago, when the planet's polar ice caps released high amounts of water vapor, thanks to a different tilt that had Mars' poles pointed more directly toward the sun. Frigid temperatures on the wobbling planet condensed the drifting vapor and dropped it as snow far from the poles, according to the latest study.

Mars' tilt changes over a 124,000-year cycle, so "this offers a replenishing mechanism for vapor in the atmosphere to form frost or snow at low latitudes where the Zhurong rover has landed," Qin told Space.com. But "no water ice was detected by any instrument on the Zhurong rover." Instead, in the same way that salting roads on Earth melts icy patches during storms, salts in Martian sand dunes warmed the fallen snow and thawed it enough to form saltwater. The process also formed minerals such as silica and ferric oxides, which Zhurong spotted, researchers say. The saltwater, however, didn't stay around for long. Temperatures on Mars swing wildly and spike in the mornings between 5 a.m. and 6 a.m., so the saltwater evaporated and left behind salt and other newly formed minerals that later seeped between the dune's sand grains, cementing them to form a crust, according to the study...

"The phenomenon was documented at one site, but it should be applicable to a fairly large fraction of Mars' surface at similar latitudes," Manasvi Lingam, an assistant professor of astrobiology at the Florida Institute of Technology who wasn't involved in the new research, told Space.com.

Since the rover found water activity on (and in) salty Martian dunes, the researchers now suggest future missions search for salt-tolerant microbes , and are raising the possibility of "extant life on Mars."

VC Firms Create $60 Billion-plus Climate Tech Alliance With Backing From the UN (cnbc.com) 8

A group of venture capital firms including Tiger Global and Union Square Ventures on Tuesday set up an alliance aimed at making private tech investing more climate-friendly. From a report: Called the Venture Climate Alliance (VCA), the coalition of more than 20 climate tech and generalist funds seeks to get the VC industry to increase its commitments to climate tech, a branch of technology devoted to finding solutions to the climate crisis. The alliance lays out guidance that its VC members and their portfolio companies must follow to ensure they meet the requirements to achieve net-zero emissions by 2050.

According to a statement, the VCA's stated aim is to "ensure that methodology and metrics are at the heart of how we determine what is a good climate investment, and what investment will have the greatest positive effect on the mission to build tech for a regenerative world." Portfolio companies are given guidance on how they should decarbonize their operations, such as using emission-free data centers, deploying less energy-intensive software in their tech stack, or rebuilding supply chains around low-carbon alternatives, the statement said. Other funds signed up to the VCA include climate VCs World Fund, 2150, and Prelude Venture. Collectively, the investment firms involved manage a combined $62.3 billion in assets, according to Crunchbase figures. [...] The U.N. approved the VCA as part of its Race to Zero campaign aimed at mobilizing climate action. The alliance will fall under the Glasgow Financial Alliance for Net Zero (GFANZ), a group formed during the COP26 climate conference.

How China Censored Research About Covid-19 (seattletimes.com) 229

Long-time Slashdot reader schwit1 spotted this story in today's New York Times. (Also re-published in the Seattle Times.) In early 2020 a team of U.S. and Chinese scientists "released critical data" on the speedy spread and lethality of the coronavirus, remembers Times, "cited in health warnings around the world... Within days, though, the researchers quietly withdrew the paper, which was replaced online by a message telling scientists not to cite it...

"What is now clear is that the study was not removed because of faulty research. Instead, it was withdrawn at the direction of Chinese health officials amid a crackdown on science."

It's not the only retraction. The Times also points out a paper published on March 9 of 2020 relying on patient samples from mid-December of 2019, which "added to evidence that the virus was spreading widely before the Chinese government took action." Two months later the journal that published an update that "said that the Wuhan samples were not collected in December after all, but weeks later, in January... After Jesse Bloom of the Fred Hutchinson Cancer Center in Seattle tweeted about the discrepancy, the journal's editors posted a third version of the paper, adding yet another timeline. This revision says the samples were collected between Dec. 30 and Jan. 1." Beijing's stranglehold on information goes far deeper than even many pandemic researchers are aware of. Its censorship campaign has targeted international journals and scientific databases, shaking the foundations of shared scientific knowledge, a New York Times investigation found. Under pressure from their government, Chinese scientists have withheld data, withdrawn genetic sequences from public databases and altered crucial details in journal submissions. Western journal editors enabled those efforts by agreeing to those edits or withdrawing papers for murky reasons, a review by The Times of over a dozen retracted papers found.

This scientific censorship has not universally succeeded: The original version of the February 2020 paper, for example, can still be found online with some digging. But the campaign starved doctors and policymakers of critical information about the virus at the moment the world needed it most. It bred mistrust of science in Europe and the United States, as health officials cited papers from China that were then retracted. The crackdown continues to breed misinformation today and has hindered efforts to determine the origins of the virus.

The article notes an international team's discovery last month of genetic sequence data collected in January of 2020 at Wuhan market, "withheld from foreign experts for three years — a delay that global health officials called 'inexcusable.'" The sequences showed that raccoon dogs, a fox-like animal, had deposited genetic signatures in the same place that genetic material from the virus was left, a finding consistent with a scenario in which the virus spread to people from illegally traded market animals... Soon after the group alerted Chinese researchers to their findings, the genetic sequences temporarily disappeared from a global database. "It's just pathetic that we're in this stage where we're having cloak-and-dagger conversations about deleted data," said Edward Holmes, a University of Sydney biologist who was part of the group that analyzed the sequences containing raccoon dog DNA.
The Times cites retracted coronavirus papers flagged by Retraction Watch, which tracks withdrawn research. Amid tighting government censorship in 2020, Chinese researchers began asking journals to retract their work, the Times reports, and "a review of more than a dozen retracted papers from China shows a pattern of revising or suppressing research on early cases, conditions for medical workers and how widely the virus had spread — topics that could make the government look bad." Journals are typically slow to retract papers, even when they are shown to be fraudulent or unethical. But in China, the calculus is different, said Ivan Oransky, a founder of Retraction Watch. Journals that want to sell subscriptions in China or publish Chinese research often bend to the government's demands. "Scientific publishers have really gone out of their way to placate the censorship requests," he said...

The journal retractions continued, and for unusual reasons. One group of authors noted that "our data is not perfect enough." Another warned that its paper "cannot be used as the basis for the origin and evolution of SARS-CoV-2." A third said its findings were "incomplete and not ready for publication." Several scientists promised in retraction notices to update their findings but never did.

Is It Time to Stop Saying 'Learn to Code'? (vox.com) 147

Long-time Slashdot reader theodp writes: According to Google Trends, peak "Lean to Code" occurred in early 2019 when laid-off Buzzfeed and Huffpost journalists were taunted with the phrase on Twitter... As Meta founder and CEO Mark Zuckerberg recently put it, "We're in a different world." Indeed. Encouraging kids to pursue CS careers in Code.org's viral 2013 launch video, Zuckerberg explained, "Our policy at Facebook is literally to hire as many talented engineers as we can find."

In Learning to Code Isn't Enough, a new MIT Technology Review article, Joy Lisi Rankin reports on the long history of learn-to-code efforts, which date back to the 1960s. "Then as now," Lisi Rankin writes, "just learning to code is neither a pathway to a stable financial future for people from economically precarious backgrounds nor a panacea for the inadequacies of the educational system."

But is that really true? Vox does note that the latest round of layoffs at Meta "is impacting workers in core technical roles like data scientists and software engineers — positions once thought to be beyond reproach." Yet while that's also true at other companies, those laid-off tech workers also seem to be finding similar positions by working in other industries: Software engineers were the most overrepresented position in layoffs in 2023, relative to their employment, according to data requested by Vox from workforce data company Revelio Labs. Last year, when major tech layoffs first began, recruiters and customer success specialists experienced the most outsize impact. So far this year, nearly 20 percent of the 170,000 tech company layoffs were software engineers, even though they made up roughly 14 percent of employees at these companies. "Early layoffs were dominated by recruiters, which is forgoing future hiring," Revelio senior economist Reyhan Ayas told Vox. "Whereas in 2023 we see a shift toward more core engineering and software engineering, which signals a change in focus of current business priorities."

In other words, tech companies aren't just trimming the fat by firing people who fill out their extensive ecosystem, which ranges from marketers to massage therapists. They're also, many for the first time, making cuts to the people who build the very products they're known for, and who enjoyed a sort of revered status since they, like the founders of the companies, were coders. Software engineers are still important, but they don't have the power they used to...

The latest monthly jobs report by tech industry association CompTIA found that even though employment at tech companies (which includes all roles at those companies) declined slightly in March, employment in technical occupations across industry sectors increased by nearly 200,000 positions. So even if tech companies are laying off tech workers, other industries are snatching them up. Unfortunately for software engineers and the like, that means they might also have to follow those industries' pay schemes. The average software engineer base pay in the US is $90,000, according to PayScale, but can be substantially higher at tech firms like Facebook, where such workers also get bonuses and stock options.

NSO Hacked iPhones Without User Clicks in 3 New Ways, Researchers Say (washingtonpost.com) 24

Israeli spyware maker NSO Group deployed at least three new "zero-click" hacks against iPhones last year, finding ways to penetrate some of Apple's latest software, researchers at Citizen Lab have discovered. From a report: The attacks struck phones with iOS 15 and early versions of iOS 16 operating software, Citizen Lab said in a report Tuesday. The lab, based at the University of Toronto, shared its results with Apple, which has now fixed the flaws that NSO had been exploiting. It's the latest sign of NSO's ongoing efforts to create spyware that penetrates iPhones without users taking any actions that allow it in. Citizen Lab has detected multiple NSO hacking methods in past years while examining the phones of likely targets, including human rights workers and journalists.

While it is unsettling to civil rights groups that NSO was able to come up with multiple new means of attack, it did not surprise them. "It is their core business," said Bill Marczak, a senior researcher at Citizen Lab. "Despite Apple notifying targets, and the Commerce Department putting NSO on a blacklist, and the Israeli ministry cracking down on export licenses -- which are all good steps and raising costs -- NSO for the moment is absorbing those costs," Marczak said. Given the financial and legal fights NSO is involved in, Marczak said it was an open question how long NSO could keep finding or buying new exploits that are effective.

Worthless Degrees Are Creating an Unemployable Generation in India (bloomberg.com) 150

Business is booming in India's $117 billion education industry and new colleges are popping up at breakneck speed. Yet thousands of young Indians are finding themselves graduating with limited or no skills, undercutting the economy at a pivotal moment of growth. From a report: Desperate to get ahead, some of these young people are paying for two or three degrees in the hopes of finally landing a job. They are drawn to colleges popping up inside small apartment buildings or inside shops in marketplaces. Highways are lined with billboards for institutions promising job placements. It's a strange paradox. India's top institutes of technology and management have churned out global business chiefs like Alphabet's Sundar Pichai and Microsoft's Satya Nadella. But at the other end of the spectrum are thousands of small private colleges that don't have regular classes, employ teachers with little training, use outdated curriculums, and offer no practical experience or job placements, according to more than two dozen students and experts who were interviewed by Bloomberg.

Around the world, students are increasingly pondering the returns on a degree versus the cost. Higher education has often sparked controversy globally, including in the US, where for-profit institutions have faced government investigations. Yet the complexities of education are acutely on show in India. It has the world's largest population by some estimates, and the government regularly highlights the benefits of having more young people than any other country. Yet half of all graduates in India are unemployable in the future due to problems in the education system, according to a study by talent assessment firm Wheebox. Many businesses say they struggle to hire because of the mixed quality of education. That's kept unemployment stubbornly high at more than 7% even though India is the world's fastest growing major economy. Education is also becoming an outsized problem for Prime Minister Narendra Modi as he attempts to draw foreign manufacturers and investors from China. Modi had vowed to create millions of jobs in his campaign speeches, and the issue is likely to be hotly debated in the run up to national elections in 2024.

YouTube TV Nabs Its First Technical Emmy Win For 'Views' Feature (techcrunch.com) 15

YouTube TV just won its first Technical Emmy award for its "Views" suite of features, which lets users access sports highlights, key plays, player stats and game scores. TechCrunch reports: At the 74th annual Technology & Engineering Emmy Awards last night, YouTube TV was declared the winner for the category "AI-ML Curation of Sports Highlights." The tech company also announced today that Key Plays reached a notable milestone -- the feature was used in over 10 million watch sessions on the platform. Last year, viewers used key plays the most during the World Cup, regular season NFL games and Premier League matches.

The Key Plays view tracks important plays in a game. Users can tap on the plays to rewatch when it occurs in the game. This is helpful for users that missed a live game and want to catch up on key moments. When YouTube TV launched Views in 2018, it was only available for baseball, basketball, football and hockey. Soccer and golf were added later on. The suite of features was also initially limited to phones and tablets. Today, the feature is available within the YouTube TV app across smart TVs and mobile devices.

In addition to Stats, Key Plays and Scores View, there's also Fantasy Football View, which is a mobile-only feature and lets users link their existing fantasy football account. That way, when a user is watching NFL games on YouTube TV, the feature allows them to see how their team is performing in real time. Plus, there's a "Jump to" function for users to quickly access a segment they want to view, which is especially handy for tennis fans and for users watching the Olympics.
"Views came out of a team brainstorm about five years ago and launched about a year after YouTube TV," said Kathryn Cochrane, YouTube TV's group project manager, in a company blog post. "A lot of our viewers are devoted sports fans, and we found that when they watch sports, they aren't just looking at what's on the big screen. They were also actively on their phones, finding more details such as stats for their fantasy football league, updates from other games, and more, all to enhance what they were already watching."

Collectors Are Finding That Their Childhood Has a Price - and It's Going Up (nytimes.com) 63

The stock market, real estate and cryptocurrencies did poorly in 2022, but the global luxury goods market grew 20 percent. People may have had less, but they spent more on fine arts and collectibles that serve no function except to provide pleasure. From a report: The culture is bursting with new material -- every day, thousands of new books are published and 100,000 new songs are released on Spotify -- but the old stuff offers a sweeter emotional payoff for many. It could be tapes or posters or pictures or comics or coins or sports cards or memorabilia. It might be from their childhood or the childhood they never had, or it might merely express a longing to be anywhere but 2023. The common element is this: People like to own a thing from a thing they love. For Mr. Carlson and millions like him, the nostalgia factory is working overtime.

When Mr. Carlson first began to look for sealed VHS cassettes, they were considered so much plastic trash. "Back to the Future," "The Goonies," "Blade Runner," were about $20 each on eBay. He put them on a shelf, little windows into his past, and started an Instagram account called Rare and Sealed. Then tapes began to get scarcer and much more expensive. People trapped at home had lots of money to spend during the pandemic. But it was more than that. Objects with a bit of history have an obvious attraction in a high-tech world. The current cultural tumult, with its boom in fake images, endless arguments over everything and now the debut of imperious A.I. chatbots, increases the appeal of things that can't be plugged in. At the same time, advances in technology mean it is ever easier to buy expensive things online. Bids at auctions routinely reach tens, even hundreds, of thousands of dollars.

Do High-Speed Rail Projects Increase Happiness? (vice.com) 142

According to a recent study involving a sample of 28,646 Chinese people, high-speed rail projects were found to increase individual happiness, albeit not by much. An anonymous reader shares an excerpt from a Motherboard article: It can increase happiness, especially for people who live in regional capitals, rural areas, men and the elderly, but only by an increase of .076 on the happiness scale of one to five. To put it another way, as the study does, "The coefficient accounts for 1.997 percent of the mean of happiness." This is statistically significant, in the strict definition of whether results are due to chance, and therefore a publishable scientific finding. But it is hardly meaningful in terms of how much high speed rail influences the happiness of Chinese people. I mean, come on. Two measly percent?

In the "policy implications" section, the study authors pose a tantalizing question: "What is the significance of economic growth if it cannot effectively improve residents' happiness?" While the two percent happiness finding may be marginal, they're at least asking the right questions.

Meta To Debut Ad-Creating Generative AI this Year, CTO Says (nikkei.com) 29

Facebook owner Meta intends to commercialize its proprietary generative artificial intelligence by December, joining Google in finding practical applications for the tech. From a report: The company, which began full-scale AI research in 2013, stands out along with Google in the number of studies published. "We've been investing in artificial intelligence for over a decade, and have one of the leading research institutes in the world," Andrew Bosworth, Meta's chief technology officer, told Nikkei in an exclusive interview on Wednesday in Tokyo. "We certainly have a large research organization, hundreds of people." Meta announced in February that it would establish a new organization to develop generative AI, but this is the first time it has indicated a timeline for commercialization. The technology, which can instantly create sentences and graphics, has already been commercialized by ChatGPT creator OpenAI of the U.S. But Bosworth insists Meta remains on the technology's cutting edge.

"We feel very confident that ... we are at the very forefront," he said. "Quite a few of the techniques that are in large language model development were pioneered [by] our teams. "[I] expect we'll start seeing some of them [commercialization of the tech] this year. We just created a new team, the generative AI team, a couple of months ago; they are very busy. It's probably the area that I'm spending the most time [in], as well as Mark Zuckerberg and [Chief Product Officer] Chris Cox." Bosworth believes Meta's artificial intelligence can improve an ad's effectiveness partly by telling the advertiser what tools to use in making it. He said that instead of a company using a single image in an advertising campaign, it can "ask the AI, 'Make images for my company that work for different audiences.' And it can save a lot of time and money."

The unnamed owners tracked the truck to a shopping center in Southeast Military Drive, reports KSAT. However, rather than wait for police to arrive, the truck owners decided to approach the vehicle and confront the suspect.

While it is unknown exactly what happened, Police say it seems the suspected thief may have pulled out their own firearm. The vehicle owner responded by shooting and killing the suspect while they were inside the truck. It is unclear whether the vehicle owner will face charges over the matter, and an investigation is ongoing into whether the suspect actually had a weapon in the first place.

The San Antonio police department's public information officer offered these remarks (in a video from KSAT):

"Most importantly is, to the public, SAPD is urging you if you are to get your vehicle stolen: I know that it's frustrating, but please do not take matters into your own hands like this. Our police department has plenty of resources that could go into finding your vehicle, i.e. our drone system, trackers ourselves, very good patrolmen that look for these kind of things. It's never safe to take matters into your own hands, as you can see today by this incident.... That's why I urge the public, wait for police in this matter. Let us go with you. We have the training. We know exactly how to determine what's going to happen, these kind of factors and situations, and we know how to handle them."

Scientists Erupt At NASA Gutting Funding For Crucial Venus Mission (theverge.com) 61

The scientific community is reeling after NASA gutted funding for a key Venus mission that was "poised to answer some of the biggest questions about the planet and its volcanic activity," reports The Verge. From the report: This month saw the announcement of one of the most exciting findings about Venus in decades: the first direct evidence of an active volcano there. [...] This finding is "mind-blowing," Venus scientist Darby Dyar told The Verge, opening up possibilities to learn about Venus' geology and atmosphere as well as whether the planet was once habitable. But in the space science community, the excitement about this finding is being overshadowed by the "soft cancellation" of a key NASA Venus mission, which Dyar is also deputy principal investigator for and which had been set to launch in 2028.

The Venus Emissivity, Radio Science, InSAR, Topography, and Spectroscopy (VERITAS) mission was one of three missions set to explore Venus in the next few years, kicking off NASA's "decade of Venus" and seeing a return to the study of our planetary neighbor, which scientists have been calling for for years. But at the Lunar and Planetary Science Conference held recently in Houston, Texas, VERITAS principal investigator Sue Smrekar announced that the mission's funding had been completely gutted, leaving the mission in a state of precarious limbo.

This came as a surprise to many of the conference attendees, who were soon tweeting their support for the mission using the hashtag #SaveVERITAS. The Planetary Society also put out a statement describing the delay of the mission's launch by at least three years as "uncalled-for" and calling on NASA to commit to launching by 2029. NASA has cited problems with another mission, Psyche, as the reason for delaying VERITAS by at least three years. Both Psyche and VERITAS are managed by the Jet Propulsion Laboratory (JPL), the NASA / Caltech research center that is responsible for building robotic spacecraft such as the Mars rovers. JPL had problems meeting its requirements for the Psyche mission, which aims to visit a metal asteroid, and missed its launch date last year. An independent review into the missed launch found it was due to, among other problems, workforce issues at JPL.
Budget cuts and cancellations aren't uncommon, but the situation with VERITAS is different because it "had already been selected by NASA to be part of its Discovery Program," adds the Verge. "Historically, once a mission has been selected by NASA, those working on it can be confident that funding will be available. If a delay happens -- as is not uncommon in large, complex missions -- then a lower level of funding is typically made available to keep the basic essentials in place, called bridge funding, until full funding can be restored."

Although the team asked NASA for bridge funding to maintain mission essentials, "virtually all of their funding has been cut, leaving them with a tiny $1.5 million per year," says the report. "This is a highly unusual situation for a selected mission because delaying and restarting missions is so expensive."

China's Chip Industry Will Be 'Reborn' Under US Sanctions, Says Huawei (cnbc.com) 58

An anonymous reader quotes a report from CNBC: China's chip industry will be "reborn" as a result of U.S. sanctions, a top boss at Huawei said Friday, as the Chinese telecommunications giant confirmed a breakthrough in semiconductor design technology. Eric Xu, rotating chairman at Huawei, issued fighting words against Washington's tech export restrictions on China. "I believe China's semiconductor industry will not sit idly by, but take efforts around ... self-strengthening and self reliance," according to an official translation of Xu's comments during a press conference. "For Huawei, we will render our support to all such self-saving, self-strengthening and self reliance efforts of the Chinese semiconductor industry."

The U.S. is concerned that China could use advanced semiconductors for military purposes. Huawei's Xu said these developments could boost, rather than hamper China's domestic semiconductor industry. "I believe China's semiconductor industry will get reborn under such sanctions and realize a very strong and self-reliant industry," Xu said.
Last week, Huawei claimed to have completed work on electronic design automation tools for laying out and making chips down to 14nm process nodes.

"But Huawei ideally needs chips of a much smaller nanometer size for more advanced applications, which they are currently finding it difficult to obtain," adds Reuters. "The company is still reeling from the effects of U.S. sanctions -- on Friday, it said net profit dropped 69% year-on-year in 2022, marking the biggest decline on record."

Virgin Orbit Fails To Secure Funding, Will Cease Operations (cnbc.com) 28

Virgin Orbit is ceasing operations "for the foreseeable future" after failing to secure a funding lifeline, CEO Dan Hart told employees during an all-hands meeting Thursday afternoon. The company will lay off nearly all of its workforce. CNBC reports: "Unfortunately, we've not been able to secure the funding to provide a clear path for this company," Hart said, according to audio of the 5 p.m. ET meeting obtained by CNBC. "We have no choice but to implement immediate, dramatic and extremely painful changes," Hart said, audibly choking up on the call. He added this would be "probably the hardest all-hands that we've ever done in my life."

The company will eliminate all but 100 positions, amounting to about 90% of the workforce, Hart said, noting the layoffs will affect every team and department. In a securities filing, the company said the layoffs constituted 675 positions, or approximately 85%. "This company, this team -- all of you -- mean a hell of a lot to me. And I have not, and will not, stop supporting you, whether you're here on the journey or if you're elsewhere," Hart said. Virgin Orbit will "provide a severance package for every departing" employee, Hart said, with a cash payment, extension of benefits, and support in finding a new position -- with a "direct pipeline" set up with sister company Virgin Galactic for hiring.

Glass Beads On Moon's Surface May Hold Billions of Tons of Water, Scientists Say (theguardian.com) 28

Slashdot reader votsalo shares a report from the Guardian: Tiny glass beads strewn across the moon's surface contain potentially billions of tons of water that could be extracted and used by astronauts on future lunar missions, researchers say. The discovery is thought to be one of the most important breakthroughs yet for space agencies that have set their sights on building bases on the moon, as it means there could be a highly accessible source of not only water but also hydrogen and oxygen. "This is one of the most exciting discoveries we've made," said Mahesh Anand, a professor of planetary science and exploration at the Open University. "With this finding, the potential for exploring the moon in a sustainable manner is higher than it's ever been."

Anand and a team of Chinese scientists analyzed fine glass beads from lunar soil samples returned to Earth in December 2020 by the Chinese Chang'e-5 mission. The beads, which measure less than a millimeter across, form when meteoroids slam into the moon and send up showers of molten droplets. These then solidify and become mixed into the moon dust. Tests on the glass particles revealed that together they contain substantial quantities of water, amounting to between 300m and 270 billion tons across the entire moon's surface. "This is going to open up new avenues which many of us have been thinking about," said Anand. "If you can extract the water and concentrate it in significant quantities, it's up to you how you utilize it."

The latest research, published in Nature Geoscience, points to fine glass beads as the source of that surface water. Unlike frozen water lurking in permanently shaded craters, this should be far easier to extract by humans or robots working on the moon. "It's not that you can shake the material and water starts dripping out, but there's evidence that when the temperature of this material goes above 100C, it will start to come out and can be harvested," Anand said. The water appears to form when high-energy particles streaming from the sun -- the so-called solar wind -- strike the molten droplets. The solar wind contains hydrogen nuclei, which combine with oxygen in the droplets to produce water or hydroxyl ions. The water then becomes locked in the beads, but it can be released by heating the material. Further tests on the material showed the water diffuses in and out of the beads on the timeframe of a few years, confirming an active water cycle on the moon. According to Prof Sen Hu, a senior co-author of the study at the Chinese Academy of Sciences in Beijing, such impact glasses could store and release water on other airless rocks in the solar system.

"With the recent attention on ChatGPT and OpenAI's release of their APIs, many developers have developed clients for modern platforms to talk to this super smart AI chatbot," writes maker/retro coding enthusiast yeokm1 . "However I'm pretty sure almost nobody has written one for a vintage platform like MS-DOS."

They share a blog post with all the details — including footage of their client ultimately running on a vintage IBM PC from 1984 (with a black and orange monitor and those big, boxy keys). "3.5 years ago, I wrote a Slack client to run on Windows 3.1," the blog post explains. "I thought to try something different this time and develop for an even older platform as a challenge."

One challenge was just finding a networking API for DOS. But everything came together, with the ChatGPT-for-DOS app written using Visual Studio Code text editor (testing on a virtual machine running DOS 6.22), parsing the JSON output from OpenAI's Chat Completion API. "And before you ask, I did not use ChatGPT for help to code this app in any way," the blog post concludes. But after the app was working, he used it to ask ChatGPT how one would build such an app — and ChatGPT erroneously suggested breezily that he just try accessing OpenAI's Python API from the DOS command line.

Instead of Banning TikTok, Should We Regulate It Aggressively? (msnbc.com) 88

"TikTok CEO Shou Zi Chew testified before the House Energy and Commerce Committee Thursday about safety and national security concerns surrounding his social media behemoth," writes MSNBC, adding "He was not well received." Given what we know about how Big Tech abuses data, about how China's authoritarian government systematically embraces surveillance as a tool of social control, and about the increasingly adversarial geopolitical relationship between the U.S. and China, it's not sinophobic to ask questions about how to guard against TikTok's misuse. It's common sense. While a ban is probably too drastic and may fail to solve all the issues at hand, regulating the company is sensible. Fortunately, one of the key ways to address some of the concerns posed by TikTok — restricting all companies' capacity to collect data on Americans — could help us solve problems with online life that extends well beyond this social media platform....

[Evan Greer, the director at Fight for the Future, a digital rights organization], believes members of Congress laser focused on TikTok are "on a sidequest" in the scheme of a bigger crisis of surveillance of online life; Greer points to the American Data Privacy and Protection Act as a potential solution. That law would put in place strong data minimization policies, strictly limiting how and how much data companies can collect on people online. It also would deal a huge blow to the power of the algorithms of TikTok and other social media apps because their content recommendation relies on collecting huge amounts of data about its users. The passage of that act would force any company operating in the U.S., not just TikTok, to collect far less data — and reduce all social media companies' capacities to shape the flow of information through algorithmic amplification.

In addition to privacy legislation, the Federal Trade Commission could play a more aggressive role in creating and enforcing rules around commercial surveillance, Greer pointed out. TikTok raises legitimately tricky questions about national security. But it's not the only social media company that does, and national security concerns aren't the only reason to rethink the freedom we've given to social media companies in our society. Any time a powerful actor has vast control over the flow of information, it should be scrutinized as a possible source of exploitation, censorship and manipulation — and, when appropriate, regulated. TikTok should serve as the springboard for that conversation, not the beginning and ending of it.

CNN points out that TikTok isn't the only Chinese-owned platform finding viral success in America. "Of the top 10 most popular free apps on Apple's U.S. app store, four were developed with Chinese technology." Besides TikTok, there's also shopping app Temu, fast fashion retailer Shein and video editing app CapCut, which is also owned by ByteDance.
Duncan Clark, chairman and founder of investment advisory BDA China, tells CNN that these apps could be next.

But writing in the New York Times, the executive director of the Knight First Amendment Institute at Columbia argues that "it's difficult to see how a ban could survive First Amendment review." The Supreme Court and lower courts have held repeatedly that the mere invocation of national security is insufficient to justify the suppression of First Amendment rights. In court, the government will have to introduce evidence that the threats it is addressing are real, not merely conjectural, and that the proposed ban would address those threats. The evidence assembled so far is not likely to be sufficient. All of this will no doubt be frustrating to some policymakers, including to some who are commendably focused on the very real risks that social media companies' practices pose to Americans' privacy and security. But the legitimacy of our democracy depends on the free trade of information and ideas, including across international borders.
