The crooks placed small explosive charges next to a machine they thought to be an ATM, in the hopes of breaking its outer casing and getting access to the money vault inside... After being called in to investigate the loud blast that woke up the bank's neighbors German police discovered a partially destroyed bank statement printing machine... No money was stolen in the failed robbery, police reported.
In a statement on the Berlin police department's official web site, they described the ATM thieves as "not very clever."

UK Bookstores Found Selling Banned US Bomb-Making Handbooks (engadget.com) 108

Three major online retailers in the UK have been listing a number of bomb-making manuals on their websites. Engadget adds:These books were originally made back in the 1960s for US military personnel and include titles like Improvised Munitions Handbook, Boobytraps, and Explosives and Demolitions. But since the end of the Vietnam War, these books have become popular resources for terrorists of all stripes. Thomas Mair, the man who assassinated Labour MP Jo Cox, reportedly owned a copy of Improvised Munitions, for example. The surfacing of these books for sale on the WH Smith, Amazon UK and Waterstones websites, has at least one of the companies scrambling to scrub the listings. WH Smith shut down its entire website for more than four hours on Thursday to eliminate the offending material, however it appears they are still available on Amazon and Waterstones.

ISIS Is Using Exploding Consumer Drones To Kill Enemy Fighters (theverge.com) 221

According to The New York Times, the Islamic State is using small consumer drones rigged with explosions to fight Kurdish forces in Iraq. As a result, American commanders in Iraq have issued a warning to forces fighting ISIS to treat any type of small flying aircraft as potential explosive devices. The Verge reports: The small, commercially available drone was shot down in Northern Iraq and taken back to an outpost, the Times writes. But during disassembly, the drone exploded, killing the two fighters. Le Monde reports that two members of French forces were also injured by the explosion. The technique used by ISIS in the attack may have been a simple one -- ultimately only combining two widely available pieces of tech -- but videos available online have purportedly shown other recent instances of drones used as explosives, suggesting the move may be one we see more of in the future.

Guided by sharp electric shocks, the sharks were trained to deliver explosive payloads -- essentially turning them into living, breathing, remote-controlled torpedoes that could be put to use in the Pacific Theater.
Following years of research on "shark repellent," the Navy spent 13 years building a special head gear for sharks which sensed the shark's direction and tried to deliver shocks if the sharks strayed off-course. The journalist who tracked down details of "Project Headgear" published the recently-declassified information on MIT's journalism site Undark, noting that "The shark wasn't so much a 'torpedo' as a suicide bomber... "

TSA Replaces Security Chief As Tension Grows At Airports 266

HughPickens.com writes: Ron Nixon reports at the NYT that facing a backlash over long security lines and management problems, TSA administrator Peter V. Neffenger has shaken up his leadership team, replacing the agency's top security official Kelly Hoggan (Warning: source may be paywalled) and adding a new group of administrators at Chicago O'Hare International Airport. Beginning late that year, Hoggan received $90,000 in bonuses over a 13-month period, even though a leaked report from the Department of Homeland Security showed that auditors were able to get fake weapons and explosives past security screeners 95 percent of the time in 70 covert tests. Hoggan's bonus was paid out in $10,000 increments, an arrangement that members of Congress have said was intended to disguise the payments. During a hearing of the House Oversight Committee two weeks ago, lawmakers grilled Mr. Neffenger about the bonus, which was issued before he joined the agency in July. Last week and over the weekend, hundreds of passengers, including 450 on American Airlines alone, missed flights because of waits of two or three hours in security lines, according to local news reports. Many of the passengers had to spend the night in the terminal sleeping on cots. The TSA has sent 58 additional security officers and four more bomb-sniffing dog teams to O'Hare. Several current and former TSA employees said the moves to replace Hoggan and add the new officials in Chicago, where passengers have endured hours long waits at security checkpoints, were insufficient. "The timing of this decision is too late to make a real difference for the summer," says Andrew Rhoades, an assistant federal security director at Minneapolis-St. Paul International Airport who testified his supervisor accused him of "going native" after attending a meeting at a local mosque and that TSA's alleged practice of "directed reassignments," or unwanted job transfers were intended to punish employees who speak their minds. "Neffenger is only doing this because the media and Congress are making him look bad."

Kansas is now passing an anti-harassment law after a woman reported her neighbor's drone was hovering over their pool and outside the window where her 16-year-old daughter was washing dishes. But meanwhile, the U.S. Navy has just outfitted one supercarrier with a new drone control room, while one Dutch activist writes in Newsweek that terrorist drone attacks "are not a matter of 'If' but 'When'." Noting that drones are cheap, portable and useful, PAX's Wim Zwijnenburg warns that "Terrorists and armed militia groups are already using consumer drones in conflict situations" -- for example, in Iraq, Syria, Gaza, and the Ukraine -- "and it is likely only a matter of time before they use them to carry out attacks in Europe or the U.S."

He believes ISIS is developing its own drone fleet, and warns about the possibility of swarms with "dozens of drones equipped with explosives or chemicals". Zwijnenburg proposes background checks and registrations for certain types of drones, as well as counter-drone technology to protect airports, crowded stadiums, and critical infrastructure points. Citing the blurring lines between military and civilian drones, he writes that "there needs to be an urgent and frank discussion among industry, the military, law enforcement, and most of all, the public, as to where we go from here."

FBI Wants To Access Terror Suspect's Skype Records (bostonglobe.com) 93

Milton J. Valencia, reporting for BostonGlobe: The FBI is investigating whether a third, unknown person discussed an alleged terrorism plot with Alexander Ciccolo, the Western Massachusetts man accused of planning to attack a state university with guns and explosives on behalf of the Islamic State terror group. FBI Special Agent Jeffrey J. Lawrence said in an affidavit filed in US District Court in Springfield last week that Ciccolo told a witness who was cooperating with the FBI that he had discussed his terrorism plans with one other person. The affidavit was part of an application for a search warrant authorities filed with the court. Officials are seeking access to Ciccolo's online Skype account as part of their investigation into the alleged terror plot. The search warrant seeks to have Microsoft -- which owns Skype -- provide the government with logs and the content of conversations and written messages made on Ciccolo's account, as well as passwords. Given Microsoft's stance on these matters, the company is likely to hand over the data FBI is looking for.

CIA Left Inert Explosives On School Bus After Exercise (reuters.com) 73

An anonymous reader writes: Students were transported in a Virginia school bus carrying inert explosives left by the CIA, officials said. The explosives were discovered in the engine, only after the Loudoun County Public Schools bus was undergoing maintenance. "The CIA assured Loudoun officials the training material used in this exercise is stable and posed no danger to students on board the bus," it said in a statement. The school district said the inert explosives, left behind by a CIA canine team, were inside a container and part of them apparently fell out into the engine space.

To Secure ATM Transactions: Ditch the Card (securityledger.com) 184

chicksdaddy writes: Security Ledger has a piece that looks at the efforts of a string of startups to secure ATM transactions from skimmers and malware-based attacks. Step 1: get rid of the ATM card. The article profiles a couple different companies. One, Trusona, has technology that can uniquely identify standard issue ATM cards by analyzing the unique distribution of Barium Ferrite particles on their magnetic strips and using it to connect the card to the customer. The company combines that with card swipe biometrics to thwart malware-based replay attacks. The article also mentions upgrades that will allow banking customers in the U.S. to use a mobile application to withdraw cash from ATMs without a card or PIN, and a prototype from Diebold that combines proximity based sensing (via NFC) with iris scans to authenticate customers and authorize transactions. Cool as it sounds, its worth remembering that most ATM attacks are decidedly "low tech." A survey by the ATM Industry Association in 2015 listed "physical attacks" and those using "explosives" as the second and third most common type of ATM attack after card skimming.

US Navy's $700 Million Mine-drone Won't Hunt (cnn.com) 92

From the article: "The Remote Minehunting System, or RMS, was developed for the Navy's new littoral combat ship. But the Defense Department's Office of Operational Test & Evaluation says the drone hunting technology was unable to consistently identify and destroy underwater explosives during tests dating back to September 2014. ... In theory, the drone is deployed from the LCS towing sonar detection into suspected underwater minefields. The drone should then identify mines and communicate information about their whereabouts to the ship in real time so the explosives can be avoided or destroyed. But the program has come under fire from lawmakers after a series of testing failures, including continued performance issues and "RMS mission package integration challenges," according to the Defense Department's Office of Operational Test & Evaluation's 2014 annual report."

B-52s: The Plane That Refuses To Die 290

HughPickens.com writes: Dave Phillipps has an interesting article in the NY Times about B-52's and why the Air Force's largest bomber, now in its 60th year of active service and scheduled to fly until 2040, are not retiring anytime soon. "Many of our B-52 bombers are now older than the pilots who fly them," said Ronald Reagan in 1980. Today, there is a B-52 pilot whose father and grandfather flew the plane. Originally slated for retirement generations ago, the B.U.F.F. — a colorful acronym that the Air Force euphemistically paraphrases as Big Ugly Fat Fellow — continues to be deployed in conflict after conflict. It dropped the first hydrogen bomb in the Bikini Islands in 1956, and laser-guided bombs in Afghanistan in 2006. It has outlived its replacement. And its replacement's replacement. And its replacement's replacement's replacement. The unexpectedly long career is due in part to a rugged design that has allowed the B-52 to go nearly anywhere and drop nearly anything the Pentagon desires, including both atomic bombs and leaflets. But it is also due to the decidedly underwhelming jets put forth to take its place. The $283 million B-1B Lancer first rolled off the assembly line in 1988 with a state-of-the-art radar-jamming system that jammed its own radar. The $2 billion B-2 Spirit, introduced a decade later, had stealth technology so delicate that it could not go into the rain. "There have been a series of attempts to build a better intercontinental bomber, and they have consistently failed," says Owen Coté. "Turns out whenever we try to improve on the B-52, we run into problems, so we still have the B-52."

The usefulness of the large bomber — and bombers in general — has come under question in the modern era of insurgent wars and stateless armies. In the Persian Gulf war, Kosovo, Afghanistan and the Iraq war, the lumbering jets, well-established as a symbol of death and destruction, demoralized enemy ground troops by first dropping tons of leaflets with messages like "flee and live, or stay and die," then returning the next day with tons of explosives. In recent years, it has flown what the Air Force calls "assurance and deterrence" missions near North Korea and Russia. Two B-52 strategic bombers recently flew near artificial Chinese-built islands in the South China Sea and were contacted by Chinese ground controllers but continued their mission undeterred. "The B.U.F.F. is like the rook in a chess game," says Maj. Mark Burleys. "Just by how you position it on the board, it changes the posture of your adversary."

Fake Bomb Detector, Blamed For Hundreds of Deaths, Is Still In Use 152

HughPickens.com writes: Murtaza Hussain writes at The Intercept that although it remains in use at sensitive security areas throughout the world, the ADE 651 is a complete fraud and the ADE-651's manufacturer sold it with the full knowledge that it was useless at detecting explosives. There are no batteries in the unit and it consists of a swivelling aerial mounted to a hinge on a hand-grip. The device contains nothing but the type of anti-theft tag used to prevent stealing in high street stores and critics have likened it to a glorified dowsing rod.

The story of how the ADE 651 came into use involves the 2003 U.S. invasion of Iraq. At the height of the conflict, as the new Iraqi government battled a wave of deadly car bombings, it purchased more than 7,000 ADE 651 units worth tens of millions of dollars in a desperate effort to stop the attacks. Not only did the units not help, the device actually heightened the bloodshed by creating "a false sense of security" that contributed to the deaths of hundreds of Iraqi civilians. A BBC investigation led to a subsequent export ban on the devices.

The device is once again back in the news as it was reportedly used for security screening at hotels in the Egyptian resort city of Sharm el-Sheikh where a Russian airliner that took off from that city's airport was recently destroyed in a likely bombing attack by the militant Islamic State group. Speaking to The Independent about the hotel screening, the U.K. Foreign Office stated it would "continue to raise concerns" over the use of the ADE 651. James McCormick, the man responsible for the manufacture and sale of the ADE 651, received a 10-year prison sentence for his part in manufacture of the devices, sold to Iraq for $40,000 each. An employee of McCormick who later became a whistleblower said that after becoming concerned and questioning McCormick about the device, McCormick told him the ADE 651 "does exactly what it's designed to. It makes money."

Stanford Creates Tricorder-Like Devices For Detecting Cancer and Explosives (stanford.edu) 34

The technique involves the clever interplay of microwaves and ultrasound to develop a detector like the Star Trek tricorder. The careful manipulation of two scientific principles drives both the military and medical applications of the Stanford work. First, all materials expand and contract when stimulated with electromagnetic energy, such as light or microwaves. Second, this expansion and contraction produces ultrasound waves that travel to the surface and can be detected remotely.

In a potential battlefield application, the microwaves would heat the suspect area, causing the muddy ground to expand and thus squeeze the plastic (abstract). Pulsing the microwaves would generate a series of ultrasound pressure waves that could be detected and interpreted to disclose the presence of buried plastic explosives. Solving the technical challenges of detecting ultrasound after it left the ground gave the Stanford researchers the experience to take aim at their ultimate goal – using the device in medical applications without touching the skin.

"In looking at the number of times people got through with guns or bombs in these covert testing exercises it really was pathetic. When I say that I mean pitiful," said Rep. Stephen Lynch (D-Mass.), speaking Tuesday during a House Oversight hearing concerning classified reports (PDF) from federal watchdogs (PDF). "Just thinking about the breaches there, it's horrific," he added. A leaked classified report this summer found that as much as 95 percent of contraband, like weapons and explosives, got through during clandestine testings. Lynch's comments were in response to the classified report's findings.

US Navy Limits Use of Whale-Harming Sonar 35

Sonar is known to be capable of disrupting communication between whales and other sea life. There have also been incidents in the past where explosives have killed dolphins that got too close to a training exercise. A Navy spokesperson said, "Recognizing our environmental responsibilities, the Navy has been, and will continue to be, good environmental stewards as we prepare for and conduct missions in support of our national security." The new agreement (PDF) also requires quick reviews of the Navy's activities if there are marine-life deaths in the future.

The Coming Terrorist Threat From Autonomous Vehicles 214

HughPickens.com writes: Alex Rubalcava writes that autonomous vehicles are the greatest force multiplier to emerge in decades for criminals and terrorists and open the door for new types of crime not possible today. According to Rubalcava, the biggest barrier to carrying out terrorist plans until now has been the risk of getting caught or killed by law enforcement so that only depraved hatred, or religious fervor has been able to motivate someone to take on those risks as part of a plan to harm other people. "A future Timothy McVeigh will not need to drive a truck full of fertilizer to the place he intends to detonate it," writes Rubalcava. "A burner email account, a prepaid debit card purchased with cash, and an account, tied to that burner email, with an AV car service will get him a long way to being able to place explosives near crowds, without ever being there himself." A recent example is instructive. Dzhokhar and Tamerlan Tsarnaev were identified by an examination of footage from numerous private security cameras that were recording the crowd in downtown Boston during the Marathon. Imagine if they could have dispatched their bombs in the trunk of a car that they were never in themselves? Catching them might have been an order of magnitude more difficult than it was.

According to Rubalcava the reaction to the first car bombing using an AV is going to be massive, and it's going to be stupid. There will be calls for the government to issue a stop to all AV operations, much in the same way that the FAA made the unprecedented order to ground 4,000-plus planes across the nation after 9/11. "But unlike 9/11, which involved a decades-old transportation infrastructure, the first AV bombing will use an infrastructure in its infancy, one that will be much easier to shut down" says Rubalcava. "That shutdown could stretch from temporary to quasi-permanent with ease, as security professionals grapple with the technical challenge of distinguishing between safe, legitimate payloads and payloads that are intended to harm."

Boeing Demonstrates Drone-Killing Laser 125

An anonymous reader writes: Boeing has successfully tested a new weapon system that tracks unmanned aircraft and shoots them down with a laser. The system is surprisingly small — it can be transported in a few medium-sized boxes, and two techs can set it up in minutes. The laser needs just a few seconds of continuous [contact] to set a drone aflame, and the tracking gimbal is precise enough to target specific parts of a drone. "Want to zap the tail so it crashes and then you can go retrieve the mostly intact drone and see who is trying to spy on you? Can do. Think it's carrying explosives and you want to completely destroy it? No problem." The laser is controlled with custom targeting software that runs on a laptop, with help from an Xbox 360 controller. Boeing expects the laser system to be ready for sale in the next year or two.

Bomb Squad Searches House Over Teenager's Chemistry Experiments 431

McGruber writes: On Wednesday, authorities in the south Fulton County, Georgia town of Hapeville shut down a street for hours and used their bomb squad to search a home. According to the suspect's father, the bomb scare started after his 18-year-old son was arrested for trespassing, entering an abandoned warehouse and salvaging mercury switches, which can be used to detonate explosives. When police searched the teen's home on Virginia Avenue at Rainey Avenue in Hapeville, they said they found chemicals inside. "He's not building bombs. He does do a lot of experiments. A lot of them I don't fully understand, but I'm certain he's not making bombs," said the suspect's father, Allen Mason. Mason says chemistry is his son's hobby and he wants to be a chemical engineer. Mason also said police told him what they found is not illegal to own. One neighbor, who couldn't return home for hours, said he didn't feel the teen was a threat. "I don't see a problem with this, but you have to trust the authorities in they're doing what they think is best," said Curtis Ray. In February 2015, Hapeville authorities evacuated businesses and called out the bomb squad to investigate a pinhole camera that was part of a Georgia University Art Project.

TSA Fails To Find Links To Terrorism of Airport Workers 166

schwit1 writes: An audit of the TSA has found that the agency failed to uncover the terrorist connections of 73 aviation workers when it did background checks of them. According to a report released Monday, the people were employed by major airlines, airport vendors and other employers, and were not identified because the agency lacked access to terrorism-related information from within the government. The agency's "multi-layered process to vet aviation workers for potential links to terrorism was generally effective. In addition to initially vetting every application for new credentials, TSA recurrently vetted aviation workers with access to secured areas of commercial airports every time the Consolidated Terrorist Watchlist was updated," the report found. "However, our testing showed that TSA did not identify 73 individuals with terrorism-related category codes because TSA is not authorized to receive all terrorism-related information under current interagency watchlisting policy." This report comes on the heels of an internal TSA investigation that found 95% of agents testing airport checkpoints were able to bring weapons through.

In one case, an alarm sounded, but during the pat down, the screener failed to detect a fake plastic explosive taped to the undercover agent's back. ABC reports: "Homeland Security Secretary Jeh Johnson was apparently so frustrated by the findings he sought a detailed briefing on them last week at TSA headquarters in Arlington, Virginia, according to sources. U.S. officials insisted changes have already been made at airports to address vulnerabilities identified by the latest tests. 'Upon learning the initial findings of the Office of Inspector General's report, Secretary Johnson immediately directed TSA to implement a series of actions, several of which are now in place, to address the issues raised in the report,' the DHS said in a written statement to ABC News."
