You don't tell me anything new. Birthday number x marks the end of year number x of your life. The same applies to years: new year 2000 marks the end of year 2000. If you begin counting at zero (like with birthdays), of course, as the ISO standard does. If you prefer the gregorian calender, then new year 2000 is actually the beginning of year number 2000. Because there's no year zero in this calendar.
Sticking to the standard is braindamaged now? I hope you don't develop any software that needs to implement any form of exchange data format.

Last thing i heard of was NIR. And I'm still not convinced these approaches could be used for broad spectrum applications, like across the whole visible spectrum. That you use only blue and red light seems to suggest that as well.
Also, the Science and arxiv articles suggest it can only be used for cases where you can crank the illumination way up to compensate for metamaterial losses (like, in microscopy).
