Don't try to run X on a PowerVR GPU - though perhaps you could run Mir or Wayland and then XMir or XWayland on top.
For running Xorg on a tablet chip, bet on Intel graphics or nvidia graphics, everything else may not work or be a third class citizen. (AMD graphics will do when AMD chips will be found in tablets)

Jump on new ESRs when they are ready. You should be on version 31 instead. In my experience the newer the FF version, the less crashes. Versions 34 and then 35 seem to have fixed stuff, I'm not getting crap like I used to a year ago. It's more likely to pause and "think" for 5 seconds than to crash (on my PC and for now)

By not changing the vital subsystems. Mint 17 to 17.1 brings a new font, a slightly newer version of the file manager and window manager and such other little fixes and things. Such updates will be more mandatory looking with LMDE because they're what is in rolling release mostly.

Alright. But Celeron N2820 is 22nm Atom, not Haswell.
Celeron was based on Pentium II , two gens of Pentium III, three gens of Pentium 4, two gens of Core 2 Duo and then three gens of i3/i7 (not the first gen of i7 I believe, so not counted)

I happen to think the performance is adequate but well : instead of bitching about the very low power stuff, why not ignore it? stay on desktop where the Haswell Celeron (G1840) is fucking incredibly fast.

What the hell are you talking about?
The first Atom was very adequate, performance over that of a Pentium III 1GHz was useful (and still is), netbooks were a success because they were real computers (with XP or real linux) as long as you had one with a hard drive, not 4GB flash.
Also not sure what a 3rd gen Celeron is, but a Celeron 1.3GHz based on Pentium III Tualatin has a Passmark of 288 not 5000.

Can't you use the MATE desktop with your RHEL 7 clone? Or use it in with the next distro you'll use. It is fine, really, I have been using it since when I upgraded from Ubuntu 11.04 (Gnome 2 out of the box) to Mint 13. It is strongly maintained and feature complete as ever (only nag is in my recent version it had decimal megabytes and I changed that to binary megabytes with dconf-editor).

My comment had to do with using a distro that tracks Ubuntu LTS and not bothering with ppas, compilations, binary distributions except for a handful of stuff that I think I need.

All the latest version of applications?
For me and people I know, the new versions of Inkscape and LibreOffice (or their point updates) will be in the OS's base packages in late May, 2016. For those who will bother updating the whole OS.
