Being able to explain that when it rains the line goes static is one thing. It's another to say every day around 3 oclock the line gets static when there is no rain. You can certainly make one that can always kill what you tell it to, but not one that can choose whether or not a given human is a rebel to be shot on site, or a human that is apart of the new world order.
