The problem with your position is that L3's own data shows the port at over 100% utilization. They're not being throttled, they're trying to shove ten pounds of shit into a five pound bag.

Like I said, you can point fingers at whoever the peer is for letting the situation fester, but L3's own data suggests this was passive aggressive rather than active malice.

Then how do you explain the Level 3 data? The major ISPs got caught red-handed throttling Netflix traffic until the extortion was paid (Comcast in this case). Days later everything was running smooth as a baby's ass. So how can you seriously make an argument that all the blame lies on Netflix' shoulders when the ISP's customers are paying for the bandwidth to receive the content?

Let's say there was a burden. If the ISPs aren't willing to upgrade their networks then their business model is the problem, not how the internet works. And according to the data it looks like the ISPs infrastructure isn't that bad off anyway, they were simple messing with the traffic to extort payments from content providers.

Are you seriously suggesting that congested ports -> Netflix pays for their own direct interconnects -> uncongested ports somehow proves that Netflix was being throttled? Because, frankly, it suggests the opposite to me (i.e. moving lots of traffic to a different interconnect freed up capacity on the original). Your own link shows the general congestion: see this graph.

You can, quite easily, make the argument that Comcast (or Verizon, or whoever the peer in question is) let that situation fester until it resulted in their "winning" a new customer (Netflix) from level3, but certainly not that their traffic was being treated differently from anyone else's.

Regarding this point, Stallman certainly does endorse Free Software. And so much of what is in OpenBSD is Free Software—software that respects a user's software freedom—and the same goes for OpenSSL. Stallman (and his organization, the Free Software Foundation(FSF)) are known for standing up for a user's software freedom. Non-copylefted Free Software is Free Software. Furthermore, in 2004 the FSF gave Theo de Raadt an award for the Advancement of Free Software, "[f]or recognition as founder and project leader of the OpenBSD and OpenSSH projects, Theo de Raadt's work has also led to significant contributions to other BSD distributions and GNU/Linux. Of particular note is Theo's work on OpenSSH". A free system need not include GNU software or be licensed under a GNU license (such as the GPL) to respect a user's software freedom.

The FSF is quite clear why it doesn't list OpenBSD (or the other BSD distributions) in their list of Free system distributions:

FreeBSD, NetBSD, and OpenBSD all include instructions for obtaining nonfree programs in their ports system. In addition, their kernels include nonfree firmware blobs.

Nonfree firmware programs used with Linux, the kernel, are called "blobs", and that's how we use the term. In BSD parlance, the term "blob" means something else: a nonfree driver. OpenBSD and perhaps other BSD distributions (called "projects" by BSD developers) have the policy of not including those. That is the right policy, as regards drivers; but when the developers say these distributions âoecontain no blobsâ, it causes a misunderstanding. They are not talking about firmware blobs.

No BSD distribution has policies against proprietary binary-only firmware that might be loaded even by free drivers.

Including nonfree software and pointing users to nonfree software is quite common among those who endorse the open source philosophy, as the FSF has long pointed out (older essay, newer essay). The open source movement's philosophy is a development methodology built to toss aside software freedom for practical convenience in an attempt to be "more acceptable to business". So this philosophical difference sets up a radically different reaction in the face of reliable, powerful proprietary software. Quoting the newer essay:

A pure open source enthusiast, one that is not at all influenced by the ideals of free software, will say, "I am surprised you were able to make the program work so well without using our development model, but you did. How can I get a copy?" This attitude will reward schemes that take away our freedom, leading to its loss.

The free software activist will say, "Your program is very attractive, but I value my freedom more. So I reject your program. Instead I will support a project to develop a free replacement." If we value our freedom, we can act to maintain and defend it.

It would certainly be nice, but it's not realistic. For a simple paper, it would likely cost a few thousands, but for anything that requires fancy material, it could easily run in the millions. The only level where fraud prevention makes sense is at the institution (company, lab, university) level.

So you're saying that reviewers should have to reproduce the results (using their own funds) of the authors before accepting the papers or risk being disciplined? Aside from ending up with zero reviewers, I don't see what this could possibly accomplish. Peer review is designed to catch mistakes, not fraud.

I think what is missing is that a) more reviewer actually need to be experts and practicing scientists and b) doing good reviews needs to get you scientific reputation rewards. At the moment,investing time in reviewing well is a losing game for those doing it.

Well, there's also the thing that one of the most fundamental assumption you have to make while reviewing is that the author's acting in good faith. It's really hard to review anything otherwise (we're scientists, not a sort of police)

I agree that good reviews do not need to be binary. You can also "accept if this is fixed", "rewrite as an 'idea' paper", "publish in a different field", "make it a poster", etc. But all that takes time and real understanding.

It goes beyond just that. I should have said "multi-dimensional" maybe. In many cases, I want to say "publish this article because the idea is good, despite the implementation being flawed". In other cases, you might want to say "this is technically correct, but boring". In the medical field, it may be useful to publish something pointing out that "maybe chemical X could be harmful and it's worth further investigation" without necessarily buying all of the authors' conclusion.

Personally, I prefer reading flawed papers that come from a genuinely good idea rather than rigorous theoretical papers that are both totally correct and totally useless.

This is not a new phenomenon, it seems to just be getting worse again. But remember that Shannon had trouble publishing his "Theory of Information", because no reviewer understood it or was willing to invest time for something new.

That's the problem here. Should the review system "accept the paper unless it's provably broken" or "reject the paper unless it's provably correct". The former leads to all these issues of false stuff in medical journals and climate research, while the latter leads to good research (like the Shannon example) not being published. This needs to be more than just binary. Personally I prefer to accept if it looks like it could be a good idea, even if some parts may be broken. Then again I don't work on controversial stuff and nobody dies if the algorithm is wrong. I can understand that people in other fields have different opinions, but I guess what we need is non-binary review. Of course, reviewers are also just one part of the equation. My reviews have been overruled by associate editors more often than not.

It's different from A/B testing in that the experiment is explicitly designed to cause harm to half of the participants.

Presumably most A/B testing would be designed to figure out which choice performs better on a set of metrics. But going in, there is little evidence to point to one or the other, and the "harm" caused would simply be in user experience. In this experiment, the researchers had a prior theory about which choice would cause harm, and the harm is emotional and psychological.

All that aside, if this was purely internal research at Facebook, it would still likely be unethical but probably nothing out of the ordinary. The fundamental different is that this is being presented as scientific research. It's published in PNAS. It involve three co-authors from various universities. There are standards, both legal and ethical, that must be followed when engaging in scientific research, and the concern is that such standards were perhaps not followed.

Manipulation and even inducing harm may be widespread throughout the advertising industry, but that's advertising, not science.

It's called the Common Rule, although it generally only applies to federally funded research. There is some evidence that this study was in part federally funded. I think there are serious questions about whether a click-through agreement meets the standards of informed consent.

Although the study was approved by an institutional review board, I'm surprised, and the comment from the Princeton editor makes me wonder how well they understood the research design (or how clearly it was explained to them). This would never have gotten past my IRB.

I'm sure there are stats on this, but I was under the impression that most people working more than 40 hours a week were salaried and overtime exempt, so they don't see any extra income from the extra work.

I would be surprised if it were otherwise - employers loathe time-and-a-half overtime pay, and would consider it unaffordable to pay someone for all those extra hours.

Comment What about statistics vs calculus (Score 4, Insightful) 155

It's not really a new debate, but the assumption that high school students will on average be better served by taking calculus instead of statistics could use some scrutiny.

Practically speaking, basic familiarity with statistics is also a form of civics - teaching kids when to call BS on bogus claims, helping them to understand what statistical significance means and doesn't mean, etc.
