I've been witness to numerous "negative miracles", where the divine hand of our Lord decides to inflict his wrath upon some unworthy subject. It often does result in a "God Damnit!", so your hypothesis seems reasonable.

Also, once, I was chastized by a Christian for saying "God Damnit" when I don't believe in god. My excuse was that it was such a good "damn" curse. I don't believe in religion, but I do like their curse words.
It's not even that. The military is getting their budget cut the same as every other government agency. A more accurate statement would be:
"Still, I guess there are budget hawks who need to get re-elected, so something had to give."
Well that is not fair, the military's budget is so colossal that they should be cut at a much higher rate than everything else.

Considering how much of a flop Occupy was... I expect that is the exact reason the bankers and politicians see little to fear in organized groups of students.

The buyers of these auctions probably are exchanges. The exchanges themselves do not want them all dumped into the market at once to prevent the prices from crashing.
I would say this arrangement benefits the buyers, exchanges and the government at once. It has the added benefit of appearing to not trying to manipulate coin prices too much.
The nice thing (for politicians and the bankers that own them) is that students have no political power whatsoever. So they can be ignored and told to turn around and take it up the ass.
