When you buy ads, not every ad buy is going to work out. 22% isn't terrible if that is *all* it is. When I was doing Facebook ads it was 75% people clicking the 'contact us' button by mistake rather than interest. And we still paid because the quality of the other 25% was so good.
Other forms of advertising are the same. We did Homeadvisor for a while and more than half of the leads were complete garbage. But with Homeadvisor you have to pay for each one and it was $20-40 per lead for our business. We stopped doing that but it was maybe 30% as effective as other forms of advertising, for some businesses it is worth casting the net.
Most forms of advertising have an inherent amount of waste, whether it be bots, mismatch relevancy, sleazy ad platform payment structures, or otherwise. You get used to it because it's part of the business, some platforms more than others.
