You're still using the Apple II's keyboard, display, memory, and disk subsystem. I have seen modern enhancements for the Apple II where essentially a Raspberry PI is plugged into the Apple II expansion slot. Sort of overkill, but the best way in modern days to cheaply implement serious upgrades for the Apple system.

Problem: Customers return merchandise too often for a refund.

Solution: Retailer throttles returns and charges a return fee based on how many returns a customer requests.

Workaround: Customers create a whole new account and identity each time they order.

New problem: Retailer is unable to track customer preferences. Recommendations are meaningless. Product reviews become completely useless. A more horrible shopping experience for everyone.

Introduce a bill that if the AI incorrectly identifies the driver as using a cell phone, and a human could tell that is not the case, then the police department would need to pay the falsely accused $100,000.
If the police department says "No, we're not going to do that", then that proves that they have no faith in the AI system and their human backup. If they agree, then you will bet that the human will filter out any false positives.
