Well, that might be the case if the 5 billion was actually spent on retaliatory action.

But nobody needs to worry about this.

Based on the previous situations where this government has "splashed the cash", that 5 billion is going to go to friends and family of Conservative MPs who will be barely capable of switching on a computer let alone mounting any kind of cyber offensive.

It's a strange reference because the Dugald Stewart Monument is actually on Calton Hill. I suppose you could position yourself on the hill such that the Balmoral tower appears left of the monument but at that point you would be pretty much beside the monument. Now if you're on the hill looking down toward Princes Street then the thing that the Balmoral tower will actually appear to be left of is the better known Walter Scott Monument.

Sure, liability lawsuits could be flung around but if we take the title of Schneier's book at face value then it's going to be your estate rather then you pursuing that legal action which does seem to lack any degree of personal satisfaction.

Exactly. If the gold did exist and it was on the ship then it's a safe bet that it wasn't on the ship when it was scuttled. Maybe it was a cunning plan to distribute the gold among fleet officers. They report back that the ship was lost and unrecoverable and go on to quietly enjoy their windfall.

Now a century later the wreck has been discovered. Lots of people jump in with a claim on the gold and when none is found, who do they blame?

Well they're pretty much all dead now. So their "descendants", as in those that now hold those positions or modern equivalent? Well if you're talking from a US perspective they're your "besties" so sanctions won't be high on the agenda.

That was the first thought that I had. There must actually be people who are just too lazy to spin the damn things themselves. However, without RTFA I would guess the power is for adding lights/sounds so that a user's attention can be engrossed even more in something that really shouldn't be taking any attention.
